RFP #140P8322R0004, Rehabilitate LOSS at Log Cabin Resort Olympic NP Attachment 9: Clarifications #1 with Amendment 2

Site Visit Notes and Clarifications #1 for Solicitation #140P8322R0004

Amendment 2 posted on 3/4/22

Site Visit

Kerri Cook, Project Manager and Contracting Officer’s Representative (COR) for this project, conducted a site visit on 3/2/22. She told the participants: “I hope you have had a chance to review the solicitation, construction documents and drawings, and additional reports and notices;

all of these documents are hyperlinked from the solicitation posted at SAM.gov. The purpose of today’s meeting is to show you the existing facilities and site. We do not intend to review the plans or specifications and will take only limited questions related to the site and the solicitation.” The group toured the existing and planned wastewater infrastructure for Log Cabin Resort: the sewage collection system, the existing septic tank and lift station, and the path of the sewage force main en route to the wastewater treatment site, new subsurface drip drainfield site, connection site for a new potable water line, and target locations for groundwater monitoring wells. A roster of attendees is at the end of this document.

Reminders about the solicitation:

• Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at SAM.gov.

• The solicitation (SF1442 with associated clauses and provisions) is the file named “sol_140P8322R0004” which is the bottom file hyperlinked at SAM. Make sure you are viewing the posting that is of type “solicitation” or “updated solicitation” rather than “original presolicitation”. All amendments will be posted here; it is your responsibility to monitor the site. You can also register at SAM and use the “follow” feature.

• This acquisition is set aside for small businesses. I encourage you to review pertinent sections of the solicitation and regulations.

• As previously mentioned, we will take only limited questions during this site visit.

Submit all questions to the Contracting Officer, Sarah Welch, ideally referencing the particular section of the specifications or drawings. We will answer all questions submitted up to seven days prior to the closing date in amendments to the solicitation.

• Send proposals and supporting documents, etc. to Sarah’s email address (which is at the bottom of the announcement at SAM and in the solicitation sections G.4 and L.6). Due to system and bandwidth capacities, we recommend sending the proposal at least an hour prior to the time it is due.

• Remember to review the information in Sections L (Instructions to Offerors) and M (Evaluation) before submitting the proposal. Forms to be completed and returned with your proposal are hyperlinked from the solicitation notice at SAM.

• Due date is currently March 22 at 3:00 pm PDT unless extended by amendment.

Ms. Cook then provided a little background for the project: “The condition assessment and initial design for this project began five years ago when we started to consistently exceed our Washington State DOH LOSS effluent permit limits for fecal coliform, TSS, and BOD.

Additionally, the existing drainfields are undersized for the flow given current sizing guidelines, and they’re adjacent to Log Cabin Creek, so they don’t meet horizontal setback requirements. In the process of finalizing the treatment and disposal designs, we realized just how much inflow and infiltration we were getting from the sewage collection system and decided to address this issue with collection system modifications and rehabilitation. All of these challenges have led us to the final design, which has been reviewed and approved for construction by the Washington State Department of Health.”

The rest of this document provides clarifications based on submitted queries.

1. The SF 1442 indicates a 90 day acceptance period. Does the Government intend on utilizing the full 90 days?

While we hope to award a contract sooner than 90 days, it may take that long.

2. Notice: There is a new “Forms to return with proposal (Rev 1)” document posted with Amendment 1 that includes FAR provision 52.229-11. Offers must include this completed provision with their proposal.

3. Regarding Technical Capability and Past Performance:

a. Is there a minimum number of past projects?

There is no minimum. Refer to verbiage at the top of the Relevant Experience form.

b. What is the Government’s definition of “recent”?

Refer to verbiage at the top of the Relevant Experience form.

c. Does the Government have specific templates for the above or may the Contractor use their own?

An optional template (“Relevant Experience”) is within the “Forms to return with proposal (Rev 1)” file hyperlinked from the solicitation at SAM.gov.

4. Paragraph G.2, Electronic Invoicing is updated. The fourth paragraph of the IPP clause will read “The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973-3131.”

5. Drawing C7.0 – DEMO PLAN – LIFT. SE Lift Station corner shows “Provide additional #6 Vert. Bars….” Is this structural rebuild part of the contract?

The sheet notes on sub sheet no. C7.0 indicate that the drawing shown is from the original plan set. This includes all comments and annotations on the original drawing. No structural rebuild of the tank is required under the contract. If any structural issues are identified during the tank water tightness testing, repairs may be negotiated and/or addressed via modification to the contract.

6. Same drawing, Sheet Note 5 says ”…and Tested for Water Tightness” Is this work part of this contract?

Yes, as noted in Sheet Note 5 of sub sheet no. C7.0, existing system tankage (specifically referring to the septic tank and lift station) shall be pumped, inspected, and tested for water tightness. General Notes 1 on sub sheet no. G2.0 requires all construction to be in conformance with requirements of Chapter 246-272B Washington Administrative Code (WAC). WAC 246-272B-05200 outlines acceptable water tightness testing procedures by either vacuum testing or water-pressure testing, which applies to both new and existing tankage. As noted above, if existing tanks do not meet the water tightness standard, repairs may be negotiated and/or addressed via modification to the contract.

7. Does the lift station panel need to be replaced, or modified? There’s a discrepancy between the drawings and specifications.

In accordance with the electrical drawing requirements, and specifically sub sheet no.

E6.0, the lift station pump control panel shall be replaced to provide equivalent control functionality for the new 10 HP pumps including elapsed time meters, cycle or event counters, pump condition monitoring, and audible/visual alarms. Although specifications section 01 27 00 Definition of Contract Line Items, 3.1 D. refers to “modifications to the existing pump control panel to accommodate the new (larger) lift station pumps,” the term “modification” means “replacement” in this instance.

8. Is the goal to save as many trees as possible in the new drainfield area?

All tree stumps and fallen or cut trees associated with the subsurface drip disposal site shall be removed and disposed of by the contractor, in accordance with Keynote 2. In addition, as shown on sub sheet no. C9.0, a total of 8 standing trees are considered diseased and are flagged for removal by the contractor. A ninth tree adjacent to Lady of the Lake Lane was recently flagged following recent hazard tree assessment and shall also be removed as part of this contract. As noted in Sheet Note 1, all trees not otherwise indicated for removal must be protected in place. Where the addition of ASTM C-33 sand is used to level and smooth topographic dips immediately adjacent to trees, a CMP tree ring shall be installed to protect the base of existing trees from excessive overburden in accordance with detail 3 on sub sheet no. C12.3.

9. Are there other staging or laydown sites available besides the abandoned mound area?

As noted on sub sheet no. G4.0, the abandoned mound area is available for staging throughout the project, and the large gravel parking area adjacent to the lift station is available when Log Cabin Resort is closed to visitors. A portion of this gravel parking area may be available for use earlier than the 2022 closing date; requests should be coordinated with the Contracting Officer. Additional staging and laydown areas https://app.leg.wa.gov/WAC/default.aspx?cite=246-272B-05200 throughout the Log Cabin Resort developed area may be available for use on a case-by-case basis, as determined by the Contracting Officer.

10. Does the clay cap from the original mound system need to be removed?

In accordance with Sheet Note 1 on sub sheet no. C10, prior to demobilization, the contractor shall scarify the remaining areas of the old mound site outside of the treatment site fence, to a minimum depth of 8 inches, to break up the clay cap in preparation for surface restoration by park personnel. While the clay cap does not need to be removed, any filter fabric or other non-native materials exposed during the scarification process shall be removed, in accordance with 1.2 Resource Protection requirements listed in specification section 01 11 40 Work Restrictions.

11. Who provides electrical power and who owns the meters? It may be possible to submit a data and phone service request to have the power provider offer this if they own the meter.

Clallam County Public Utility District (PUD) is the electrical utility provider and owns/provides the electrical meters for facilities throughout the Log Cabin Resort area.

The NPS will inquire into and fully collaborate with the contractor on having Clallam County PUD or others meet this or any other relevant utility service request in support of this project.

12. What are the closing and opening dates of Log Cabin Resort?

The pre-approved 2022 visitation season for Log Cabin Resort is May 23rd – September 30th. The concessioner has requested and NPS intends to approve a revised visitation season of May 20, 2022 – September 25, 2022 to help accommodate and support an earlier start to key phases of this project. For the 2023 operating season, Log Cabin Resort is scheduled to open to the public on May 22nd. To allow adequate time for the concessioner to re-open facilities, the wastewater collection, treatment, and disposal system must be completed, commissioned, approved by the Washington State Department of Health, and in operation by May 15, 2023.

13. Is the NPS interested in remote monitoring at the lift station?

This question will be addressed in a future amendment.

14. Will a transfer switch and generator be installed at the lift station?

This question will be addressed in a future amendment.
