140P8622R0017 Replace Water Mooring Components for Historic Steam Paddle-Wheel Tug for Eppleton Hall including all chains and anchors Solicitation Questions and Answers A&A 3 Q.1 After conversations with Seaflex, we have some questions related to 58” spherical mooring buoys that are called out in the General Notes & Specifications.
Q.2 On Drawing C3, Detail D; it appears there are “bold & shaded circles” drawn in on the elevation views. These circles seem to indicate a buoy in-line with the Seaflex mooring ropes. Seaflex says this is not desirable and they don’t recommend having a buoy in-line with the mooring ropes.
Q.3 If we have mis-understood the intention of the 58” spherical mooring buoys, please clarify their locations, the quantity of buoys and the method of anchorage to the seafloor.We understand Seaflex has developed a design with calculations for the mooring system specified. May we get a copy of those calculations?
A.1, A.2 and A.3 The 58” spherical buoy was removed from the elastic energy absorbing mooring system design. It’s removal from the plans and specifications was an oversight. The buoy is retained only for the salvaged and relocated existing mooring.
Yes, the calculations will be provided.
Q.4 May we get a copy of the project data sheet DCG developed to assist Seaflex with their design?
A.4 Yes Q.5 From Amendment #0002, A.6….We understand no work will be done to the existing vessel mooring fittings. The DCG structural calculations provided assume the four vessel fittings have sufficient capacity to support the line loads for the Seaflex mooring arrangement specified. Their calculations imply that the adequacy of the mooring fittings were checked and found to be adequate for the mooring arrangement. May we get a copy of DCG’s calculations for the fittings or the capacity assumed in the Seaflex design? Or does the scope also include an investigation to determine the capacity of these fixtures?
A.5 Yes to DCG calculations. No to investigating the capacity of the vessel’s mooring cleats and bollards. This can be handled in the submittals process of the project if there remain concerns from the contractor.
