Additional area in the upper contractor use area can be approved by the CO for stockpile use if requested by the contractor. Additional areas disturbed in the upper contractor use area will be subject to the requirements in Sections 31 14 10 – Stripping and 32 92 20 – Seeding.

Question #4: Please provide the requirements for the weed wash station and where is it located?

Government Response: The weed wash station shall be in accordance with the U.S. Forest Service “Vehicle Cleaning Technology for Controlling the Spread of Noxious Weeds and Invasive Species” Manual 0551 1203 (available at https://www.fs.fed.us/eng/pubs/pdf/05511203.pdf). For convenience, key aspects of this manual are include below.

Use recommended wash pressures and flow rates from this manual. Washwater containment is not necessary with the exception of a geotextile mat. Use a geotextile with a maximum 100-micron opening size to capture weed seeds and hydrocarbons. The weed wash should be performed prior to equipment leaving and entering the Work Area. Locate the weed wash station on the access road, 100 feet prior to the slope up and out of the work area (the dam toe access road) or as approved by the CO. Washwater can be discharged to percolate through the geotextile into the ground. The washwater shall be in accordance with the stormwater discharge permit for the site (do not allow washwater to runoff into the adjacent channels or wetland areas). Materials collected by the weed wash station will be disposed of properly, off site.

Question #5: There is debris in the excavation and stockpile area wood and concrete. Can this be pushed to the side and left there?

Government Response: The wood and concrete debris in the excavation and work area shall be stockpiled with any concrete boulders from the excavation. This material is left in place at the stockpile location at the end of the project. See Section 31 23 11

Question #6: The access road will require some tree removals and branch trimming to get the equipment by. Can trees be removed and/or trimmed and the trimming left there?

Government Response: Trimming and/or tree removal needed at the access road shall be as described in Section 31 11 00 – Clearing, Part 3.01, A; clear vegetation from rights-of-way required for access to the work. This cleared material shall be stockpiled in the Contractor Use Area with other cleared materials as described in Section 31 11 00 – Clearing, Part 3.03, A; stockpile cleared vegetation in the Contractor use area. Upon project completion, flatten cleared vegetation to blend with surrounding terrain. Place waste material on site as directed by CO.

Question #7: The green gates posts on the access road will have to be removed temporarily to get equipment through. Is that ok and will be replaced when the work is completed?

Government Response: Yes. The green gate posts on the access road at the dam crest can be temporarily removed for the duration of the construction and then replaced at the original locations at the end of the project.

Question #8: For access to the work area, the existing ramp from the crest of the dam may need to be widened. Are there any wetland encroachment limitations at the base if the ramp is widened?

Government Response:

Please see Section 31 32 05 Paragraph 3.02.A.1.b. Specific exceptions to this will be approved by the CO.

See image below. Contractors are allowed to access water from the Reservoir at other locations if desired. Contractors are not allowed to obtain water from the channels downstream of the dam. Water obtained from Conconully Reservoir should be pumped using a standard fish/debris screen. NMFS approved screen on the pump and spill protection for the pump is required.
