About this file
This is a Questions and Answers document for federal contract opportunity 140R1026R0001, Leavenworth National Fish Hatchery SWISP II, issued by the U.S. Fish and Wildlife Service. The document addresses 34 offeror questions regarding technical specifications, project execution, and contracting requirements for a water infrastructure project at the Leavenworth National Fish Hatchery.
The project involves installation of a 42-inch diameter HDPE pipeline approximately 1,768 feet long, construction of a new control/check vault, and a temporary bypass pumping system to maintain 20 cubic feet per second flow during an April 17-May 13 low-flow cutover period. Key technical clarifications include: PLC/control systems must follow Specifications Section 25-12-10 or equivalent with government approval; restrained couplings must comply with Section 35-21-95; hydrostatic testing pressure is approximately 21 psi (not 515 psi); the manifold alignment may be modified to avoid conflicts with existing structures, subject to government approval; and fish screens must be designed for water depths up to 20 feet with 5-foot pressure differential capacity. The Period of Performance runs 701 calendar days from Notice to Proceed (NTP expected October 14, 2026), with contract completion by August 31, 2028. Work is constrained to Monday-Friday, 7:00 a.m.-5:00 p.m., with outside-hours work requiring 72-hour advance approval from the Contracting Officer's Representative. Flush and test water sources must comply with environmental restrictions prohibiting use of Icicle Creek. Proposals must be submitted in both hard copy and CD-ROM electronic format. The document does not specify pricing terms, set-asides, or contract vehicle types.

# Offeror Question Government Answer
The specs state. “PLC: Model Allen-Bradley CompactLogix 5370, 1769-L24ER-QBFC1B, manufactured by Rockwell Automation, 1201 South Second Street, Milwaukee, WI 53204; or equal, having the following essential characteristics:” Would you mind checking with the engineering or control team, if they would be open to Siemens PLC’s and controls in this case
If the KTR can provide Siemens product specifications of the PLC and control model that indicate it follows Specifications Section 25-12-10 Part 2.01D, then the other products could be approved as a material substitution.
Restraint Coupling: The one is below. On 60367, they call for a welded rod and coupling body like a restrained ductile fitting. This is welded steel. We are trying to source a supplier. Where did this detail come from? Do you have a manufacturer? To do what is Shown, the coupling would have to be in two parts to clamshell around the connection, as the restraint ring has to be welded first. Typically, we see a Romac style Coupling . If it has to be restrained, we are looking if we can get the Romac Restraint style below or a harness restraint.
Refer to Specifications Section 35-21-95 Part 2.01H.b for Restrained Coupling product information.
Layout of the manifold. We overlayed the building that is to be saved over the top to understand the connection. The existing buildings are likely larger than what we show on the drawing, but it shows the issue. The steel manifold will go under the Bypass Drain Vault/Building. To connect to the Existing 30” valve, we will have to dig under the building to connect to the valve with the manifold. We will be over 12’ deep under the building, and we would have to have more than ½ of the vault/building undermined to access the bolts to the valve that the header connects to. We don’t think we could maneuver the heavy manifold under the building even if we didn’t have braces to hold up the building which would conflict with the manifold. Using the same layout on both views, we copied it to the second drawing, but they don’t line up.
They will have to be surveyed to be more accurate, but the connection is under the Bypass Drain
Vault/Building. This may because the one drawing doesn’t take in account of the added spool between the valve, which will push the wye too far for the connection to the 30”. It looks like there will be an issue to come straight out of the new vault to have the water-tight connection and be able to make the wye connection to the 30” tie-in location. Can the alignment be modified to connect to the CCP outside of the Bypass Drain Vault/Building so the manifold is not under the structure and tie-in outside of the structure?
We don’t know if there is a realistic way to save the Bypass Drain Vault/Building even with exhaustive efforts. The new vault location appears To be too close to the wye to make the connection. The connection may need to be to the right of the existing flange.
Field verification of the dimensions in the drawings allows flexibility to accommodate site conditions. The KTR can propose an alignment modification that would address the discovered conflicts based on their overlayed drawings. The alternative proposed by the KTR must not disturb the Bypass drain valve vault as indicated by drawing 222 D-60360.
Contract completion date: Please confirm the controlling completion date. The solicitation lists a period of performance ending August 31, 2028, while SF 1442 Item 11 and H.4 require completion within 701 calendar days after NTP. Using the proposal assumptions, 701 days after the October 14, 2026 NTP is
September 14, 2028.
The Period of Performance (PoP) in Block 10. 09/30/2026 to 08/31/2028 will be adjusted upon award and Notice to Proceed (NTP). A limitation in the Government contract writing system exists resulting in the Block 10. PoP inaccuracy. Interested offerors should utilize the PoP in Block 11. of the SF-1442 as well as the PoP in Section H.4. Commencement, Prosecution, and Completion of Work (Apr 1984) which is 701 calendar days after NTP.
Bypass installation and seven-day demonstration: Section 31 03 10 requires demonstration of the temporary pumping system at least seven days before full reliance. Section 01 14 12 appears to permit bypass equipment in the spillway pool only during the low-flow period. May the pump screens and temporary system be installed and demonstrated before April 17? If not, please confirm that the CCP remains in service during the first seven days of the low-flow window.
CCP service during the low-flow window is subject to change based on the natural Icicle Creek flow.
Cutover work hours and continuous monitoring: During the April 17-May 13 low-flow cutover period, will the Contractor be permitted to perform cutover, tie-in, vault, testing, and commissioning work beyond the stated Monday-Friday, 7:00 a.m.-5:00 p.m. work hours, including nights and weekends? Please identify any limits on extended shifts and confirm whether the Government will provide the authorized representative or inspection coverage required for approved outside-hours work. Please also clarify whether remote monitoring satisfies after-hours coverage during continuous bypass operation.
Per Specifications Section 01-14-12 Part1.04 A.1.a, Work outside of these hours may be approved by the COR 72 hours in advance. There is no set means or methods for monitoring flow, the contractor shall submit their Plan for Temporary Pumping per
Specifications Section 31-03-10 Part.1.03 B.
HDPE hydrostatic test pressure: Section 33 11 18 states that the pipeline is to be tested at a hydrostatic pressure equal to 1,190 feet of head, approximately 515 psi. Please confirm or correct the required test pressure for the 42-inch DR 41 HDPE system.
1,190 feet indicates the pressure elevation required for this testing, not the testing pressure. At elevation 1,190, this would require a testing pressure in the pipeline of approximately 21 psi.
Approval before procurement or fabrication: Please confirm whether submittal-register language requiring items to be “submitted and approved 90 days before” procurement or fabrication establishes a 90-calendar-day waiting period after approval. May the Contractor reserve production slots, purchase raw materials, or proceed at risk before final approval?
The KTR will proceed at their own risk should they deviate from Table 01 33 00A - List of Submittals.
Tie-in exposure and field verification: May the Contractor expose and survey the existing CCP tie-in points, flanges, and existing control-valve-vault connections before the low-flow period while maintaining the CCP in service? Please identify any restrictions on leaving verification excavations open or temporarily restored.
The KTR must conform with (but is not limited to) Specifications Sections 01-35-20 - Safety and Health, 31-23-11 - Earthwork for Pipe and Structures, and 01-14-12 Work Restrictions. Care must be taken to conform to the requirements for a "live" pipe per
RSHS requirements excavated for observation. There is no strict provision prohibiting it, but care for safety and a Plan to do so must be submitted and approved first.
Temporary pumping limits: Please confirm that temporary pumping is allowed only during April 17-May 13 and that all temporary pumping features must be removed by May 13 even if the permanent system has not yet been accepted.
Temporary pumping is only allowed during low-flow period and all temporary pumping features must be removed by the end of the low-flow period per
Specifications Section 01-14-12 Part1.04.F.
Flush and test water: Please identify approved sources and disposal locations for flushing and hydrostatic-testing water. The 42-inch by 1,768-foot pipeline holds approximately 115,000 gallons, and up to three flush volumes may be approximately 345,000 gallons. Please confirm whether Government water or approved onsite containment/disposal is available.
Water used for flushing shall not be provided from Icicle Creek, nor shall it be returned to Icicle Creek, discharged on project lands, or released into the
Leavenworth National Fish Hatchery per Specifications Section 33-11-18 Part.
3.11.B. Dispose of flush water in accordance with Section 01 57 30 – Water Pollution
Control.
See Specifications Section 01 51 00 - Temporary Utilities, Part 1.04 for temporary construction water sources.

The proposed bypass pump screen to be installed by the Contractor is shown to be located the spillway pool on drawing 222-D-60347. The bypass pumping system is required to provide continuous 20 cfs during the “Low Flow Period” from April 17th to . Historical data indicates Icicle Creek flows within the “Low Flow Period” are variable and flow discharge in the project location can be in the thousands of cfs. Should creek flows increase and the spillway become active, flows down the spillway, across the concrete apron and dentates create chaotic and unknown hydraulic conditions inside the spillway pool. The forces imposed on the pump screen system during this period could make management of a 20 CFS submersible bypass pump system in the spillway pool unmanageable.
Question: Would it be acceptable to construct a level pad on the existing slope near the spillway pool to allow installation of the temporary bypass pumping system on the shoreline with the suction and fish screen portions of the pump system placed in the spillway pool? If not, please provide anticipated hydraulic forces and conditions the Contractor is expected to utilize as parameters for design of the submersible bypass pumping system and pump screen installed in the spillway pool.
Constructing a level pad on the existing slope near the spillway pool is NOT ACCEPTABLE. Refer to drawing 222-D-60347 for temporary bypass pumping locations. No hydraulic information has been provided and the KTR can consult online sources.
Drawing 222-D-60351shows the Existing CCP to New HDPE Pipe Connection to be completed by torquing actuating screws onto the CCP pipe as a means of securing the restraint ring to the CCP pipe.
Question: In order for the Contractor to accurately price a fitting that will provide an acceptable sealed connection, please confirm installing the CCP to HDPE connection coupling using actuating screws as shown on the drawing will not damage the outer concrete lining of the existing CCP pipeline.
This would be a custom designed fitting per Specifications Section 33 11 18 Part.1.01.A.1.b and Note 2 on drawing 222-D-60351. The Government will review the submitted custom design Per Specifications Section 33 11 18 Part.3.03.D.2.
Optional components(e.g., actuating screw, seal gasket, etc.) shall be as determined by the contractor.
29 What is the depth of the water where we will be placing the fish screen and suction for the bypass?
Fish screens shall be designed for installation at a water depth up to 20 feet and to withstand a pressure differential of 5 feet of head across the screen without exceeding allowable stresses or undergoing excessive deformation per Specifications Section 31-03-10 Part
2.01.C.1.a.2.
In Division 33 11 18-4, 1.05, A it states “Contractor shall have successfully installed at least 2 projects of similar pipe size (within 12 inches) and scope within 3 years of this contract award date”. Would the experience of a subcontractor performing this work be acceptable or will the prime contractor need to carry this experience?
Yes, subcontractor experience for this work is acceptable.
