The gear drive and seal were recently replaced and will be reused. Fabrication is expected to take 12 weeks with 2 weeks for installation. All parts must be delivered to the NPS warehouse in El Portal prior to service. Quotes are due February 24, 2025 at 12:00 PM PT, with questions due by February 14, 2025. The government will award a single firm-fixed-price contract based on price, technical approach, and past performance. Vehicle length restrictions apply: 45-foot limit on Highway 140 and 60-foot limit on Highways 120/41.

El Portal Utilities Wastewater Treatment Plant Secondary Clarifier Field service Yosemite National Park

Objective:

El Portal Wastewater Treatment (EPWWTP) located just west of Yosemite National Park on Hwy. 140 is in need of a field service to replace framework mechanism and appurtenances in the secondary clarifier that hold the newly replaced gear drive box and seals.

Background:

The EPWWTP treats all wastewater from Yosemite Valley and El Portal, up to 1 million gallons per day. High flows are between May thru October, flows are at their lowest between January and February. This treatment facility was built in 1970’s, manufacturer(s) and replacement parts are hard to source out.

The secondary clarifier is responsible for aerating the liquid to collect RAS (wastewater sediment/sludge) from the bottom of the tank to return through aerator. The drive box and seal that do this have been replaced on a recent contract. Upon the repair, it was noticed and identified that the steel framework and outriggers mechanism that holds the equipment is bent and out of alignment with the drive box. The two arms are attached to this framework and unable to repair in place. This needs to be replaced so the drive box and seals remain in functioning working condition.

Framework and outrigger mechanisms, are no longer aligned with newly properly installed gear drive due to 50 years of aging. Steel has become brittle and has degraded to the point of complete failure.

Without full replacement of the inoperable secondary clarifier, it is imminent that a wastewater spill may occur, putting the plant and National Park Service in violation of State of California Permit, CA0081759.

Scope:

It is anticipated the Secondary Clarifier will be “offline”, there will be no need for a coordination of a plant shutdown to complete the work.

Remove gear drive box and seal Remove Catwalk/platform for access Install any temporary supports necessary to maintain integrity Disconnect and remove appurtenances; drive unit and seal, catwalk/platform for easy access, cage, feedwell, etc.

Disconnect and remove all unrepairable framework; existing rake arms/support trusses, RAS box to have clear access for preparation in tank. (All materials for removal will be disposed of by NPS. This is not the responsibility of the contractor)

Replace with new clarifier framework mechanism (cage, rake arm supports, RAS box) that supports the gear drive and install new mechanism to ensure secondary clarifier is in functioning and working order. Gear drive and seal were just replaced and will be reused in this contract.

Existing equipment to reuse:

Suction headers, catwalk/platform

Full Measurements of Replacement Mechanism:

50ft x 15ft (with 36in. freeboard)

Breakdown of Components of the Mechanism:

Cage Dimensions (encourage bidders to do final measurements) 5ft x 5ft x 13ft 4in.

Steel shall be a minimum of 1/4"in. mild steel; angle and/or channel iron shall be a minimum of 3/8”

RAS Box Dimensions (Return Activated Sludge) 8ft x 6ft x 3ft Steel shall be a minimum of 1/4"in. mild steel; angle and/or channel iron shall be a minimum of 3/8”

Install and/or Retrofit existing feedwell onto the new drive cage

Delivery:

It is anticipated the fabrication of the steel framework may take up to 12 weeks. Removal and installation of the new framework mechanism shall be completed within 2 weeks of completed fabrication.

Any and all parts shall be shipped to the NPS warehouse located at 5083 Foresta Road, Bldg. 759. El Portal, CA. 95318 (Attention Sean Bittle), prior to the service to ensure all materials are on hand.

The warehouse has operating hours between 08:00am and 4:00pm, Monday through Friday, with the exception of Holidays.

***Note: Highway 140 to El Portal Wastewater Treatment Plant has a total vehicle length of 45 feet. Highways 120 and 41 have total vehicle length of 60 feet.***
