About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for RFQ 140P8326Q0051, issued by the National Park Service (NPS), Power and Water (PWR) Division at Olympic National Park in Port Angeles, Washington. Amendment P0001, effective July 10, 2026, posts clarifications and answers to questions from a July 15, 2026 site visit.
The solicitation advertises a firm fixed price commercial service contract to replace dual gate motors at Fort Vancouver National Historic Site. All work shall be completed in accordance with the attached Statement of Work, Specifications, and Wage Determination. The period of performance runs from July 24, 2026 to September 30, 2026. Key clarifications provided in this amendment address: (1) existing gate hinges should be replaced as part of the scope under section 4.3, which requires providing and installing two new dual swing motors and replacing incompatible components; (2) inductive loops are in working condition and do not require replacement; and (3) the safety sensor eye contact (not a safety edge contact sensor) where gates come together is required by section 4.3, though no safety edge contact was on the original gate. The administrative point of contact is John Flatt, Contracting Officer, National Park Service, john_flatt@ios.doi.gov.

Answer: Yes. Please refer to section 4.3 of the Scope of Work, "provide and install two new dual swing motors...and replace incompatible components."
Question: Should the inductive loops be replaced?
Answer: No. The inductive loops are in working condition.
Question: Section 4.3 (fourth bullet) states:
"1 safety edge contact sensor where swing gates come together and meet" Is this required and when should it be installed?
Answer: This reference is for the safety sensor eye where the gates come together.
There was no safety edge contact on the original gate and a safety edge contact is not required on the new gate. The contact for the safety sensor eye is what is required by section 4.3.
