1. Question: There is no date for phase resistance in the provided documents. What is the phase response?
Reclamation Response: See responses to questions provided in amendment 5.
2. Question: Some performance test data would be helpful. Please provide Performance test data from each unit.
Reclamation response: Minimal data is available. Capability curves and exciter field test data are included.
3. Question: The Bus Rings ID is provided. There appears not to be enough data for an advance supply of blocking and hardware to mount bus rings. Please supply the Blocking details for the rings.
Reclamation Response: Blocking details are not available.
4. Question: Spec. Section 48 13 03-2, 1.04, A, 3 identifies minimum qualifications for UT Level III.
This is not common, as Level II performs the UT. Level III’s typically do not perform the actual UT. Can the minimum qualification be changed to Level II?
Reclamation Response: No.
5. Question: Spec. Section 09 96 20, RSN 09 95 29-3 specifies 4 by 6” color chips. The Contractor currently went through this requirement with another customer and paint chips are not as common as they once were. They are difficult to come by. Can the word “chip” be removed?
Reclamation Response: Yes, color selection swatches are acceptable.
6. Question: Section J attachment 4 includes a subcontracting plan. Please confirm there is a minimum Small Business % utilization goal in this solicitation.

7. Question: Tabulation No. 1 applies to Commercial or manufacture’s product with a standard applied coating system.
Are rigid grooved pipe couplings included in this tabulation as a commercial product?
The specification requires to coat all associated fasteners to include nuts, bolts, washers, and exposed anchors after assembly.
Standard fasteners supplied with grooved pipe couplings are zinc plated. Zinc plated surfaces cannot be coated without special surface preparation. What is the coating requirement for zinc plated fasteners for grooved couplings after installation?
Reclamation Response: Yes, grooved type pipe couplings shall be coated in accordance with the manufacturer’s product data and application sheet.
8. Question: Tabulation No. 2 requires to coat the exterior surface of cooling water piping, fittings, and appurtenances. The new cooling water piping inside the air housing must be insulated.
Does BOR require to coat the piping covered with insulation? Existing insulated piping in the air housing is not coated. Existing flanges, grooved couplings and fasteners are coated.
Reclamation Response: See section 22 10 12, Part 2.03 8.
9. Question: Tabulation No. 2 requires to coat all associated fasteners to include nuts, bolts, washer, and exposed anchors after assembly. Would hot dip galvanized flange fasteners (bolts, washers and nuts) be an acceptable substitute to coating system of Tabulation 2?
Reclamation Response: No, coat in accordance with Tab. 2.
10. Question: Tabulation No. 2 requires to coat all associated fasteners to include nuts, bolts, washers, and exposed anchors after assembly. The coating system requires blast cleaning

Method C or H for surface preparation, which is impractical after assembly on site. Would you confirm the minimum surface preparation recommended by the coating manufacture is acceptable?
Reclamation Response: Touch-up of fasteners after assembly in accordance with the manufacturer’s instructions is acceptable.
11. Question: Would you clarify the coating of the grooved type couplings? Standard groove pipe couplings come painted with zinc plated fasteners. Alternatively, they can be hot dip galvanized with stainless steel fasteners for better corrosion resistance. We noticed that some grooved pipe couplings on the existing cooling water system appear to be galvanized. The specification does not provide any detail about the finish of the coupling.
Reclamation Response: See the response to question 10.
12. Question: Paragraph 3.02 E. 3 requires to remove and dispose air cooler vent piing and associated valves within the air housing. Paragraph 3.02 E. 1 refers to drawings 136-D6019 sheets 1 and 2 that shows flanged pipe spools that are outside the air housing and the 8” supply and discharge pipes that extend down through the air housing floor to a flange. Would you confirm the limits of the removal and replacement? We currently assume that the lower pipe spool that is completely outside the air housing is excluded from the removal and replacement.
Reclamation Response: See attached highlighted drawings 136-D-6019 sheets 1 and 2 to identify the limits of removal and replacement.
13. Question: Reference to section 01 14 30, paragraph 1.03. Contractor wants to confirm the definition of the outage dates (interruption of service). Contract is assuming that the start will occur after de-watering and LOTO of the unit (performed by the Government). Contractor is assuming that the end will occur after the completion of the commissioning. Please confirm Contractor’s understanding.
Reclamation Response: No, the interruption in service begins when the Unit is taken out of service and no longer available for generation. Assume a one-day duration for the Government to unwater the unit and apply Hazardous Energy Controls. Also, assume a one-day duration for the government to remove Hazardous energy controls and water up the unit. The end of the outage is after completing commissioning.
14. Question: Can the Government please confirm the mandatory Holidays that the Contractor must consider in its site schedule?

Reclamation Response: This project does not include mandatory holidays. Work on federal holidays shall be considered as work outside of powerplant normal work hours as defined in section 01 14 12, Part 1.02 D.
15. Question: Can the Government confirm that none of the different required site reports and Government review time should be considered as waiting time during the execution of site works? Contractor proposes to add acceptance milestones (hold points, zero duration) for critical decision items so the Government can immediately confirm that the Contractor can pursue the work without adding waiting time to the critical path. In the case of an inspection, if any additional work is recommended by the Contractor and approved by the Government, a time impact analysis would then be performed to evaluate the time extension required (section 01 32 10, paragraph 1.08).
Reclamation Response: Inspection of Construction is accordance with Section E, Inspection and acceptance.
16. Question: Section 48 13 71, item 2.03 E. 2, requests before application of ground wall insulation, impregnate and encapsulate slot portions of bars with epoxy or polyester resin compound to fill and bond transposed strands forming a dense, solid, and void-free structure. We request to change this text for: “before application of ground wall insulation, impregnate and consolidate slot portions of bars with epoxy or polyester resin compound to fill and bond transposed strands forming a dense, solid, with minimal voids structure. In this way, the requirement is compatible with section 4813 71, item 2.03 F 4, since 100% void-free is not possible to guarantee. Small voids are not harmful since field stress between strands is very low.
Reclamation Response: Minimal void structure clarification is acceptable. It is understood that the term “void-free” does not represent 100% void-free guarantee.
17. Question: Section 48 13 71, item 2.04 B 1 and 3.01 E. 2 requests to provide flat filler strips of semi-conducting material. We request to change this paragraph since the surge rings segments are partially insulated from shop. Only the segment junctions are insulated at site.
Reclamation Response: See section 48 13 71, Part 2.06-B for surge rings.
18. Question: Section 48 13 71, item 2.13 B 4 requests to perform insulation Resistance and Polarization Index test at 10 KVDC and in accordance with IEE 43. We request to perform this only at site, after bar installation.
Reclamation Response: No, manufacturer’s tests shall include Insulation Resistance and Polarization Index test at 10 kVDC and in accordance with IEE43.

19. Question: Section 48 13 71, item 2.13 B 6 requests to stamp, mark, paint or clearly note tip-up test value on each bar for easy identification during installation. We request to provide a record of all tests performed at shop in the bar data sheet. These Erection Sheets will record which bar will be installed in which slot. Then traceability of the bar is ensured. Also, we would identify and pack separately only bars with tip-up higher than 0.6% for installation close to neutral end.
Reclamation Response: Tip-up value recorded on a test record and correlated to the bar number is acceptable.
20. Question: Section 48 13 63, 3.02 Installation specification text “Distribute 20 RTDs evenly around on back of core, producing temperature profile representative of core bulk heating during operation.” We understood that existing core has already 20 RTDs which we need to replace with the new 20 RTDs. We do not need to make new slots on the back of core to insert the RTDs. Kindly confirm our understanding
Reclamation Response: No, the core does not have existing RTDs. Contractor to provide mounting design and installation provisions for new RTDs.
21. Question: Will we be able to use the top of the unit we are not working on as a laydown area for parts removed from the unit under construction? If so, what is the floor loading capacity?
Reclamation Response: No.
22. Question: Is there plant internet available for contractor to use?
23. Question: Kindly provide us the list of available existing lifting tools and tackles which will be allowed to used during the execution of the work. Are these tools to be handed over to bidder after re-certification or do bidders need to perform the re-certification of these tools?
Reclamation Response: See attached drawings 136D6105, 167C7953 and specification drawing 135D5310 with lifting devices available to the Contractor. The Government intends to certify lifting devices shown on these drawings prior August of 2023.
24. Question: Section L, Past Performance – The section b) ix) requires requesting new PPQ’s and have them sent directly to USBR. It has been very difficult to get the owners of such projects to send a new form for every single proposal directly to the requester, which easily can be multiple times each year. As such it has been acceptable in past USBR and also USACE to attach previously received PPQ’s to the proposal. We would highly appreciate if the USBR could allow existing PPQ to be used rather than requesting new ones again.

Reclamation Response: Use of existing PPQs is acceptable.
25. Question: We have difficulties to provide a compliant bid in the time remaining (June 16) due to resource issues with other outgoing bids. Can you please give us an additional week for the bid preparations?
Reclamation Response: See amendment 5 with a revised proposal due date of June 23, 2022.
26. Question: What is the purpose of the video surveillance equipment required under this contract and USBR wanting to capture in this surveillance?
Reclamation Response: Section 28 23 00 Video Surveillance System will be removed from the conformed contract. See the attached revised sections B, 00 10 00, 00 11 00 and 01 33 00 with video surveillance system requirements removed with strike-through. For information only, the facility has existing cameras located at the powerplant for security purposes.
27. Question: Is the video surveillance equipment required by this contract defined as “covered telecommunications equipment or services” per FAR 42.204-24?
Reclamation Response: See the response to question 26.
28. Question: The video surveillance causes a lot of additional Administration and also Liability: We would have to inform any subcontractor, employee at site that they are taped. Also 3rd party contractors brought in by the USBR or other have to be informed by USBR. Since we and the USBR are no used to that, it could become a big liability if we miss one. We (Contractor and USBR Would) have to include language in all subcontracts and post signs. Who’s responsibility is it going to be? Can the USBR indemnify us against any liability if 3rd parties or USBR sues?
29. Question: Has the USBR checked with the local unions will accept being monitored? If not we suggest to do so in order to prevent site work interruptions due to strikes.
30. Question: Is surveillance of employees permitted per California Law. And is it permitted by USBR rules and regulations to tape their employees, as they will also be on tape during visits, inspections, etc.
31. Question: Is the rotor lifting bracket certified and load tested?

32. Question: Section 48 13 63 1.04 A refers to removal and disposal of hazardous coatings on the exterior of the stator frame. Can we get clarification on paint locations (entire frame, outside stator walls, inside bore, top and bottom?) that needs to be removed and if blasting is required?
Reclamation Response: See amendment 5 and refer to the response from question 4 of Q&A 2.
33. Question: Section 48 13 71 3.01 C a and c asks that we use chill blocks and not use water-soaked materials. Our standard procedure does not use chill blocks and uses water soaked materials.
We have not encountered any problems brazing using this method. We would as for exceptions to this requirement. Should we put this in under exceptions or clarification or will the USBR respond to it now?
Reclamation Response: Use of chill blocks and without water-soaked material shall be in accordance with section 48 13 71 Part 3.01 C. No exception shall be granted.
34. Question: Section 48 13 44 3.02 C states to blast the weld location on the lower bracket. Would chemical stripping be acceptable?
35. Question: Section 48 13 57 3.02 C states to blast the weld locations on the rotor. Would chemical stripping be acceptable?

B.1 PRICE SCHEDULES
Offers will be considered for award on the following Price Schedules, but no offer will be considered for award on only a part of the Price Schedules.
Offerors shall complete Price Schedules A, B, C, and D. Offers for less than the total of Schedules A, B, C, and D will be considered and will not be evaluated for award.
Offers will be evaluated based on the total of Price Schedules A, B, C, and D.
The Government will award Price Schedules A and B. Price Schedules C and D are Optional Price Schedules. The Government may award Price Schedule C, or Price Schedule D, or Price Schedules C and D, based on results from required inspections.
Offers are subject to the terms and conditions of this solicitation.
Quantities in the Price Schedules are estimated quantities for comparison of offers only.
Except as provided in the contract clause at FAR 52.211-18, Variation in Estimated Quantity, no claim shall be made against the Government for overruns or underruns. The contract clause at FAR 52.211-18, Variation in Estimated Quantity does not apply to lump sum items.

B.2 WARRANTED CHARACTERISTICS
(a) The Offeror warrants that the losses of winding and stator core for each generator shall not exceed the loss requirements furnished below, with rated voltage and frequency.
(b) Generator Rewind losses:

SUMMARY OF WORK
PART 1 GENERAL
1.01 LOCATION
A. Work is located at New Melones Powerplant approximately 50 miles east of Stockton, CA and 10 miles southwest of Sonora, CA in Calaveras County.
1.02 PRINCIPAL COMPONENTS OF WORK
A. Rewind and uprate the two main synchronous generators from 166,667kVA to nameplate 192,000 kVA.
B. Furnishing and installing video monitoring.
C. Performing as-found readings.
D. Generator disassembly.
E. Generator inspection.
F. New Armature Windings and Existing Stator Core:
1. Furnishing and installing stator armature bars, circuit ring bus, and main and neutral bus.
2. Preparing and testing existing stator cores, core loop test, making necessary repairs, and re-run core loop test.
G. Generator Monitoring and Instrumentation:

F. Design Calculations
1. Calculations and verifications specified in the government-furnished contract documents. Design calculation and technical requirements are described in relevant specification sections.
2. Design calculations shall be certified by a registered professional.
G. Submittals are considered “shop drawings” within the terms of the clause at FAR 52.236- 21, Specifications and Drawings for Construction.
1.04 SUBMITTAL REQUIREMENTS
A. In case of conflict between requirements of this section and requirements included elsewhere in these specifications, requirements included elsewhere take precedence.
B. General:
1. Prepare in English.
2. Label with contract number and title, and RSN.
3. Measurement Units: US Customary Units.
4. Provide a unique sequential numbering extension for identification of each RSN resubmittal.
5. Provide a brief summary of what is included in the submittal and for what facility/unit.
C. Drawings:
1. Minimum Identification in Title Block:
a. Contract number and title.
b. Contractor’s or supplier’s title and drawing number.
c. Name of responsible party.
d. Date of original drawing.

G. Sample and Color Selection Submittals:
1. Label with complete manufacturer's product identification.
2. Include type and quantity of materials specified in the referenced section in each “set” of samples.
3. Samples: Representative of product to be installed. Xerographic sheets for color selection are not acceptable.
4. Color chips: Actual paint color chips or chart. Ink color reproductions are not acceptable.
5. Label each sample, sample kit, set of color chips, or color chart with contract number and title.
1.05 SUBMITTALS PROCEDURES
A. Submit only checked submittals. Submittals without evidence of Contractor's approval will be returned for resubmission.
B. Submit complete sets of required materials for each RSN as specified in “Submittals Required” column in Table 01 33 00A - List of Submittals. A complete set includes listed items for RSNs with multiple parts. Incomplete submittals will not be reviewed and will be returned to Contractor indicating submittal as incomplete.
C. Submit sets specified in “Sets to be sent:” columns in Table 01 33 00A – List of Submittals.
1. Submittals identified with “CDMS” in the “Sets to be sent” column shall be submitted electronically in accordance with Section 01 31 30 – Contract Document Management System (CDMS).
D. Include the following information in transmittal letters:
1. Contract number and title.
2. RSN for each attached submittal.
3. Responsible code.
4. Number of sets for each RSN.
5. Identify submittal as initial or resubmittal.
E. Resubmittal of submittals other than approved or accepted:
1. Mark changes such that they are readily identifiable and show revision date.
2. Describe reasons for significant changes in transmittal letter.

3. Resubmit returned submittals within 21 days after receiving the comments, unless otherwise directed.
4. Requirements for initial submittals apply to resubmittals.
1.06 REVIEW OF SUBMITTALS
A. Time Required:
1. Submittal review will require 28 days for review of each submittal or resubmittal, unless otherwise specified.
2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return via CDMS or mailing postmark date. Submittals uploaded to CDMS after normal business hours will be marked received the next business day.
B. Time in Excess of Specified:
1. CO may extend contract completion date to allow additional time for completing work affected by excess review time.
a. Time extension will be to extent that excess review time caused delay to contract completion date.
b. Time extension will not exceed time used in excess of specified number of days for review of submittals or resubmittals.
c. Concurrent days of excess review time resulting from review of 2 or more separate submittals or resubmittals will be counted only once in extending contract completion date.
2. No time extension will be allowed if Contractor fails to make complete action submittals in sequence and within time periods specified.
3. Adjustment for delay will be made only to the extent that:
a. Approval was required under the contract, and.
b. Requests for approval were properly and timely submitted and were approved.
4. Adjustment will be subject to terms of paragraphs (b) and (c) of clause at FAR 52.242-14, Suspension of Work; however, no such delay shall be deemed to be a “suspension order” as term is used in that clause. Adjustment will be subject to terms of clause at FAR 52.247-17, Government Delay of Work.
C. Return of Submittals:
1. Return of submittals will be by CDMS response or hard copy, as applicable.
2. Submittals will be returned either approved, conditionally approved, not approved, accepted, conditionally accepted, or not accepted.
3. Revise and resubmit submittals not approved or accepted as instructed.

C. Send copy of transmittal letter with appropriate number of sets to offices that are not responsible code, but show “Sets to be sent” in Table 01 33 00A - List of Submittals.
D. When “Sets to be sent” is 0, send a copy of transmittal letter to that office.
E. Submittals identified with “CDMS” in No. of sets to be sent to”: Column of Table 01 33 00A – List of Submittals, shall be submitted in electronic format in accordance with Section 01 31 30 – Contract Document Management System (CDMS) except for the following:
1. Government, at discretion of COR, may require Contractor to provide complete hardcopy submittals which appear unclear or illegible in electronic format.
