About this file
This document contains Questions and Answers related to Solicitation 140R3024R0025 for the Hoover Dam Powerplant Station Service Replacement. The solicitation is issued by the Department of the Interior's Bureau of Reclamation.
The key issues addressed in the Q&A include:
- Concerns from vendors that the dimensional requirements for the new switchgear are too restrictive, as they have been unable to find compliant equipment from their suppliers. The agency has indicated the new equipment must not exceed the physical size of the existing equipment.
- Requests for more detailed drawings and dimensions of the existing switchgear lineups DSB and DSC, which the agency has not provided. The vendor states this information is needed to verify they can submit a compliant proposal.
- The agency has revised the minimum required workspace behind the switchgear enclosure from 42" to 36".
The vendor is requesting the solicitation be amended to provide the requested equipment dimension details and modify the requirements as needed to allow vendors to submit viable proposals.

Hoover Dam Powerplant Station Service
RFP 140R3024R0025
Questions and Responses 03
01) We have solicited five separate switchgear vendors, and they have all declined due to the dimensional restrictions.
We have tried to communicate this issue through the question and answer process, with no relief. A question was asked if wider switchgear would be acceptable. The answer was, “the details of the proposed switchgear should be included in the proposal and is the contractor’s responsibility to ensure proper fit and function. See RFP Description of Specifications, Section 26 16 14, 1.06.” Section 26 26 14 1.06.B states, “new equipment shall not exceed the physical size of the existing equipment. Maintain a minimum of 42” of workspace between the rear of the enclosure to the grounded surface.” This would indicate a wider switchgear is NOT acceptable.
We have been unable to obtain existing dimensions for lineups DSB and DSC (208V lineups). We submitted questions requesting details showing these existing dimensions. The answers provided were “DWG #45- D-1616 and 45-D-16332” and “The footprint is to remain the same as the existing equipment, see RFP Description of Specifications, Section 26 16 14 – 26, E. See Drawing #45-D-6005 through 45-D-60011, and 45-D-16382.” Drawing 45-D-16116 is not included in the drawing set. Drawing 45-D-16116 is an unscaled general equipment arrangement drawing showing location of each switchgear, in which dimensions cannot be derived. Drawings 45-D-16332 and 45-D-16382 show details for DSA & DSD (480), but do not apply to DSB and DSC. Drawings 45-D-6005 through 45-D-60011 are single line diagrams (no dimensions).
Dimensioned details for DSB and DSC must be provided to verify a viable proposal.
We request the solicitation be amended to provide the information requested and modified as necessary to allow industry manufacturers to submit compliant proposals.
