1. Question: Are there any winding resistance records available?

Reclamation Response: The Original GE Manual states 0.00269 Ohms/phase at 75 Degrees C.

2. Question:

Specifications on past performance reads, “The offeror shall furnish a list of three projects in scope, complexity, and magnitude to the work required under the solicitation which the offeror

(not their subcontractors) have completed during the last 15 years or now has on-going. List only those contracts that are comparable in size and complexity to this solicitation. Examples of construction work is listed above in Section M.

Can we utilize the experience of our Subcontractor to satisfy this requirement of the Prime?

Reclamation response: No.

3. Question:

Specifications Section 48 13 72, Section 1.03, Clause A, states the following:

“Re-design the generator ventilation system to improve cooled air flow to the lower inner stator end winding to achieve equitable, lower stator end winding temperatures that match the temperatures of the upper sections of the stator end windings within 5 degrees C at 115 percent full load and meet ANSI Standard C50.12”.

It is requested that this be updated for the following reasons:

a. The reference to 115% load implies that the new winding will have an 115% overload rating, which conflicts with Section 48 13 71, Section 2.01, Clause A, which indicates the new winding shall have a single rating of 192,000 kVA.

b. The requirement that the lower end-windings meet ANSI Standard C50.12 is ambiguous as this standard provides stator winding temperature limits based on embedded detectors in the slot only.

c. The requirement that the lower end winding temperature be within 5 deg. C of the upper end winding implies a warranty which cannot be provided until the generator ventilation design study is completed. It is noted that reducing the absolute temperature of the lower end winding is more important than having it similar to upper end winding.

Based on above, it is proposed to replace the Section 48 13 72, section .03, clause A text with the following:

“Re-design the generator ventilation system to improve cooled air flow to the lower inner stator end windings with an objective target of reducing observable temperatures to less than 130 deg.

Reclamation response: We agree with the proposed revision. See the revised section 48 13 72.

4. Question: Section 48 13 63 paragraph 1.04 A requires “Dispose of the coatings in accordance with Section 02 83 35 – Removal and Disposal of Coatings”. Please clarify if the coatings of the exterior of the entire stator frame should be removed, and disposed.

Reclamation Response: Only remove stator coatings as necessary to perform other work. This statement of existing conditions does not require the contractor to remove coatings from the entire stator frame, only how to handle the hazardous coatings if work necessitates coating removal.

5. Question: It’s mentioned on section 48 15 63 1.04 E that “To greatest extent possible, pertinent data including bar and core drawings will be made available”. The bidder kindly requests the

Government to provide the following drawings and reports if available. Any spare will be helpful for measurement during the site visit if no drawing is available.

• Any heat run and air flow measurement reports

• The Stator core lamination and assembly drawings. If no drawing is available, the bidder request sufficient time to measure the core through an open on the stator frame barrel.

• Rotor pole component and assembly drawings. If no drawing is available, the bidder request to measure the spare rotor pole winding as shown on section 51 02 82-5 Figure 7.

With consideration of the time necessary for the bidder to evaluate the site assessment information, to develop a new winding design, to get the material/manufacturing cost estimates and to complete all the internal approval processes for a proposal to be submitted, the bidder requests the Government to extend the bid date by at minimum 4 weeks.

Pre-Proposal Questions and Answers

Reclamation Response: See Amendment 3 with responses to several of these questions and

Amendment 4 with the Unit 1 Stator Winding Temperature Evaluation Report. Available drawings are included with the solicitation and Amendment 3.

6. Question: We cordially request an extension of the due date for questions from 5-17-2022 for a minimum of 7 calendar days.

Reclamation Response: See the revised section L with the due date for questions changed from

May 17, 2022 to May 24, 2022.

1.05 EXISTING CONDITIONS

A. Background:

1. The Government has been evaluating both generators for intermittent stator winding heating temperatures and alarms when the generators are at full load since its commissioning in 1979. In 1986, GE, the generator manufacturer, was brought in to redesign the generator ventilation system to bring more air circulation to the stator windings. The redesign consisted of closing the gap between the rotor rim and the air baffles so that the air could not escape through

it. The gap was reduced from 3/8-inch to 1/8-inch. However, in closing the airgaps, the rubber material used to close the air gaps caused extensive abrasion damage to the top coil of the upper and lower stator end windings, which was found and documented in 2002 and 2013. Refer to Section 51 00 20 – New

Melones Photographs, photographs 15-20.

2. The stator winding alarm and trip settings were also documented as having one set of temperatures but operated to a different set of temperatures due to manufacturer’s recommendations. In 1986, the alarm and trip settings were confirmed to meet the ANSI C50.12-1983 Standard. But the stator end winding temperature alarms continued to alarm which initiated further stator winding heating investigations.

3. The Unit 1 Stator Winding Temperature Evaluation Report dated May 23, 2002 found excessive heating in the lower winding end-turns utilizing infrared scanning. As a result, the end-turn temperatures are exceeding the observable class F insulation limit of 130 °C set by ANSI. The heating observed is not a localized problem and appears to extend around the lower portion of the unit winding. The upper end-turn area was much cooler and does not approach the 130

°C limit. Exceeding ANSI temperature limits increase the risk of an insulation failure. Failure of the insulation in the end-turn area could lead to a phase-to-phase fault in the generator, which would be very destructive.

4. Generator Unit 1 is priority due to its history of excessive heating. Both generators had their stator winding insulations tested. There is evidence of air baffle abrasion damage on the top coils of the lower and upper end windings and the neutral terminals of Generator Unit 1.

B. Existing Ventilation Design:

1. The generators receive cooled air through six air coolers spaced, which will also be redesigned as a part of this project. Currently, the cooled air comes in on top

48 13 72 - 3 and bottom of the stator core thru designated cavities in the stator frame and then directed to the rotor rim through the rotor rim, out the poles, and then back out of the generator thru the stator core. There is a large void where the air could have low circulation just below the lower end windings.

C. Field Testing during the Evaluation:

1. In March 1999, field testing was performed to investigate and verify the RTD operation of the stator windings of Generator Unit 1 due to the temperature alarms activating intermittently at full load. At that time, the stator winding temperature alarm was set to 105 degrees C and the stator winding temperature trip was set to

115 degrees C, per ANSI Standards. Correct operation of the RTDs was verified utilizing heat tapes to verify the temperature readings. However, the heat tapes found that there was a spread of high temperatures amongst the lower end windings throughout the generator. High temperatures were not a localized problem.

2. Due to the heat tape results of non-localized high temperatures in the end windings, in May 2000, infrared monitoring was performed where the RTDs initially read high. The generator deck plates were removed for this monitoring evaluation. In removing the upper deck plates, it may have caused an alteration in the air flow pattern, but it was determined that this effect would be small. Upper end turn testing was performed on a small section due to unit availability, but

90% of the lower end turns were monitored. The results of the thermal imaging confirmed wide-spread inner stator lower end turn high temperatures. Refer to

Section 51 48 73 – Thermal Imaging Reports. Temperatures were monitored at no-load, 50MW, 130MW, 150MW and 185MW. The highest temperature recorded was 146 degrees C near coil 90 at the 185MW level. This recorded temperature exceeds the ANSI Standard C50.12 for maximum observable insulation temperature of 130 degrees C for class F insulation.

3. While monitoring the lower end windings, it was also observed that there was very little air flow in that specific area, thus, insufficient air movement on the inside of the end winding. The winding temperatures on the outer diameter were observably lower than the inner winding temperatures and well within ANSI

C50.12 standard observable insulation temperature.

4. It was further observed that the stator frame openings are much smaller than other machines of similar size, which may affect the air flow.

5. GE’s ventilation system redesign in 1986, may have inadvertently diverted the air flow meant to cool the lower stator end turns away, when it sealed the rotor rim air shroud and the fiberglass air deflectors.

D. Stator and Field Winding Condition Assessments:

1. In Spring 2013, condition assessments were made on both units. The upper deck plates and all the fiberglass air baffles on top and bottom were removed to obtain access to the stator and field windings.

2. The condition assessments consisted of a ramped direct high voltage test, dielectric power factor test, partial corona probe, lights out (blackout) test, visual inspection and a review of the operating hours of both units.

3. Results of the condition assessments were that the stator windings in both units has significant thermal, electrical, mechanical, and ambient stressors and that the combination of these stressors was deteriorating the stator winding insulation and for the units to be rewound. And that Unit 1 should be given rewind priority over

Unit 2.

4. Visual inspections concluded that there was abrasion damage on most top coils in the upper and lower windings and that the neutral terminals of Unit 1 also had abrasion damage due to an ill-fitting air baffle.

5. The operating hours for these units were low in comparison to other units of similar size. This could have occurred due to the units performing above nameplate rating often and the activation of winding temperature alarms.

PART 2 PRODUCTS

2.01 MODIFICATIONS

A. Provide materials, equipment and tools necessary to perform the approved generator ventilation modifications.

B. Air Baffle design:

1. Provide new baffles and hardware of equal material or better than the existing baffles and hardware.

2. Ensure air baffle design is clear of obstructions and will not cause abrasion on adjacent equipment.

PART 3 EXECUTION

3.01 VENTILATION STUDY

A. Perform a detailed ventilation design review to determine necessary modifications to the existing ventilation and determine if other ventilation deficiencies need to be addressed.

1. Evaluate the existing generator ventilation design and identify deficiencies.

2. Re-design and provide modification recommendations to the generator ventilation system to meet ANSI Standard C50.12 maximum observable temperatures at nameplate rating of 192,000 kVA.

3. Perform necessary calculations and computer modeling of the air flow to ensure that the inner stator lower end turns do not exceed ANSI Standard C50.12 observable temperatures and do not trigger any alarms or trips while at full load.

3.02 VENTILATION MODIFICATIONS

A. Implement the approved ventilation system design to correct the inner stator lower end turn temperature problem in accordance with the approved recommendations and approved procedures.

3.03 CONTRACTOR FIELD TESTING

A. In addition to the generator testing required in Section 48 13 71 – New Armature

Windings, record the inner stator lower end turn temperature profile while at full load and after temperatures have stabilized:

1. Install multiple fiber-optic temperature sensors in the upper and lower stator bar end windings.

2. Monitor the stator core RTDs, ambient air and end winding surface temperatures while on-line, fully loaded, and record maximums when the temperatures have stabilized.

3. Provide corrective measures if inner stator lower end turn temperatures exceed

ANSI C50.12 maximum observable temperatures at rated nameplate.

If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Programs office.

(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in

41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action

Compliance Requirements for Construction,'' and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade. The Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order

11246, as amended, and the regulations in 41 CFR 60-4. Compliance with the goals will be measured against the total work hours performed.

(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for

Federal Contract Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $100,000 at any tie for construction work under the contract resulting from this solicitation. The notification shall list the -

(1) Name, address, and telephone number of the subcontractor;

(2) Employer's identification number of the subcontractor;

(3) Estimated dollar amount of the subcontract;

(4) Estimated starting and completion dates of the subcontract; and

(5) Geographical area in which the subcontract is to be performed.

(a) Definitions. "Commercially available off-the-shelf (COTS) item," "construction material,"

"designated country construction material," "domestic construction material," and "foreign construction material," as used in this provision, are defined in the clause of this solicitation entitled

"Buy American-Construction Materials Under Trade Agreements" (Federal Acquisition Regulation

(FAR) clause 52.225-11).

(b) Requests for determination of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers.

The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of FAR clause 52.225-11 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.

(c) Evaluation of offers.

(1) The Government will evaluate an offer requesting exception to the requirements of the Buy

American statute, based on claimed unreasonable cost of domestic construction materials, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(4)(i) of FAR clause 52.225-11.

(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.

(d) Alternate offers.

(1) When an offer includes foreign construction material, other than designated country construction material, that is not listed by the Government in this solicitation in paragraph (b)(3) of

FAR clause 52.225-11, the offeror also may submit an alternate offer based on use of equivalent domestic or designated country construction material.

(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of FAR clause 52.225-11 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.

(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of FARclause 52.225-11 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic or designated country construction material, and the offeror shall be required to furnish such domestic or designated country construction material.

An offer based on use of the foreign construction material for which an exception was requested-

(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding;

or

(ii) May be accepted if revised during negotiations.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier’s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds --

(1) To unsuccessful bidders as soon as practicable after the opening of bids; and

(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.

(c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000.00, whichever is less.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

(a) Definitions. For the purposes of this provision and the Freedom of Information Act (5 U.S.C.

552), the following terms shall have the meaning set forth below:

(1) “Trade Secret” means an unpatented, secret, commercially valuable plan, appliance, formula, or process, which is used for making, preparing, compounding, treating or processing articles or materials which are trade commodities.

(2) “Confidential commercial or financial information” means any business information (other than trade secrets) which is exempt from the mandatory disclosure requirement of the Freedom of Information Act, 5 U.S.C. 552. Exemptions from mandatory disclosure which may be applicable to business information contained in proposals include exemption (4), which covers

“commercial and financial information obtained from a person and privileged or confidential,” and exemption (9), which covers “geological and geophysical information, including maps, concerning wells.”

(b) If the offeror, or its subcontractor(s), believes that the proposal contains trade secrets or confidential commercial or financial information exempt from disclosure under the Freedom of

Information Act, (5 U.S.C. 552), the cover page of each copy of the proposal shall be marked with the following legend:

“The information specifically identified on pages of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract.”

(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:

“This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal.”

(d) Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.

(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.

(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government.

However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the

Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.

WBR 1452.215-80 SOURCE SELECTION EVALUATION PROCEDURES MAR 2021

- BUREAU OF RECLAMATION

The Government intends to evaluate proposals submitted under this solicitation and select a source for contract award without discussions (unless the contracting officer later determines discussions to be necessary) in accordance with the following provision: FAR 52.215-1

Instructions to Offerors -- Competitive Acquisition (Jan 2017). Source selection shall be in accordance with procedures contained in FAR Part 15, Department of the Interior Acquisition

Regulation (DIAR) Part 1415 (48 CFR 1415) and Bureau of Reclamation Acquisition Regulation

WBR Part 1415. These procedures are summarized as follows:

(a) Technical evaluation. A Technical Proposal Evaluation Committee has been established to objectively evaluate technical proposals in accordance with the Evaluation Factors for Award -

- Bureau of Reclamation provision of this solicitation. Technical proposals shall be submitted in accordance with the Proposal Instructions -- Bureau of Reclamation provision of this solicitation.

(b) Past performance evaluation. In addition to any other past performance information required under the solicitation, the contracting officer shall use past performance information available from the Contractor Performance Assessment Reporting System (CPARS) in the source selection process on offerors competing for awards in excess of the simplified acquisition threshold, unless the contracting officer has documented an exception from past performance consideration in accordance with FAR 15.304(c)(2)(iv).

(c) Cost or price evaluation. An objective cost or price evaluation of contract pricing proposals will be made in accordance with the Evaluation Factors for Award provision of this solicitation.

Pricing proposals shall be submitted in accordance with the Proposal Instructions -- Bureau of

Reclamation provision of this solicitation. A cost or price analysis will be performed to determine price reasonableness and any instances of unbalanced pricing, using one or more of the techniques at FAR 15.404-1.
