SOLICITATION NO. 140P8420R0003
REHABILITATE THE PEAKS VEIW PARKING AREA, PINNACLES NATIONAL PARK,
SAN BENITO COUNTY, CALIFORNIA
SITE VISIT – MAY 26, 2020
SITE VISIT SUMMARY SUMMARY:
A site visit was conducted on Monday, May 26, 2020 at 9:00 a.m. Participants met at project site, Peaks View Parking Area, within Pinnacles National Park.
QUESTIONS AND ANSWERS RECEIVED TO DATE:
Q1: I was looking at the specs and plans for the building. I have included some notes on page 13 of the plans. If you want the contractor to still add the porch, I would suggest leaving the roof and have the GC add their system over our roof. I have attached 2 pics of the Dbl Cas with full lap. I have also included a building where the GC put their metal roof over our roof. I also noted that we have a porch system that can be added to the building. I have attached some pictures from Mt Charleston, NV. Those building are Double Rocky Mtns, yours would be the Double Cas. Where they have the stone, we could add the lap.
A1: The drawings on page 13 are meant to provide the desired final appearance of the building and there may be multiple ways to achieve this look. Since we do not specify which vault toilet manufacturer a Contractor is to work with, we must leave it to prospective bidders to find an optimum method of achieving the end result with their chosen pre-cast concrete manufacturer.
Q2: Would it be accepted to use the CXT porch system that would be integrated into the building itself?
A2: Again, all parties are encouraged to refer to drawings on page 13 which are meant to provide the desired final appearance of the building. While your suggested method may work, interested parties should keep in mind that there may be multiple ways to achieve the desired look. We hope you can find an interested contractor to work with.
Q3: After reviewing the documents, I noticed the Contract Bid Schedule and Drawings have a discrepancy regarding the vault bathroom. The Bid Schedule states ‘Vault Toilet- Standard Precast w/No porch’, but the drawings Sheet A2.1 (13 of 14) shows a vault toilet with porch. Please confirm the bid is to provide precast vault with no porch.
A3: The bid items as stated in section 01 27 00 are correct (but see Q4/A4 below which provides revised Contract Bid Schedule and revised Section 01 27 00 in regards to option line item CLINS). CLIN 4 is a prefabricated toilet unit as described in 13 34 00 - 2.1.B as a standard prefabricated unit with no additional site built elements. The CLIN 5 is a vault toilet unit with fabrication modifications and/or site built elements to achieve the building appearance and form as described in 13 34 00 - 2.1 A and as shown on drawing sheets A2.1 and A2.2.
Q4: The Bid Additive CLIN 5 added to the Base Bid (CLIN Items 1-4) will essentially be pricing for two full bathroom facilities, one Precast with no porch per CLIN item 4, and one with a porch per drawings CLIN 5. Basically, Total Base Price already includes pricing for a Precast Vault Toilet, and Additive 1 adds another toilet. Is this how you want it priced?
A4: We have revised the Contract Bid Schedule to be more clear, so each toilet type is presented as a separate option line item, and the Government may select one or the other at the time of award. Offerors shall provide pricing for two complete toilet buildings under distinct option items - one for the standard building and one price for the entirety of the custom building. The Government may award CLIN 4 or CLIN 5, not both. As such, Specification Section 01 27 00 (Definition of Contract Line Items) has been revised to mirror this change. See attached documents:

Q5: What is the engineer’s estimated cost for this project?
A5: We can't reveal the Independent Government Estimate, but per the general price ranges established in FAR 36.204, the estimated project price is between $250,000 and $500,000.
Q6: Per plan sheet C.3.0 Site Plan, there is a note to Install 102 lf of steel edging along the drive aisle between the two parking lots. Is there a detail for the steel edging?
A6: Regarding the 102 l.f. of steel edging shown on sheet C3.0, the steel edging should be deleted.
Q7: Please provide Asphalt Concrete Mix Design Spec. HMA? WMA?
A7: Use Caltrans Standard specification for Type A HMA asphalt, as found in Caltrans specifications section 39-2.02B(2).
Q8: Please provide direction for reinforcing in sidewalks and ADA stall concrete. Fiber Mesh? Rebar? Welded Wire Mesh?
A8: For sidewalk reinforcing, see Specification section 32 13 20, 2.1 A.4. For accessible parking stall, provide #4 rebar 24" o.c.e.w.
Q9: Will government provide construction water use from hydrant on site at no cost?
A9: Construction water is available on site at no cost to the Contractor. See Specifications 01 50 00 - 3.2 C.
Q10: To determine vault capacity, how often will the NPS be cleaning the vaults? Is there a minimum vault size required for this job?
A10: Minimum vault capacity is specified as 1,000 gallons, Specification 13 34 00 - 2.1.C.6
Q11: Please confirm there will be a local area to dispose of any excess spoils from grading and excavating.
A11: Any suitable soil or gravel cut from the site can be hauled to the park maintenance yard 1 mile away for use as fill on road obliteration projects. All other debris and construction waste should be hauled out of the park and disposed of legally, per the specifications.
Q12: Does the salvaged gate and posts get reinstalled or is the NPS taking possession?
A12: Salvaged gate will be turned over to NPS and moved to NPS Maintenance Facility 1 mile down the road.
Q13:What is the site work window?
A13: The site work window is year-round but there are conditions for operations and material storage listed in specifications section 01 35 50.
Q14: Will the bid date be extended?
A14: Yes, Amendment 0002 extends the proposal due date to Friday, June 12, 2020 by 3:00 p.m. Pacific Time.
