140P8622R0017 Replace Water Mooring Components for Historic Steam Paddle-Wheel Tug for Eppleton Hall including all chains and anchors
Solicitation Questions and Answers 2
Q.1 Page 39 of 42 asks for a State of California's Contractor license. Is having a State of California Contractor license required for this federal project? If so, is the requirement to having the state license restrictive to bidding the project, or is obtaining a state license a condition of executing the contract after award?
A.1Having the state license is required for both bid and execution.
Q.2 The 100-yr wind speed duration provided in the calculations is a 3-sec gust, rather than a 30-gust typically used for mooring system design. Is the 3-sec duration what the NPS prefers?
A.2 Current calculations based from Ports & Harbor Manual; which does not utilize same method of calculation as ASCE 7-16. Contractor submittals should choose their method of calculation and specify what reference it is based on for the A/E to review.
Q.3 The design provided requires a vertically installed helical anchor. Specification Section 3.02(C)1 required the anchor to be installed within 1% of vertical. Detail E/C4 shows that a lateral load will be applied to the anchor based on the alignment of the mooring lines. The anchor specified does not have sufficient lateral capacity for the installation shown. Do Specification Sections 3.02(B)5 and 6 allow for use of a more appropriate anchor with lateral load capacity or an inclined anchor?
A.3 Assuming the question is referring to Specification Section Marine Specialties 35 59 00-6, sub-section 3.02(C).1, installation tolerances are measured at time of installation, prior to being put into service. It should be noted that there are two helical piles per each anchoring system, calculations are based as such. Submit any concerns for designed capacity during the submittal process, again referencing the design standard the contractor is applying for their calculations.
Q.4 In lieu of the helical anchor, would the NPS consider mushroom anchors like those currently in use?
A.4 No.
Q.5 Per the specifications, the materials are required to have a 30-year warranty period. The Seaflex products carry a 20-year warranty. Will the NPS reduce the warranty period?
A.5 If there are no 30 year warranty Seaflex materials, then yes. This can be handled in the submittals process of the project. Offeror should note concern in Proposal.
Q.6 Can the NPS provide the line capacity of the mooring fittings on the vessel?
A.6 The mooring connections are to historic features of the ship or to a contemporarily installed samson post. The samson post is a 6” steel pipe welded at the deck and floor frame. The historic bollards are through bolted with four (4) 5/8” galvanized bolts through the douglas fir decking and steel margin plates. Bid is for the system, no improvements or work on the mooring fittings is included. If the contractor feels that it is necessary to the work should become part of the submittals process. If the contractor wants clarification as to the limits of work from NPS, that can be requested during the course of work.
Q.7 Our bonding agency brought up a detail listed in 35 59 00-3 concerning 1.09 Warranty. A typical construction warranty is 1 year. Some materials may be designed for 30 years. Can you clarify what the intent is of listing a 30 year warranty period?
A.7 We are looking for the manufacturer’s warranty to be 30 years and the construction contractor’s warranty for the standard 1 year.
