About this file
This is a Contractor Questions & Answers document for federal contract solicitation 140P8326Q0033, titled "Lake Roosevelt NRA Seven Bays Lift Station Repairs." The document addresses two contractor inquiries regarding the project requirements and operational logistics.
The first question and answer clarifies that this is a stand-alone contract with no incumbent vendor, and that interested vendors may reference the Interested Vendor's List in SAM for potential teaming opportunities. The second question and answer provides critical operational guidance for managing septic systems during the repair work while the facility remains open. The contractor may cap or plug the 8-inch PVC inlet line to the wet well to enable cleaning and drying for epoxy coating application. During construction, houseboats will not be pumped at Seven Bays and will use a neighboring marina instead, while the on-site restaurant will remain open with closed restrooms and minimal water use. Any restaurant wastewater will be contained in a distribution box approximately 10 linear feet east of the wet well, which will be monitored by the National Park Service Contracting Officer's Representative (COR). The NPS will be responsible for pumping the distribution box using its existing septic service contract if capacity becomes a concern.

Contractor Questions & Answers
Q1. We are currently reviewing Solicitation No. 140P8326Q0033 (Seven Bays Lift Station
Repairs) and would like to request any available incumbent information for this requirement.
Specifically, if applicable, could you please provide the previous contract number, awarded vendor, and contract value?
A1. There is no incumbent for this requirement; it is a stand-alone contract. Interested Vendor’s
List in SAM is available for anyone looking for Teaming opportunities.
Q2. Since the facility will remain open during the proposed work, how is septic going to be managed during the work, primarily to ensure the wet well is cleaned and remains dry during epoxy coating application?
A2. The contractor can cap/plug the 8" PVC inlet line to the wet well. There is a distribution box approximately 10 LF to the east of the wet well where the restaurant septic and marina septic drop into. Houseboats will not be pumped out at Seven Bays during the duration of this contract;
they will utilize the neighboring marina for houseboat septic pumping. The restaurant will remain open, but the restrooms will be closed, and water use will be kept to a minimum for operations. Any wastewater that flows from the restaurant will be contained in the distribution box. The distribution box will be monitored by the NPS COR. The NPS has an existing service contract for septic pumping, and it will be the responsibility of the NPS to pump the distribution box should it get near capacity.
