Solicitation (Request for Quote) no. 140P8322Q0054, Amendment no. 01

Attachment 8 – Questions & Answers (7/20/22)

Produce, Deliver, Install Topo Relief Maps, MORA

The following are questions/answers to supplement the Statement of Work in the solicitation, and in some cases may provide some different information than what is stated in the Statement of Work. Where there are differences, quoters shall make pen and ink changes in those sections in the Statement of Work with the information provided in this Q and A.

QUESTION 1: Can the smaller model be a Bronze casting and not a brass casting?

ANSWER: Bronze with Chemetal 721 Patina is acceptable and preferred.

QUESTION 2: The requirement states that the models need to meet NPS Accessibility Guidelines as outlined in attachment 4 and

5. Attachment 4 on page 31 indicates the topo model cannot be over 36" wide, yet this solicitation is asking for a 53.5" wide topo model. Could you please explain how page 31 is to be interpreted and if the dimensions given in attachment 3 meet all NPS Accessibility Guidelines found in Attachment 4 and Attachment 5.

ANSWER: This relates to reach. The reach can be obtained from around the larger map to the middle from a wheelchair, although they’d need to move around the map to reach every location on it. The main feature, the top of Mount Rainier is set off to the side and not centered, making it easier to reach. The brass model compensates for the need to move around the larger map in a wheelchair to reach all locations. The brass casting can be reached completely from one location so a person who is in a wheelchair, blind, or has low vision can get the best idea of the mountain from the brass model.

QUESTION 3: What color is the model to painted? Do we simply pick a solid color such as grey?

ANSWER: The color follows that on the Official NPS map of Mount Rainier at https://www.nps.gov/carto/app/#!/maps/alphacode/MORA, to include landscape background colors (forest, glaciers, summit crates, etc), roads, rivers, and trails.

QUESTION 4: Attachment 3 01.03.2 has "Brass Map Symbols" such as "Paradise" and it says "Embedded" What does "embedded" mean?

ANSWER: Embedded means fixed firmly and deeply in a surrounding mass;

implanted.

QUESTION 5: Are the "Backcountry Camps Symbol" on the Brass model or the big model?

ANSWER: Big model only.

QUESTION 7: What material are the legs to the model stand? What are the dimensions?

ANSWER: The table and legs are to be made out of White Oak with a clear semi-gloss finish.

QUESTION 8: Under the brass topo there are solid walls going to the floor - only on 2 sides? What material?

ANSWER: The solid walls are to provide stability to this section. Four solid walls made out of white oak with a clear semi-gloss finish.

QUESTION 9: Can tool marks be left on the model surface? We typically remove them, but it does increase the cost of the model, but is also is a lower quality model. I attached a photo to show you the tool marks left by a CNC machining process.

ANSWER: Tool marks must be removed.

QUESTION 10: Can seam lines be left visible? Depending on the fabrication method there could many seam lines. For example if a fabricator uses a 3D printer, there will be about 38 square sections glued together creating a very visible checkerboard pattern. Is this acceptable?

ANSWER: Seams cannot be left visible

QUESTION 11: How will the vertical exaggeration be selected? Typically 2 - 3 samples are provided to the client for review. Size of these samples is usually 11.5" x 11.5".

ANSWER: Your quote for three 11.5” square samples is the approach we will use.

QUESTION 12: Will quoters who do not have 3 references of topographic models fulfilled in the past 3 years be accepted?

ANSWER: Yes. Ideally NPS would like to receive quotes from companies who’ve made these kinds of topo models at least three years or more, but if less, write in your experience in quote and provide sufficient detail of past projects completed that are similar to what is being requested in the solicitation.

QUESTION 13: Do these models need to be fabricated in the USA?

“Attachment 1 Combined Synopsis Solicitation Full Text” included mistakes in the list of clauses within 52.212-5. Attachment 1 is now no longer applicable to the solicitation and is replaced with “Attachment 6, REVISED Combined Synopsis Solicitation Full Text.” In Attachment 6, within clause 52.212-5, clause 52.225-1 is now included, marked with an with an “x” in the list and clause 52.225-3 is no longer included, the “x” removed as this clause is not applicable and was incorrectly included initially. Also, FAR Provision 52.225-2, Buy American Act Certificate, is now included as Attachment 7, to be filled out and submitted with quote if applicable.

Quoters shall refer to FAR clause 2.225-1:

QUESTION 15: In regards to guaranteeing " the workmanship against defects in work and material that might appear under extremely high visitor use". Please define in detail what "extremely high visitor use" looks like. Just fingers touching or children being lifted onto the model so parents can say their kid walked to the top of MT.

Rainier? Vandalism? Poking the model with a pen or pencil?

There is a variety of constant use.

ANSWER: We cannot list them all here, but the majority are constant touching, rubbing of the peak of Mount Rainier, drink spills, greasy handprints, etc.

File details come from the government source that posted it. Updated .
