Repair/replace sewer lines Big Hole National Battlefield

RFP: #140P8320R0002

Attachment 6: Site visit notes

Pre-Proposal Site Visit for Solicitation #140P8320R0002 February 13, 2020

James (Jimmer) Stevenson, Contracting Officer’s Representative, thanked the group for their interest in the project and for attending the site visit for improving the sewer collection pipes at Big Hole National Battlefield. He stated the following information:

“The purpose of today’s meeting is to show you the existing facilities and site. We do not intend to spend much time reviewing the Statement of Work but will take limited questions related to the site and the solicitation. Sarah Welch is the Contracting Officer for this project but is unable to participate today. She is the source selection authority and signatory on the contract. She will be the primary point of contact during the solicitation and award phases.

• Nothing said today changes the terms, conditions, requirements, or specifications of the solicitation and eventual contract. All changes will be formalized and incorporated by formal written amendment(s) to the RFP and posted at beta.SAM.gov.

• Please try to refrain from side conversations during the tour. We’d like everyone to hear the same information.

• We will be taking notes of today’s discussion and will provide them by amendment, which we plan to post by February 20.

• We will endeavor to find answers to today’s questions within the solicitation documents and provide a citation in the notes from this visit. If the answer is not in the solicitation, the official response will be provided in the amendment.

• If you have questions after you leave, e-mail them to Sarah Welch as soon as possible, but no later than 1:00 pm on February 21, 2020 (unless the due date is extended, in which case submit questions no later than FIVE calendar days prior to the new due date).

• Remember to review the information in Sections L (Instructions to Offerors) and M (Evaluation) before submitting the proposal.

• Proposals are due by 2:00 pm PT on February 26 unless extended by amendment. Note that beta.SAM.gov says “Updated Date Offers Due: Feb 26, 2020 11:59 pm EST”; this is wrong and due to a system glitch. Offers received after 2:00 pm Pacific time will be considered late even if they are received before 8:59 pm Pacific time that day.”

Questions and official responses:

Q1: Attachment 3 Item # 10 discusses sealing or replacing manholes. Where is this addressed in the specifications? Which manholes is this referencing? What is the extent of the sealing, joints only?

Existing cracks?

A1: Attachment 3, #10 probably needs more context. The manholes currently in use are functional with no issues. At a previous site visit when the project was previously submitted, a contractor requested to put in new manholes rather than try to run the new lines to the existing manholes and properly sealing the new sewer lines in the manholes. The only sealing that is necessary is as described in sections 33 01 30 and 33 31 13 when discussing the transition from sewer line to manhole.

Q2: Attachment 3 Item #6 states the existing manhole between manholes #2 and #9 is to remain. It was stated at the site visit on 2/13/20 that this manhole was sealed closed. Is the new piping going to

Attachment 6: Site visit notes connect to each side of the manhole with the specified Kore and seal connectors or does the new pipe extend through the manhole? If the manhole is to be used is a new lid/ring/cover needed?

Please clarify what is required at this manhole.

A2: The manhole in question is highlighted with the red circle. The new pipe can extend through the manhole. The pipe should adequately be supported. Contractor can propose a support method, such as a steel casing that extends two feet beyond the edges of the man hole. Also, sufficient slope and pipe size (6”) allow the option to go around the manhole providing that the contractor submits a plan with the proposed fittings and layout for going around and the plan conforms to plumbing/sewer codes.

Q3: Section F, 52.211-10 states the NPS anticipates NTP start of on-site work by 4/15/20. Given high groundwater conditions at that time of year and high probability of adverse weather conditions (snow) still occurring at that time, is this timeframe correct? At the site visit on 2/13/20 it was mentioned that the work would occur later than this time. Is there a required completion milestone or is there flexibility to perform the work later?

A3: In the spring of 2019, a contractor performing excavation encountered significant groundwater.

Considering this, NPS will plan to issue the NTP in mid-June instead of mid-April. The pre-construction meeting will therefore occur in early June and substantial completion will be required by mid-September.

Q4: Can the existing utility drawings/as-builts be provided? There appears to be multiple crossings of existing water/power/phone/propane that are not indicated on the contract drawings.

A4: Record drawings provided as Attachment 7, 8, and 9 (File names: BIHO Housing MEP, BIHO Utilities, and BIHO Sewer Mod).

Q5: It was indicated at the 2/13/20 site visit that underground propane tank(s) are located in front of the residences in Area 7. Can details/sizes/drawings of the underground propane tanks and lines at all areas be provided?

A5: Record drawings provided as Attachment 7 (BIHO Housing MEP).

Attachment 6: Site visit notes

Q6: The sewer line plans for Area 7 shown on sheet 8 of the drawings depict five small circles between the sewer line to be installed and the sidewalk. What do these represent? There is no indication on the drawings as to what these represent and they are in close proximity to required excavation.

A6: The circles are curb stop valves for the waterline. See drawings in Attachment 7 for additional details.

Q7: Can the existing lift station drawings/as-builts be provided?

A7: Provided in Attachment 9 (BIHO Sewer Mod).

Q8: What are the limits (if any) of disturbance for the replacement work? What are the limits that any landscaping/shrubbery/etc. will be removed for the completion of the replacement work? It was indicated at the site visit that any landscaping/shrubbery required to be saved would be performed by NPS personnel.

A8: Clearing and grubbing will be performed by park staff prior to start of work to maintain native plant species for replanting

Regarding ground disturbance, maximum trench opening is defined on sheet C07, detail 1 (Typical trench). Contractor should coordinate with Contracting Officer’s Representative if contractor proposes to move sewer lines more than 3-feet off-center from the intended emplacement location.

Q9: The work required at areas 1 and 7 will most likely require the closure of entrances or a detour of visitors/NPS personnel to alternate entrances to the visitor center and residences for short periods of time. What are the time limitations to any required closure? Are alternate entrances available and if so, can those be indicated?

A9: Repair Area 7 requires no disturbance to visitors. NPS will coordinate with the contractor to deconflict as needed for any NPS staff that need to access this area.

Attachment 6: Site visit notes

Repair Area #1 is more complicated. NPS will coordinate with the contractor to excavate and emplace the sewer line along the east section of the area and allow visitors to access the visitor center from the western approach. Upon completion of the eastern section, traffic will be routed through this area to allow repairs on the western side of the repair area. The NPS and the contractor will make further coordinating efforts during the pre-construction meeting and in progress meetings. NPS will plan on the contractor assisting with providing temporary gravel path with rock consisting of pea gravel or an acceptable substitute for foot traffic.

Q10: What are the requirements for the SWPPP? (Division 01 57 23 -3 in Attachment 1)

A10: A complete SWPPP is not needed as the estimated ground disturbance is less than one acre. Instead, as per 01-57-23, an under-an-acre pollution prevention plan is needed. To provide further guidance, Specification 01 57 23.10 – Under-an-acre Pollution Prevention Plan (UPPP) will be provided as Attachment 11 (Filename: 01 57 23.10 - UNDER AN ACRE POLLUTION PREVENTION). Also provided is a template for UPPP (filename: UnderAnAcre-UPPP_Template_3-30-16.doc).

Q11: What is the possibility of rerouting the repair area #1 to limit the amount of concrete disturbance?

A11: The sewer line can be replaced and routed through the narrow part of the sidewalk in order to limit concrete repair, provided that the contractor maintain 2% grade and that total bends do not exceed 60 degrees. Contractor should submit the proposed plan for routing the line and the necessary fittings to NPS for approval.

Q12: What are the requirements for visitor safety at visitor center during project? (Division 01 56 00-2 in Attachment 1)

Attachment 6: Site visit notes

A12: For guidance on signage, traffic control, safety barricades refer to 01 50 00 paragraphs 21, 3.4, and

3.5 and section 01 56 00.

In short, the contractor will need to construct an appropriate fence to prevent visitors from entering the construction area. Visitors will be diverted to another means to enter the building. The contractor will also post signage, as per the specifications, directing visitors about the work site and where to go to access the visitor center. The contractor shall only operate heavy equipment inside the designated construction zone.

Q13: Why are we repairing sections of pipe and not replacing them?

A13: Sections are being repaired at certain stretches because of the archeological importance of the site in which NPS wishes to minimize ground disturbance. Submit proposals based on the construction documents and using the identified cured-in-place method. In addition, offerors may submit proposals using alternative in-situ pipe replacement methods (such as slip line or pipe bursting) that may result in cost savings to the government. Clearly mark alternative proposals with the proposed in-situ replacement method. Installers must be qualified, fully licensed, and certified to perform proposed in-situ pipe replacement method. Installer must have installed at least 30,000 feet of the product specified using in-situ pipe replacement.

Q14: The summary of work section in Attachment 1 refers to “cast-in-place” method, but there is no specification section for this method.

A14: All references to “cast-in-place pipe” or “CIPP” mean “cured-in-place pipe” using a thermosetting resin.

Q15: Are there any adjustments to the FAR clauses or provisions?

A15: Yes; these are added to the solicitation and contract:

Clause 52.242-13, Bankruptcy (JUL 1995) [Applies only if price at contract award exceeds $250,000.]

Provision 52.204-26, Covered Telecommunications Equipment or Services-Representation (DEC 2019)
