RFP #140P8320R0002 Big Hole NB Attachment 3: Clarifications to Attachment 1, Statement of Work
Clarifications to Attachment 1, Statement of Work
This document clarifies and supplements the solicitation documents.
1. What bypass systems will be required to maintain operations of wastewater system during project?
a) Repair Areas 1 and 3 will require bypass pumping to the septic tank at all times.
b) Repair Area 2: Contractor is allowed to shut down access to the entire water system (not to exceed 36 hours) with prior approval from NPS, or bypass to the force main.
c) Repair Areas 4, 5, 6, and 7: Contractor may use an existing isolation valve to shut down water to the housing units while they are vacant. Once tenants move in (typically mid-May) those repair areas will need bypass service so the houses’ water and septic systems are fully functional.
2. Who will be responsible for rehabilitating landscaping (access to topsoil, reseeding, removal of shrubs near buildings)?
Per Section 31 10 00, the contractor is responsible for clearing all shrubs marked for removal.
CHANGE to Section 31 23 33. Paragraph 3.6 A: Contractor will conduct surface finishing work including grading to an even surface. Rolling and re-seeding by contractor are deleted. NPS will furnish topsoil, create the seed mixture for native plants, and perform the work to install both soil and seeds.
3. What type of bedding material is required and any local distributors of materials?
Section 31 05 16 provides requirements for bedding material. The closest distributors are in Dillon and Hamilton MT.
4. Will NPS provide geotechnical reports?
No, we do not have a geotechnical report for the subsurface. Local excavations have typically encountered deep fill of deposited material such as sand, clay, mud and gravel, but since such deposits can vary widely across the landscape, no assertions are made by NPS of subsurface conditions along the pipeline.
5. Who is responsible for archeological monitoring (special provisions)?
CHANGE to 01 35 13.22: NPS will conduct all archeological monitoring, permitting, and reporting. Contractor is not responsible for these tasks or associated costs.
6. Does the manhole between MH 2 and 9 get removed?
No.
7. What utilities are in the area?
Telecommunications and buried electrical power lines are marked on drawings. NPS can provide drawings of the water lines; however, the drawings are over 50 years old.
Contractor should verify and locate waterlines at potential points of intersection and where the water and sewer lines are possibly within 10 feet of each other.
8. Are the old abandoned concrete manholes to be removed during this project?
9. Can the existing piping and cleanouts in Section #7 be moved further away from the building for easier access? Are we abandoning the old cleanouts?
The contractor is authorized to move the cleanouts further from the building. Old cleanouts should be removed and disposed of per contract requirements.
10. Contractor can elect to seal or replace manholes; NPS will accept either method for providing fully-functioning units. If replacing manholes, contractor must submit relevant product info for NPS authorization prior to ordering or installing per Section 01 33 23.
11. Is the driveway concrete thickness to be 6”? And sidewalks 4”? Match existing? And what are the required concrete specs?
Concrete thickness should match existing. Concrete specs are provided in Sections 03 30 00, 03 31 00, and 32 13 13.
12. Would Schedule 40 piping be acceptable?
No. Only piping that meets the specifications.
13. Is there a need for blueboard throughout project for pipe insulation?
14. What is needed from Montana DEQ for this project (permits?)
NPS will submit the plans and as-builts to Montana DEQ for the required permitting. See also #20.
15. Will NPS provide water during project?
Yes, free of charge to the contractor.
16. Is air testing required?
Yes, see Section 33 31 13, Para 3.1.H.
17. Is compaction testing required throughout the project?
Yes. Compaction tests are required as specified in ASTM D2922-96e1 and ASTMD3017-96e1. Contractor will perform at least one compaction test for each repair area and any additional compaction tests necessary so that a compaction tests are completed every 50 ft of linear trench for vehicular traffic areas and every 200 linear feet of trench for any non-vehicular traffic areas.
18. Is the contractor required to camera survey the lines before project?
The lines have already been scoped. No further scoping is necessary; however, contractor is authorized to scope as they deem necessary to assist with their plan for meeting the scope of work.
19. Asbestos issue and clarification of abatement process, if necessary.
Prior to disturbing and removing existing pipe, the Montana Department of Environmental Quality (MDEQ) requires that testing be completed to validate that the pipe does not contain asbestos. The contractor is responsible for subcontracting an asbestos inspector, excavating, and testing the materials to make a determination that they are asbestos-free in accordance with MDEQ procedures. NPS is confident that the pipes do not contain asbestos, but recommends that the contractor coordinate with the asbestos inspector so that the asbestos testing has a minimal effect on the construction schedule. The contractor and asbestos sampler will excavate, take a sample of pipe material, and mail the material to a certified lab. Only upon receiving negative results (which could take several days depending on delivery method of sample), can the contractor proceed with demolition/construction. Contractor shall send a copy of the test report to NPS.
In the unlikely event that asbestos-containing material is found, the CO will revise the Statement of Work to include asbestos abatement measures and negotiate an equitable adjustment to the contract price. The contractor shall not commence MDEQ-prohibited work until abatement is complete.
