About this file
This document is a set of pre-bid questions and responses for the Olympic National Park's Hurricane Ridge Water System Rehabilitation project (Solicitation Number: 140P8325R0005). The questions cover technical details of electrical conduit installation, conductor removal, pull box configurations, and archaeological considerations for the water system upgrade. Key technical clarifications include confirmations about existing conduit reuse, conductor removal procedures, and specific installation requirements for electrical infrastructure between the well building and various pull boxes.
The project involves careful utility infrastructure work with specific archaeological and environmental considerations. Notable requirements include preserving native subalpine meadow vegetation during utility replacement, stockpiling approximately 100 linear feet of trenched material for archaeological sifting, and installing new electrical conductors while removing existing ones. The work will involve precise coordination with National Park Service archaeologists and careful management of the utility corridor to minimize environmental disruption. The project is being managed by the Department of the Interior National Park Service Southeast Region.

140P8325R0005 Rehabilitate Hurricane Ridge Water System pre-bid questions
1. E-01 note 3 calls for removal of conductors in the existing conduit from Well building to existing underground pull box X-UGB to make enough room for new conductors. Does that mean it is anticipated that some of the existing conductors are to remain while new pull boxes are added and new conductors are to be installed? If so, what existing conductors are expected to remain?
Response: No, all existing conductors in existing conduit located between existing well building and X-UGB are expected to be removed to make room for new conductors. New pull boxes between these two locations are only to be installed as required to facilitate removal of existing conductors and installation of new conductors.
2. Note 3 sheet E-02 states the conduit is existing from the well building to pull box UGB-9 , but pull box UGB-9 is new. Please confirm the conduit from UGB9 to the existing pull box X-UGB at the west end of the parking lot is new.
Response: Note 3 of the Plan Notes indicates to use existing conduit between the existing well building and X-UGB. Note 3 on the drawing points to a new segment of conduit that shall be installed between X-UGB and the new UGB9. The existing conduit from well building to X-UGB, plus the new conduit from X-UGB to new UGB9, make up the entire route from the well building to UGB9 that is reference in Note 3.
3. The conduit references in note 3 E-02 also appears to go to a different existing underground pull box other than X-UGB, although the note references X-UGB. It then appears as though there is a separate usable conduit from this unmarked, existing pull box, back to the well building. Please verify if this is correct.
Response: The drawing on sheet E02 shows spacing between the two UE lines for visible clarity and to highlight the fact that there are two separate control paths. There is only one single existing 1- ¼” conduit that extends from the existing well building to the existing X-UGB pull box, and the intent is for this conduit to contain new control conductors between the well pump VFD and the reservoir, as well as new conductors from the new CP1 in the well building to UGB9 for future connection to CP2. Only under the bid alternate (Option B) is there a conduit extension from UGB9 into the temporary utility building, and connection of the new conductors from new CP1 to new CP2 located and installed inside the temporary utility building. Sheet C04 more clearly shows the single conduit run between pull boxes, while sheet E02 more clearly shows the two separate conductor runs that are intended to share conduit from the existing well building to UGB2.
4. Will the NPS require guard posts to be installed for the blow offs? (C23, 6.1)
Response: Guard posts or bollards are not required to be installed for the blow offs because blow off assemblies shall be installed below grade and protected by a concrete meter box with traffic-rated metal cover, Fog-Tite Type 1D or equal, per detail 6.1 on sheet C23. Blow off assemblies shall include a valve marker post located nearby for identification.
5. The key notes and the plans are conflicting on several pages (C15, C18, and C19). Assuming the plans are correct and the key notes are not.
Response: Key notes and plans on drawing sheets C15, C18, and C19 do not appear to conflict. Please identify specific key notes that conflict with the drawings if there are questions or concerns.
6. On sheets C03 & C04, it states that there must be 100 LF of trenching stockpiles for artifact sifting. There is nothing marked on the plans as to where, is this up to the contractor as long as it’s outside of the road prism, or is there an archeologically sensitive area?
Response: There is an archaeologically sensitive area that spans sheets C03 and C04, and a total of approximately 100 LF of trenching will need to have excavated material set aside for sifting by the NPS archaeologist prior to being used as backfill or hauled offsite for disposal. As noted in Construction Notes 1. on drawing sheets C03 and C04, it is anticipated that the stockpile shall be adjacent to the trench, likely on the north side of the trench (where sufficient shoulder exists) to keep the roadway accessible. If the shoulder is too narrow to accommodate stockpiling of material in addition to the trench and equipment, material may be stockpiled at the nearest pullout, located at station 2700 on sheet C12, or it may be temporarily stockpiled on the roadway if temporary road closures are coordinated with the Contracting Officer and the archaeologist is able to process material so that it can be placed as backfill or hauled offsite prior to reopening the road.
7. Is there any concern about the vegetation west of the parking lot where the water line is to be installed?
Response: Yes, native vegetation within subalpine meadow utility corridor shall be salvaged, set aside, and re-established (watered to saturation) following utility replacement, as described in the specifications. See specification section 01 11 00 Summary of Work, paragraphs 1.3 F. 10. & 1.3 F. 11. for specific details and requirements on how to preserve and maintain vegetation.
