Questions & Answers: 140R1021R0006-0001 (6-16-2021) Conconully Dam CAS Phase II Seismic Modifications Foundation Improvement Test Section Okanogan Project, Washington

Question #1: Oh my goodness! What’s the deal with all those enormously huge and unsightly 8’ x 2’ rebar reinforced concrete sections? Section 31 23 11 “Earthwork” 1.04 “Project Conditions” Paragraph B advises “…Materials removed as part of 1960’s dam modifications were wasted downstream of the dam. The waste beam materials are likely to consist of gravel, sand, and silt with some boulders and cobbles.” Is it safe to assume part of the waste materials include concrete and rebar? If so, how much will awardee likely contend with?

Government Response: Section 31 23 11 “Earthwork” 1.04 “Project Conditions” Paragraph B. has been updated better clarifying anticipated site conditions to include reinforced concrete.

Question #2: Please confirm the source/location of water available to the contractor for the DSM test program?

Government Response: Section 01 51 00 states “ water from Conconully Reservoir will be available for construction purposes” The water upstream of the dam is available for all of the contract purposes. Reclamation expects that water will be sourced from the reservoir near the work.

Question #3: Are improvements to the access to be removed and restored after completion of the DSM test program?

Government Response: We do not anticipate any removal or restoration….Section 32 92 20 has been updated to better clarify any restoration required.

Question #4: If necessary improvements to the ramp are not possible is the upper “contractor use area” be enlarged to allow setup of the batch plant?

Government Response: Reclamation does not designate where setup of batch plant or other structures are to be placed. Reclamation will make additional contractor use area or work area available as requested but excluded environmentally sensitive area such as the wetlands show on the drawings.

Question #5: Is a two-week extension of the bid date possible?

Government Response: The Government is amendable to extend the Request for Proposal (RFP) literature on/before the closing date to July 8th. This is not a bid date but is the date proposals are due.

Question #6: Is the geotechnical data from the drilling crew observed onsite during the pre-bid walk going to be made available to the bidders prior to the bid date?

Government Response: Geotechnical data is for reclamation verification only and will not be finalized until after the completion of the contract. Please reference section 53 10 00 for existing geologic data.

Question #7: Is the intent of the contracting agency to negotiate the future DSM scope of work with the contractor awarded the test section?

Government Response: Reclamation does not know what future work there will be at Conconully dam whether in the form of DSM or other. Please watch Fed biz opps for future opportunities.

Question #8: XXXX is interested in submitting a proposal for the Conconully Dam SOL. NO. 140R1021R0006. Per the advertisement, prospective bidders are required to deliver proposals on 06-25-21. As this is a Best Value proposal with multiple volumes, XXXX proposal team is asking for a two-week extension of the bid date. This extra two weeks will allow time to solicit questionnaire responses from previous clients, and provide time to prepare a more comprehensive proposal.

Government Response: The Government is amendable to extend the Request for Proposal (RFP) literature on/before the closing date to July 8th. This is not a bid date but is the date offers are due. Reclamation encourages the most comprehensive proposal should be submitted as possible in the time listed above.

Question #9: In addition to a two week extension, XXXX asks to submit an electronic copy of its proposal on the due date. The XXXX team understands the need for hard copies, and proposes to send hardcopies via “next day” shipping. These hard copies will be postmarked on or before the proposal due date. Allowing contractor’s an electronic submittal on the due date will provide all contractor’s the same duration to prepare proposals without preference for contractors closer to the submittal location, while also providing the Bureau of Reclamation with hardcopies for review and evaluation.

Government Response: Reclamation will amend the solicitation paper work to state:….Electronic copies of the proposal shall be submitted on July 8th and hard copies shall be post marked same day.

Question #10: Are there any permits required?

Government Response: Yes. Please refer to Section 01 57 20 Environmental Controls and Section 01 57 30 Water Pollution Control. Also Refer to FAR 52.236-7, “Permits and Responsibilities,”. Any permits obtained by USBR are exceptions to FAR 52.236-7.

Question #11: During Construction, will the site be closed off from the public?

Government Response: The site is always closed off from the public below the gates towards the dam. Before the gates on the way to the dam the site is not closed off to the public and the contractors will have to prepare accordingly.

Question #12: Does the Bureau of Reclamation have an anticipated Award/Notice to Proceed date?

Government Response: As stated in section L-12 “For use in preparing the proposed schedule offerors shall assume an award date of August 8th, 2021, and a Notice to Proceed date of August 29, 2021. These estimated dates are only for purposes of submitting a draft schedule(s) and Government analysis of that schedule(s) and are subject to change.” Given this current amendment one, action resulting in a proposal due date extension, anticipated parties should anticipate an award and NTP date of no latter September 30th.

Question #13: Does the Bureau of Reclamation have a source of potable water? If water is available, what is the location, flow rate, and cost (if applicable) of the water source? If not, may XXXX draw water from the Conconully reservoir?

Government Response: No potable water is available show ever….. Section 01 51 00 states “ water from Conconully Reservoir will be available for construction purposes” The water upstream of the dam is available for all of the contract purposes. Reclamation expects that water will be sourced from the reservoir near the work. Section 01 51 00 has been updated to better clarify these points.

Question #14: Are permanent materials tax exempt

Government Response: BOR does not anticipate tax exemption on permanent materials

Question #15: When/where is the official bid opening?

Government Response: FAR Part 15 – Contracting by Negotiations will be used for this effort. As such, a formal bid opening will not take place. Interested parties are advised to provide all applicable Request for Proposal (RFP) literature on/before the revised closing date of Thursday, July 8th, 2021 at 2:00 PM MT (Mountain Time) Address RFP’s to the Columbia-Pacific Northwest (CPN) office located at 1150 N. Curtis Road, Boise Idaho 83706. Electronic copies of the proposal shall be submitted on July 8th at 2:00 PM MT (Mountain Time) and hard copies shall be post marked same day.
