About this file

This document is a Site Visit Questions and Answers (Q&A) file for Solicitation 140P8325R0005, a project to rehabilitate the Hurricane Ridge Water System at Olympic National Park. The solicitation involves water system infrastructure work, with key details including demolition of a lower intake dam, temporary water service installation, and site-specific operational considerations. The project has critical timeline constraints, with demolition work required between August 1 and Labor Day during the "dry" season, and anticipated contract award by the end of July 2025.

The Q&A addresses technical specifications, site access protocols, and project logistics, including specific guidance on navigating park entrance procedures during construction, water demand expectations, and scheduling limitations. Contractors are advised to schedule deliveries before 10 am, can request line bypasses at the entrance station during heavy traffic, and must adhere to road closure restrictions. The park will provide a park radio and contact information for entrance station coordination. The project involves working with existing water infrastructure, including capping water mains, managing temporary water services for trailers, and removing non-native materials from the site, with recognition of challenging work conditions from November through April due to weather constraints.

140P8325R0005 Rehabilitate Hurricane Ridge Water System 5/29/2025 Site Visit Q&A

1. Are there any technical specifications for this solicitation?

YES! The original solicitation posting only included the Division 1 specifications. A new file including all technical specifications is being posted under Amendment 0002.

2. Are COVID-19 vaccines required for workers on this project?

Contractors working on federal construction contracts are no longer required to ensure their employees are vaccinated against COVID-19 as a condition of federal contracts. The federal government has ceased enforcement of the mandate, and agencies should not be including vaccination clauses in new contracts or solicitations.

3. When the Hurricane Ridge parking lot is full, the entrance station begins to enforce a one-car-out, one-car-in policy, which can result in a long line and wait at the entrance station. Can this line be bypassed during construction?

Contractors are encouraged to schedule deliveries and arrange for employees to be onsite prior to 10 am to avoid delays associated with waiting in line. However, Contractors will be issued a park radio and provided contact information for the entrance station such that if the line of traffic is unavoidable (typically considered 25 or more cars in the queue), Contractors may contact the entrance station identifying themselves as entering on official business at the back of the line requesting a bypass. Once the ranger on the phone or radio indicates that traffic is being held and it is safe to bypass, proceed cautiously up the outbound lane until past the entrance station. Use flashers and be on the lookout for any cars that may be turning around from the line into your lane of travel. Don’t exceed 10 miles per hour.

4. For demolition of the lower intake dam, can you confirm that concrete may be left onsite?

In accordance with Key Notes 10 on drawing sheet C05, concrete material from the lower dam may remain onsite to weather in place. However, all non-native material (e.g., rebar) associated with the partial dam deconstruction shall be removed from the site.

5. For the proposed temporary water service plan (drawing sheet G01, General Notes 19), can you provide more detail on how and where to cap the 6-inch AC distribution main?

See photo below for information on where the 1.5” HDPE water service line for the temporary trailers connects to existing pipe. The C900 PVC pipe received a saddle tap for new 1.5” HDPE water line service to the temporary trailers during modifications completed in 2023. This water line drops down the hill from the saddle tap and runs east between the sidewalk and the fire hydrant. NPS installed a new 6” valve in the C900 PVC main west of the saddle tap. Contractor may cut and cap 6-inch C900 PVC pipe (instead of AC pipe) east of the new 1.5” HDPE service line saddle tap to establish temporary water service in accordance with the proposed plan description referenced above.

Pipe segment that received a 1.5” service line saddle tap for temporary trailers and 6” shut-off valve during modifications in November 2023

6. What should we expect for typical water demand at the temporary trailers, and how much does this fluctuate month-to-month?

Potable water service was restored to Hurricane Ridge in May 2024, so the park only has a single year of data operating with the temporary trailers (in lieu of the Hurricane Ridge Day Lodge); see graphs above. Note that from June through September, water production serves both the temporary trailers as well as the two comfort stations located out Hurricane Hill Road. Wastewater flow is only generated by the temporary trailers and does not include wastewater from the comfort stations, which each have a dedicated septic system. Thus wastewater flow may be more representative of actual water demand at the temporary trailers. Note that data in the graphs above are averaged by month and peak days within a month (especially holiday weekends) may be significantly higher than the average daily demand by month.

7. There are various references throughout the Division 1 specifications and in the solicitation to key milestone dates that have passed, as well as conflicting information on the period of performance. What dates/milestones are still relevant, and how much flexibility can we request with the period of performance if key items have long lead times that make it impossible to complete the project in 2025?

Given the current project timeline, we now anticipate making a contract award before the end of July 2025. Demolition work associated with Option A still needs to occur between August 1 and Labor Day, i.e. the “dry” season. Partial closures of roads or parking between July and Labor Day will be limited to emergency or unusual circumstance only. Partial closures of roads (including Monday through Thursday weekday closures of Hurricane Hill Road) and parking will be allowed with approval of the Contracting Officer after Labor Day. Contractor’s proposed schedule shall reflect these milestones and closure limitations. Documentation of long lead items that impact project schedule should be included with the project schedule if a significant portion of the work is delayed until 2026. Note that weather generally creates challenging onsite work conditions from November through April each year.
