About this file
Amendment 0004 to Solicitation 140R2026Q0001 issued by the Bureau of Reclamation's Mid-Pacific Region (Northern California Area Office) on January 30, 2026. This amendment provides clarifications and answers to contractor questions regarding a troubleshooting service requirement for the brake system at Shasta Dam Elevator. The contract involves diagnosing and resolving intermittent KTR Brake Temperature Faults that cause the elevator to lock out approximately every other month until the hydraulic oil cools down. The contractor must work with KTR and Nidec Elevators/MCE/Imperial to determine why the oil pump fails to shut off at the pressure setpoint, causing the relief valve to dump oil into the sump and generate excessive heat. The amendment is not extended, indicating the original deadline remains in effect.
Contractors must submit a repair and commissioning plan to the Bureau of Reclamation for Contracting Officer Representative (COR) approval before arriving on-site. The submission deadline is February 5, 2026 at 11:00 a.m. PST. Work scheduling requires coordination among the contractor, the current elevator maintenance provider (TECH O.R., LLC), elevator mechanics, and operations staff to arrange an appropriate outage window. Contractors are required to acknowledge this amendment by submitting a signed copy of Standard Form 30 along with their quote. The facility is located at Shasta Dam, and all terms and conditions of the original solicitation remain unchanged except as modified by this amendment.

The solicitation cited in block 9A above, Northern California Area Office (NCAO)
Troubleshoot Brake System at Shasta Dam
Elevator.
Purpose: To provide answers to the questions received:
1.Question 1: Is the elevator currently exhibiting operational faults (e.g., emergency stops or shutdowns), or is it simply being taken out of service due to recurring brake faults?
Answer 1: The issue seems to be intermittent.
Approximately every other month, the elevator experiences a KTR Brake Temperature Fault. When this occurs, the elevator continues to the floor it was called to, then locks out, becoming inoperable until the oil cools down and the fault is reset, which takes about two hours. Typically, this fault happens a few times in succession before the elevator returns to normal operation for approximately two months. The current theory is that the oil pump fails to shut off when the pressure setpoint is reached, causing the relief valve to lift and dump oil into the sump. The oil in the sump heats up due to friction, and once the temperature setpoint is reached, a KTR Brake
Temperature Fault is triggered. NCAO needs KTR and Nidec Elevators/MCE/Imperial to determine why the pump does not shut down when the setpoint is reached.
Question 2: Will the selected contractor be able to proceed directly upon award, or will there be additional approval steps before starting work?
Answer 2: Once the contract is awarded, the
Contracting Officer Representative (COR) will coordinate with the contractor and the current elevator maintenance provider, TECH O.R., LLC, to schedule when both parties can be on-site.

The elevator mechanics will need to support the contractor during troubleshooting.
Additionally, the COR must arrange the elevator outage with operations. Once these three groups agree on a date window, the work can be scheduled. The contractor is also required to submit a repair and commissioning plan for the
Bureau of Reclamation (BOR) and must have COR approval before coming to the site.
The submission due date is February 5, 2026 at
11:00am PST.
The contractors must acknowledge this amendment by submitting a signed copy of the Standard
Form (SF)-30 along with the quote.
