About this file

This is a Performance Work Statement (PWS) for a vacuum-type street sweeper rental required by the Bureau of Reclamation, Grand Coulee Power Office in Grand Coulee, Washington. The Bureau seeks to rent a 4-wheel vacuum street sweeper for a 2-month base period of performance from January 1, 2027 to December 31, 2027, with up to four optional 2-month renewal periods extending through 2031. The estimated actual usage periods are approximately February through mid-April each year. The sweeper must feature dual side brushes with dual operator controls for viewing either curb, a minimum swept path width of 10 feet, a maximum travel speed of at least 50 mph, a hopper capacity of at least 8 cubic yards, and a 12-inch diameter vacuum hose with 16 feet of 8-inch diameter extensions for catch basin cleaning. The equipment must be less than 5 years old with fewer than 5,000 operating hours and in good working condition. As an alternative, mechanical sweepers with vacuum capability are acceptable if they meet reduced specifications including an 8-foot swept path width and 4.5 cubic yard hopper capacity, provided they are not more than 10 years old.

The contractor must deliver a serviced, ready-to-operate sweeper to the Grand Coulee Project site and is responsible for all scheduled maintenance, repair parts, and repairs unless damage results from operator negligence or misuse. The monthly rental rate includes delivery and pickup charges, with the rental period commencing the first business day after vehicle delivery. The contractor must respond to inoperability notices within 48 hours and initiate repairs, with the contract period extended by days equal to equipment downtime. The Government is responsible for fueling the sweeper before return and Government-trained personnel will operate the equipment. The Bureau of Reclamation will not be charged rental fees during equipment downtime periods unless Government personnel are at fault.
