About this file

This is Amendment No. 04 to a solicitation (140P8426Q0076) issued by the National Park Service for water tank cleaning and inspection services at Crater Lake National Park. The amendment provides clarification regarding sediment removal procedures, specifically addressing concerns about the Garfield tank site located on a trail. The Park Service clarifies that sediment can be collected in bags and hauled out via motorized toter over the 0.7-mile distance to the parking area, and water discharge is permitted using extended hoses to prevent erosion. The Park Service also confirms that tank bladders were recently replaced and minimal sediment is anticipated. Tanks are cleaned on a three to five-year schedule.

The solicitation remains active with quotes due by 4:00 PM PDT on September 17, 2026, submitted via email to Phaedra_Fuller@ios.doi.gov. The period of performance runs from September 28, 2026, through July 31, 2027. The purchase order is exempt from state sales tax as it is for the federal government. Offerors must acknowledge receipt of this amendment prior to the submission deadline by completing the amendment form and returning it, acknowledging receipt on offer copies, or providing separate written or electronic communication referencing the solicitation and amendment numbers.

This is an amendment to a previously synopsized requirement for the National Park Service, Crater Lake National Park to clean and inspect water tanks.

The purpose of this Amendment no. 04 is to provide all interested parties additional clarification about tank sediment as follows:

The question was raised about how to remove sediment at the Garfield tank site due to it being located on a trail, how big sediment bags are, and there was concern it wouldn't be feasible to haul out sediment via motorized toters. This year Crater Lake National Park had the bladders replaced in all the tanks and does not anticipate much sediment being discharged.

For the Garfield tank site a bag can be used to collect any discharge which it is feasible to haul it out bagged using a motorized toter the

.7 miles between the tank and the parking area.

Also, water can be discharged at the Garfield tank site, just be sure to use a longer hose to discharge the water well away from the trail so that discharged water does not cause any erosion around the tank or on trail's cliffside. The question was also asked about the frequency of cleaning, and the park has the tanks cleaned on a schedule of every three to five years.

Solicitation response date has not changed.

Quotes are due by 4pm PDT on September 17, 2026, emailed to Phaedra_Fuller@ios.doi.gov.

This solicitation and resulting purchase order is for the federal government and is thus exempt from state sales tax (#140001849).
