RFP #140P8319R0001: Rehabilitate water plant, Kalaloch Olympic NP Attachment 9: Clarifications #1
This document is transmitted with RFP Amendment #2 and provides answers to questions received by e-mail. The items herein continue the numbered list in Attachment 8, Site visit notes, which was posted with Amendment #1.
The deadline for submitting new questions is five days prior to solicitation closing date. We will accept and answer questions after the deadline only if they have a profound impact on pricing or project execution, as opposed to minor clarifications of the specifications.
13. The well logs indicate a "static" water level of approximately 30+ feet below ground level, but during the site visit, the groundwater table appeared to be much higher than this. Can you provide the water table level?
At the time of construction (February 2014), the static water level was 35.5' below ground surface at the south well and 33' below ground surface at the north well. More recently (August 2018), the static water level was measured at 34.5' below ground surface at the south well and 33' below ground surface at the north well, indicating very little seasonal variation in the aquifer's static water level. However, the Natural Resource Conservation Service classifies soils in the area of the wells and water treatment building as Sekiu clay, which is poorly drained and creates wetlands in topographical depressions due to the more than 100 inches of average annual precipitation in Kalaloch.
14. In our opinion, there should be a "Mobilization" CLIN. To spread mobilization costs throughout the CLIN is not representative of a Contractor's up-front costs.
NPS has opted not to have mobilization as a separate CLIN due to the way our project and accounting software tracks the total cost of facility ownership (TCFO). We require that mobilization costs be distributed throughout the CLINs. The awardee may invoice for mobilization costs associated with each CLIN using the Schedule of Values submitted after contract award.
15. For the demolition work, it looks like there are a number of cast-in-place concrete pipe supports associated with the clarifier and sand filters that are integrated with the concrete clearwell cover but could easily be flush-cut to create a flat surface for future use post-demolition. Do you want these removed or left in place?
Concrete pipe supports not integrated into the monolithic pour of the clearwell lid shall be removed and left flush with the surrounding surface. Any rebar that becomes exposed during this process shall be epoxy-sealed to prevent corrosion. Thickened concrete supporting the clarifier or sand filters and integral to the concrete clearwell cover shall remain in place and be protected from damage during the demolition phase.
