Pre-Proposal Questions and Answers
1. Question: For data taking will the rotor be out of the machine?
Reclamation Response: No.
2. Question: Will all end bells be removed?
Reclamation response: No.
3. Question: Are both ends of the winding and the back of the winding accessible?
Reclamation Response: We intend to allow entry into the air housing for one of the two units to allow access to the lower end of the windings. We also intend to remove some top covers for visual assessment of the upper end of the windings. We also intend to remove one of the coolers for visual assessment of the back of the core.
4. Question: Do you have a spare coil available for measurements?
Reclamation response: Yes, a spare stator bar will be available for dimensional measurements.
5. Question: Do you have a spare laminate for measurements?
Reclamation Response: No, we do not have spare laminations for measurement.
6. Question: Is it possible for the USBR to post a photo of the nameplate?
Reclamation response: Yes, see the photograph below.
7. Question: Are there any historical documents regarding the reference lower end turn heating issue?
Reclamation Response: Yes, see the attached New Melones Powerplant Unit 1 Stator Winding
Temperature Evaluation.
8. Question: Our historic generator data collection activities required to gather enough data to quote the project is estimated to be more than 3 hours. Will additional time be allotted for NEC to collect the needed generator data during the site visit?
Reclamation response: We will allow for a site visit duration of at-least 6 hours if needed.
9. Question: Can you please confirm which areas and/or spares will be accessible by the bidders.
Reclamation response: See above responses to questions 3, 4 and 5.
10. Question: Will bidders be allowed to take pictures or measurement during the site walk?
Reclamation response: Yes, pictures are allowed; however, they shall be limited to those features and facilities pertinent to the project. Also, pictures shall not be further distributed or published. Also, yes, dimensional measurements will be allowed during the site visit. Care shall be taken to prevent damage of existing equipment and facilities when performing measurements.
11. Question: Is there an agenda for the day?
Reclamation response: An agenda will be provided at the time of the site visit. A rough timeline for site visit activities is presented below.
10:00 – 10:30 AM: Site Visit Briefing and Job Hazard Analysis
10:30 – 12:00 PM: Walk clearance
12:00 – 1:30 PM: Turbine Pit / Air Housing / Winding / Spare Bar and Lam. View and Meas.
1:30 – 2:15 PM: Review warehouse
2:15 – 4:00 PM: Additional Winding / Spare Bar View and Meas. If needed
12. Question: Are there any site-specific requirements for the site visit other than personal PPE
(hard hat, eye/ear protection, steel toe shoes)?
Reclamation response: See pre-proposal conference slides included in amendment 2 for additional site visit requirements. Only registered site visit Attendees will be allowed access to the facility. Bring a lock with name and phone number identification to the site visit. Only those who’ve locked onto the clearance will be afforded access inside the air housing for the unit on clearance.
13. Question: For the upcoming site visit will the following access be provided?
• Top and bottom (air baffles) removed to provide access to the stator winding, core and rotor for measurements.
• Opening one of the frame covering plates or a cooler would give us a chance to inspect the frame and the back of the stator core at the split locations.
• If available, lamination and wedges, spare pole.
• A visit in the control room (if adjacent unit of similar design is operating during the site visit) will help us gather further information concerning the stator and rotor temperature rises, field current for a given MVA, MW, KV and cold air temperature calibration. Access to the unit’s log book would allow easy capture of this information.
Reclamation response: See the response to question 3 above regarding access. See the response to question 5 regarding a spare laminate. Spare poles and spare wedges are not available. Unit 2 may or may not be running during the site visit. We intend to perform further coordination concerning this. The Unit’s logbook contains controlled information and it will not be available to Attendees during the site visit.
14. Question: For the upcoming site visit on May 12 can you advise if the unit has any asbestos thus preventing people to inspect and measure the winding?
Reclamation Response: Reclamation does not believe asbestos is a hazard preventing people from safely inspecting and measuring the winding. Section 51 02 82 contains Reclamation performed surveys of analytical results for hazardous materials and asbestos was not detected for those locations sampled. Design documents indicate the presence of asbestos materials within the slot section of the stator bar insulation; however, inspection within the air housing is limited to visual inspection and dimensional measurements only and no disturbance of asbestos containing materials is anticipated.
15. Question: Has the USBR taken swipe samples in the areas where people would crawl around inside the air housing?
Reclamation response: No, wipe samples have not been taken. Section 51 02 82 contains
Reclamation performed surveys of analytical results for hazardous materials including asbestos.
16. Question: Can the USBR please provide any historical air and wipe sampling in the area and any abatement activities previously performed?
Reclamation Response: See the responses to questions 1 and 2.
17. Question: Can the USBR confirm zero Asbestos presence for safe entry?
Reclamation response: See the responses to questions 1 and 2.
18. Question: We kindly request an extension to the bid due date of 4 weeks, until June 30th. After evaluation of the specifications and required proposal submittals, Contractors will need more time to review the specifications, perform the engineering/costing/ planning, obtain answers from USBR to all questions after site visit, clarify questions with subcontractors, prepare the proposal documentation and proceed with the final review with the management before submittal.
Reclamation Response: Please refer to Amendment 0003 and the new proposal due date of
6/16/2022 at 1300 PDT incorporated there.
19. Question: Contractor points out that the Fiscal Year Funding Amount presented in Section I –
Contract Documents (WBR 1452.232-80) is disconnected with the offer project schedule using the notice to proceed date of 08-September-2022 for the purpose of developing the schedule during offers evaluation. Please advise if Contractors should consider any interruption in the offer project schedule.
Reclamation Response: We expect sufficient funding for award in FY 2022. It is also expected that FY 2023 funding will be provided in early 2023. Therefore, we do not expect any interruption to the offer project schedule.
20. Question: Please confirm if Contractors will be allowed to provide Past Performance
Questionnaires (PPQ) completed by customers in a similar format but different from the PPQ template provided in this solicitation.
Reclamation Response: Different PPQ forms are allowable provided that the information contained is similar to the information requested by the provided PPQs.
21. Question: Please confirm that USBR will accept electronic bid submissions. If yes, there is any size limitation sending the files?
Reclamation Response: Electronic proposals will be accepted through the Kiteworks platform
(See Amendment 0003). There is no specific file size limitation. Please check Section L and Att.
No. 8 for instructions.
22. Question: Please confirm that USBR will accept electronic submission of the Bid Guarantee.
Reclamation Response: Electronic submission of the bid guarantee will be accepted since we are accepting electronic proposals.
23. Question: We kindly request the Government to provide the drawings Sheet No. #56 to #71 listed in SECTION 52 00 00 – DRAWINGS.
Reclamation Response: Drawings #56-71 are included with Amendment 0003 and incorporated into the solicitation.
24. Question: Contractors are unable to receive fixed prices and/or delivery times from its sub-suppliers, as the further developments in Russia/Ukraine and the global impact resulting therefrom are still unforeseeable. Given the current market volatility, the Contractor's Board of
Directors is requesting that all new contracts include an Economic Price Adjustment (EPA) clause in order to approve submitting a bid.
The Contractor kindly request that the EPA terms to be included in the solicitation.
Please refer to recent solicitation in the Little Rock District's Norfork RFP # W9127S21R0001
Turbine and Generator Rehabilitation, where the Government included EPA terms in the Section
00 73 00 - Supplementary Conditions (Amendment 0007).
Reclamation Response: An Economic Price Adjustment clause will not be added at this time per
FAR 36.207(c).
25. Question: We request and extension of the proposal due date:
STANDARD FORM 1442 (Rev. 4-85) lists the Proposal due date is 6/2/2022 and we respectfully request a two-week extension of the bid submittal due date to (6/16/2022).
