RFP #140P8322R0004, Rehabilitate LOSS at Log Cabin Resort Olympic NP Attachment 10: Clarifications 13 - 25

Clarifications #2 for Solicitation #140P8322R0004

Amendment 3 posted on 3/16/22

This document provides clarifications based on submitted queries.

Clarifications 1 – 12 are in Attachment 9.

13. Is the NPS interested in remote monitoring at the lift station?

The design requires installation of a Programmable Logic Controller (PLC) monitoring and communications panel at the lift station (primary treatment area) with interconnectivity capability to relay information to the communications panel located at the secondary wastewater treatment site, while simultaneously having the capability to fully operate and monitor the lift station with no connectivity. At the time of design, the NPS and design team were unable to determine an appropriate network bridge allowing interconnectivity between the two sites. Contractors must meet the design requirements allowing for future interconnectivity capability at a minimum. Proposals for alternative equipment and/or actual connectivity between the lift station and wastewater treatment controls will be handled through the submittal review and Request for Information (RFI) process after award.

14. Will a transfer switch and generator be installed at the lift station?

There will not be a dedicated generator installed at the lift station, but in accordance with Keynotes 6 on sub sheet no. E3.0, a new manual transfer switch compatible with a generator connection receptacle, Appleton ADRE6034-150-RS 60A 3W4P receptacle or equal, shall be installed so that a portable generator can be used to operate the lift station pumps. Contractor shall be responsible for confirming that the specified generator connection receptacle conforms to new NEC code requirements for an integral disconnect.

15. Drawing E6.1, Detail “Network Block Diagram”, shows a Primary Treatment Area and Secondary Treatment Area. There is equipment shown on the diagram in the Primary Treatment Area. We cannot locate any other mention of the Primary Treatment Area on the plans. Note 2 states that it is the contractor’s responsibility to verify that the selected components for the project accomplish communications between the components identified here. Please review and answer the following questions regarding these details and these notes:

a. Where is the Primary Treatment Area located?

The “Primary Treatment Area” referenced on the Network Block Diagram refers to the primary septic tank treatment and lift station area, adjacent to the new RV dump station northeast of the main lodge at Log Cabin Resort.

b. What is the physical connection between the Secondary Treatment Area and the Primary Treatment Area? Nothing is shown between the two areas in this detail.

There is no physical connection between the Primary and Secondary Treatment Areas except for the existing sewage force main. Regarding the Network Block Diagram, it’s indicating that equipment needs to have the capability to work with a “Future Network Bridge” that is not currently required under this contract; see Clarification #13 response above for additional details.

c. Is the contractor required to provide the equipment shown in the Primary Treatment Area?

Yes, the contractor is required to provide the Monitoring Controller (PLC), Operator Screen (HMI), and unmanaged switch noted on the Primary Treatment Area side of the Network Block Diagram. Additional requirements for the lift station monitoring and communications panel can be found on sub sheet no. E6.1 adjacent to the Network Block Diagram and in specifications Section 40 68 63 Configuration of HMI Software.

16. Is the contractor required to maintain any lift station operations while new electrical equipment is being installed?

Contractor is responsible for all lift station operations from the time demolition impacting current wastewater collection, treatment, and disposal begins, up through final completion. It is the contractor’s responsibility to thoughtfully sequence work so that septic pumping requirements are minimized throughout the construction process, until the new system is commissioned in accordance with specifications Section 01 91 13 General Commissioning Requirements and approved for use by the Washington State Department of Health.

17. Drawing E2.0 does not show the proposed location of the utility transformer. This information is likely not available from the utility until they receive a new service application and receive payment to begin their design. Can the contractor assume that the transformer will be located within 50ft. of the utility meter location shown on this plan?

The electrical transformer currently supporting the existing utility meter at the secondary treatment site is physically mounted to the electrical power pole located between the treatment site and Lady of the Lake Lane. This pole is shown on sub sheet no. G5.3 of the topographic survey and can be identified by following the underground electric (UE) line from the utility meter pedestal back toward the road. The current distance between the existing utility meter and the pole-mounted transformer is approximately 120 lineal feet.

The new utility meter is designed to be located at the northwest corner of the new treatment building (see sub sheet no. A1.0 and E2.1), which is even farther from the existing transformer than the current meter. It is the contractor’s responsibility to work directly with Clallam County Public Utility District on any relocation of the existing transformer.

18. Please clarify the Government’s intent and/or specific Cast in Place elements requiring structural calculations as set forth in Section 03 30 00 -1, 1.3(B).

The submittal requirement for structural calculations with anti-buoyancy calculations under specifications Section 03 30 00 refers to any cast-in-place tankage or similar elements that the contractor proposes in lieu of precast concrete elements such as manholes or vaults, where structural and buoyancy calculations should be provided along with shop drawings. It does not refer to concrete floor slabs, which are covered in Section 03 30 01, or other at-grade concrete elements associated with the RV dump station or concrete repair work following installation of the grease interceptor.

19. Preliminary delivery estimates for a new propane generator range from 52 – 75 weeks out, after approved submittals. How does the Government propose to handle impacts of this delay during the time this new generator will not be available?

No significant impacts to the operation of the wastewater treatment and disposal systems are anticipated if supply chain issues result in a delayed installation of the emergency propane generator relative to other commissioning processes. NPS will work with the contractor during the substantial completion and punch list phase to agree upon a reasonable timeframe for generator installation during the 2023 operating season if necessitated by supply chain limitations.

20. Will the government extend the target date of May 15, 2023 (for wastewater collection, treatment, and disposal commissioning and approval by Washington State Department of Health) if the lead time on tanks is so long that it prevents proper sequencing of the work?

The government has confirmed with local suppliers of specified wastewater treatment tankage that production and delivery dates of September 2022 are reasonable to meet for this particular project.

21. Detail 4 on C24.0 shows a 6" bollard. There appears to be no reference in plans requiring this detail. Is this detail to be used somewhere that is not currently called out?

This 6” bollard detail was intended to be called out for placement at and to protect the northwest corner of the boathouse given the new widened expanse of asphalt pavement to a full 20’ width. On sub sheet no. C15.1, Keynote 6 is used to point out this greater width. Where Keynote 6 points to the northwest corner of the boathouse, inside the one-way traffic loop, is the intended location for this single 6” diameter bollard.

22. Please verify the quantity of bollards required at each monitoring well per detail 1 on C25.0. Verify if concrete infill, paint, or cover is required, as this is not shown on the detail as drawn currently.

In accordance with Washington State Department of Ecology guidelines, each groundwater monitoring well will require three protective bollards (see note “TYP OF 3”) evenly spaced to protect the wellhead from potential impact damage. The NPS prefers concrete infill and capping of the bollards, colored brown with yellow banding, as described in Detail 4 on sub sheet no. C24.0.

23. C15.1, Keynote #2 is not referenced on the drawing package. Please advise where the signage is placed. Clarify which signs are desired where, and if we are mounting on 4x6 PT or 2" square tube per detail 2 on C15.2.

For Keynote 2 on sub sheet no. C15.1, each of the three signs should be located where the associated number is shown on the drawing. For example, sign #1 should be located where the #1 is shown near the curve of the access road; sign #2 should be located adjacent to where the broken white line begins; and sign #3 should be located at the transition from the parking area in front of the lodge as vehicular drivers enter the one-way loop road around the boathouse. Traffic control signage should be mounted on pressure treated 4”x6” posts per Notes 1 on sub sheet no. C15.1, while signage at the RV dump station itself should be mounted on 2”x2” steel tube post per detail 2 on sub sheet

no. C15.2.

24. For the UV system in specification Section 46 66 00, does there only need to be one complete unit? This is not clear in the specs or on drawing M0.0.

The UV system should consist of two complete UV units connected in series with flexible pipe, as shown on sub sheet no. A1.2 Disposal Building Floor Plan.

25. Would it be possible to get the write protection taken off the drawings and specs? We normally do takeoffs with software, and we are unable to do so with write protection enabled on the PDFs.

The NPS is willing to provide a full set of PDF drawings and technical specifications without write protection, and/or CADD files, but only after contract award to the selected contractor. The contractor should request these files after award and will be asked to sign a release form prior to receiving unprotected design files for use on this project.
