This document is a Vendor Questions and Answers file for the Craters of the Moon National Preserve Visitor Center Bathroom Rehabilitation Project (Solicitation 140P8325R0002). The project involves a straightforward bathroom remodel with specific requirements including wall-mounted water closets, ADA safety aprons, epoxy flooring, and replacement of various fixtures such as urinals, lighting, sprinkler heads, and entry/exit doors. The work is scheduled to start on December 1, 2025, with a 90-day completion timeline, during which the park will be closed to the public from December 1, 2025, to January 29, 2026.
Key details include the use of Sherwin Williams Antique White paint, Bobrick fixtures (including sanitary napkin dispensers and tilt mirrors), and a focus on maintaining the quality of the previous 20-year-old installation. The Request for Proposal closing date has been extended to March 31, 2025, at noon Mountain time, with a question cutoff date of March 18, 2025. The project requires careful attention to plumbing system layout, electrical system organization, and compliance with accessibility guidelines and local building codes. The plumber will follow industry best practices to ensure safety and reliability.
4. Are the carriers existing or will they need to be supplied?
4. Response: Is this question about structural carriers? No walls are to be moved; only surface finishes will be altered. Any construction to the walls shall not change the structural integrity of the wall.

Question #9 Will you please confirm that the product used for the bathroom flooring is as stated in the spec section 09-67-23 part ‘J’.
Park Response: The system consisted of a moisture vapor transmission barrier on the floor and a Lt Gray base coat with a double broadcast of "0" size chips creating a color blend called "Salt & Pepper". The broadcast was completed both the floors and walls to 4'--4''height. A clear urethane topcoat was then applied to seal all surfaces. Epoxy Systems, Inc. was the company that was hired to do the epoxy install.
Question #10 During the site walk through on 2/18, it was noted that the urinals in the men's bathroom are to be replaced with flushing models. This is consistent with the plumbing fixtures called out on A4 but note 8 on A2 states they are to remain. Can you confirm that this scope of work includes the replacement of existing urinals with the flushing units shown on the plumbing schedule.
Park Response: Yes. Urinals are to be replaced with washout urinals.
Question # 11:
Q: What color of paint?
A: Sherwin Williams Antique White Question # 12 Q: Does the project include new entry/exit doors?
A: Yes, new doors are needed.
Question # 13:
Q: Is the lighting part of the fixtures that need to be replaced?
A: Yes Question # 14:
Q: Are the sprinkler heads part of the fixtures that need to be replaced?
A: Yes Question # 15
15. Solicitation says work to start 12-1-25 with a 90 day completion. This is in the holiday schedule. What days will the facility be closed during December, January and February? Can the finish date be extended because of these holidays?
Park Response: The park will be closed to the public beginning December 1, 2025 to January 29, 2026. We can work with the contractor to grant access if needed, the week of 12/22/2025 – 01/04/2026. The finish date will not be extended.
Question # 16
16. During the walk-through we were told/saw that the wainscot is to be epoxy. The plans/specs call for tile. Can this be clarified?
Park Response: There is no tile work to be done. The current epoxy needs to be re-applied.
Question # 17:
17. Is it the intent to completely remove the existing epoxy flooring/wainscot or can we “refresh” what is existing?
Park Response: The specific approach, whether through re-epoxy or other refreshing techniques, is secondary to the importance of ensuring that the quality of the product remains on par with that of the initial installation. As you saw, the restrooms have held up amazingly well since the last remodel 20 years ago and we are committed to achieving a similar level of quality and longevity with this upcoming project.
Question # 18
18. Drawings sheet 4 sheet A2 note 8 says “Existing urinals to remain” but on sheet A4 plumbing schedule #16 provides specs for new urinals. Also, during our pre-bid walk we were told that the existing would be replaced. Please clarify.
Park Response: Existing urinals are to be replaced with washout urinals. The drawings are currently being revised.
Question # 19
19. Drawings sheet 6 A4 plumbing schedule #3 only shown 2 grab bar sizes but code requires an 18” grab bar as well as detailed in the TYP accessible details on A1 sheet 3.
Park Response: Vertical grab bars are not explicitly required by the ADA/ABA/ABAAS guidelines. However, these bars are often mandated by the American National Standards Institute (ANSI) guidelines and various local, state, and city building codes. These regulations are designed to ensure that buildings and facilities are accessible and usable for all individuals.
In light of this, it is essential for the contractor to adhere to the most appropriate and applicable standard. This is why vertical grab bars are included in the TYP accessible details on sheet A1-3. This inclusion ensures compliance with the highest standards of accessibility and usability, as per ANSI and local building codes, even if not directly required by ADA/ABA/ABAAS guidelines.
Question # 20 – Bathroom lighting/electrical is there any E drawings? Are there any light fixture specifications with approved makes and models?
Park Response: The Contractor shall be responsible for planning and organizing the electrical system's layout to ensure its efficient and effective functionality. Ensure all installations align with applicable regulations. Please ensure that the fixtures chosen meet energy efficiency standards and are well-suited for the specific environments where they will be installed.
Electrical system is roughly 20 years old, the basis of design was that modern lighting fixtures use less power due to efficiencies like LED lighting and would require no (or minimal) rework .
Fixtures shall match existing whenever possible. If a similar fixture is not available, any proposed substitutions shall be approved by the park representative. "
Question #21 2 – The existing hand dryers have surface applied conduit that provides power. Is it acceptable to reuse this or does it need to be changed out?
Park Response The Contractor shall be responsible for planning and organizing the electrical system's layout to ensure its efficient and effective functionality. Ensure all installations align with applicable regulations.
Question #22 - For the new entry doors can you provide a hardware schedule?
Park Response - No hardware schedule. Please ensure that the new door is similar or equivalent to the one currently in place. The entry and exit man doors require replacement. The park currently utilizes BEST lock hardware, which can be reused on the new doors. Please ensure compliance with applicable codes for fire-rated doors, if required. See the answer to question 25 for pictures of current doors.
Question # 23. Can you provide a copy of the prevailing wage determination that will be applicable to this project?
CO Response: All documents can be found at SAM.gov
Question # 24. Please provide the sign-in sheets from both site visits to all bidders.
CO Response:
Question # 25. On the demolition and new floor plans that were revised as part of Amendment, the only doors that appear to be removed and replaced with solid phenolic toilet partition doors are the ones going into the 2 ADA restroom stalls. Should the entry doors going into the men’s and women’s restrooms also be removed and replaced? If so, is there a door spec that should be followed for new man-doors into the restrooms?
Park Response: The entry and exit man doors require replacement. The park currently utilizes BEST lock hardware, which can be reused on the new doors. Please ensure compliance with applicable codes for fire-rated doors, if required. Please see pictures of the current doors.
Question # 26. It appears that the existing sinks are integral to the countertops, so there likely are not existing carriers inside the walls to support new wall-mounted sinks. Please advise if carriers should be included in pricing for this project.
Park Response: Yes, The contractor is ultimately responsible for the means and methods of installation.
FAR 52.236-21, "Specifications and Drawings for Construction," indicates that anything necessary to make the work complete and usable must be included, even if not explicitly detailed in the drawings and specifications. This principle implies that contractors are responsible for providing a complete and functional result, even if some minor details are not specifically mentioned in the contract documents. Essentially, if something is necessary for the completion of the work and is reasonably inferred from the contract, the contractor must include it.
Question # 27. It appears that the existing wall-mounted mirrors should be demolished to make room for Bobrick tilt mirrors above each wall-mounted sink. Please advise if this is correct.
Park Response: One large mirror mounted in accordance with ADA guidelines is preferred.
Question # 28. For light fixtures that should be removed and replaced, is there a lighting spec that should be followed for new light fixtures?
Park Response: The electrical system is roughly 20 years old, the basis of design was that modern lighting fixtures use less power due to efficiencies like LED lighting and would require no (or minimal) rework .
Fixtures shall match existing whenever possible. If a similar fixture is not available, any proposed substitutions shall be approved by the park representative/CO/COR.
