SOLICITATION NO. 140P8420Q0039
PAINT HOME RANCH RESIDENCES
POINT REYES NATIONAL SEASHORE
MARIN COUNTY, CALIFORNIA
QUESTIONS AND ANSWERS RECEIVED TO DATE:
Q1: Is there an engineer’s estimate for the painting project of the historic home ranches?
A1: While we can't reveal our independent government estimate, we can offer that per the general price ranges established in FAR 36.204, the estimated project price is between $25,000 and $100,000.
Q2: Does this project require a bid bond?
A2: A bid bond is not required with your solicitation package.
Q3: Does a C-33 license qualify for this bid or other trades?
A3: The quoter shall provide a copy of their current California Contractor State License classification C-33 (Painting and Decorating Contractor) or similar license(s) applicable to this project. Notate if you are proposing to sub-contract any of the work. If the prime contractor is proposing to use a sub-contractor for any of the painting work, the prime contractor has provided a copy of the current California Contractor State License classification C-33 for the proposed sub-contractor and has additionally provided a copy of the prime contractor’s current California Contractor State License classification such as “B” (General Building Contractor).
Q4: Can we submit a Quote if we have a Joint Venture with a License California contractor with a C-33 or B license classification?
A4: After consulting with the Small Business Administration the answer to your question resides with the state in which the work is being done.
https://www.cslb.ca.gov/Contractors/Applicants/Joint_Venture_License/Before_You_Apply_For_ Joint_Venture.aspx
Based on California’s licensing requirements as linked above, the Joint Venture itself would need to be licensed. In order to obtain it, both Joint Venture partners must first be certified in California.
Q5: I am writing to inquire about a site visit for this project.
A5: We have provided a "virtual site visit" via the last posted Amendment to the Solicitation. See Amendment 0003 issued on May 20, 2020 which provides a "virtual site visit" of both buildings at the site as an in-person site visit at this location is not feasible due to the coronavirus pandemic (COVID-19).
Instruction to access Amendment 0003: Once at beta.sam.gov, use drop down search bar for “Contract Opportunities,” enter the Solicitation number of 140P8420Q0039, click “Search,” then click the main opportunity title “Z--Paint Home Ranch Residences, NPS-PORE,” then scroll down to
Solicitation No. 140P8420Q0039, Attachment No. 08 see links to Amendment 0003 and associated Attachment 06 (Main House Site Visit) and Attachment 07 (Murphy House Site Visit). A screen shot is provided below:
Q6: Is it possible to view the buildings in person? I know that a virtual site visit is suggested but being that the buildings are in such poor shape it would be helpful to view them with in person to assess preparation. Also, in order to validate the measurements as stated in the summary of work prior to bidding we would need to be able to measure for ourselves.
A6: No, we do not have procedures in place to support an on-site visit for this project at this time.
Q7: How many windows are operable and not fixed on the two homes? In order to fully perform lead stabilization on the exterior windows, we will need to open the windows to stabilize the sills. That process involves the initial action of going inside of the homes and having access around each of the windows (on the interior side) so that the interior frame of the window can be
Solicitation No. 140P8420Q0039, Attachment No. 08 masked off and plastic can be secured to the floor surrounding each window. After the exterior lead stabilization is complete and the windows/sills are HEPA vacuumed on the exterior, you have to go back into the interior and remove the plastic containment and HEPA vacuum the window and the floor around it. The residents should not be inside the house during the lead stabilization. Will the residents have items/furniture moved away from any windows that open on the interior of the house?
A7: The Home Ranch Main House is currently unoccupied and NPS can coordinate access to the interior space for the treatments described. The Murphy House is currently occupied. NPS will coordinate scheduling with the resident to allow these treatments, and any other interior access that is necessary for the completion of work. Regarding the question about fixed vs operable windows, we do not currently have that information at hand, but will collect that information and provide it ASAP via a future Amendment to the Solicitation, expected to be published early in the week of June 15th.
Q8: Will any bushes or plants up against the buildings be trimmed away prior to the painting?
A8: NPS will implement vegetation maintenance on the buildings prior to the performance of the contract. The trees and brush will be trimmed away from the siding and roof of the Main House.
Q9: Is an Interested Parties List being maintained?
A9: That was a function typically provided by the Governmentwide point of entry (GPE) site (formerly fbo.gov, now beta.sam.gov). This may be a limitation with the beta.sam.gov website.
As such, Amendment 0003 stated that an Interested Parties List will be compiled by the Contracting Officer and posted to allow potential quoters the opportunity to network. Companies that are interested in being included on the list were directed to send the following information to the Contracting Officer: Company Name, Address, Contact Name, Phone,E-mail.
