RFP #140P8319R0001: Rehabilitate water plant, Kalaloch Olympic NP Attachment 12: Clarifications #2

This document is transmitted with RFP Amendment #3 and provides answers to questions received by e-mail. The items herein continue the numbered list in Attachment 8, Site visit notes, and Attachment 9, Clarifications #1.

The deadline for submitting new questions is five days prior to solicitation closing date. We will accept and answer questions after the deadline only if they have a profound impact on pricing or project execution, as opposed to minor clarifications of the specifications.

16. After reviewing the RFP and Division 1 specifications, no liquidated damages requirement could be found. Do liquidated damages apply to this RFP, and if so, what are they?

It has been determined by the Contracting Officer and the Park that liquidated damages will not apply to this contract.

17. Please provide specifications for the PWTS Control Panel shown on E3.1.

The PWTS control panel should be supplied as part of the package plant; the detail shown on sheet E3.1 is provided so the Contractor has a sense of what will be connecting to the system so the entire system functions. Most control panel wiring should be completed prior to the panel being shipped from the factory; Contractor shall be responsible for connecting components (e.g. backwash pump) to the control panel as part of the complete installation.

18. Division 25 Integrated Automation is not included in the specifications. Without Division 25 guiding requirements, it will be extremely difficult to integrate the system, points list, or sequence of operation information. What are the requirements for the contractor to integrate this system without Division 25 specifications, points list, or sequence of operation information?

The control panel should be provided by the PWTS manufacturer, who should be responsible for integrating everything.

19. Sheet E3.1 shows the new PWTS Control Panel connected to the existing Booster Station Master Control Panel. Please provide current shop drawings for this system. Is the contractor responsible for programming the new equipment into the existing panel?

A copy of the as-built record drawings from the 2017 Kalaloch water distribution system rehabilitation has been included as Attachment 10. Contractor shall be responsible for programming new PWTS Control Panel. The primary programming and integration expected to occur onsite will be connecting the clearwell level sensor control signal to the panel to operate the well pumps. The existing Booster Station Master Control Panel and the new PWTS control panel should be programmed to communicate basic system information with each other.

20. VFDs and Soft Starters are shown on sheet E3.1, but no additional information is provided in the specifications. Please provide specifications for the VFDs and Soft Starters.

No details were provided for the VFDs and Soft Starters because these components should be provided as part of the PWTS.

21. Sheet E1.3 shows the meter base/socket only. Please confirm that the local utility will provide the utility meters, and the contractor is only responsible for the meter sockets/bases.

The new utility meters shown in the drawing set are permanent sub-meters to be installed for NPS monitoring purposes and will not be provided by Jefferson County Public Utility District. Contractor shall be responsible for providing basic revenue-grade kWh electric submeters and NEMA 4X enclosures suitable for outdoor installation.

22. Please confirm that the NPS will pay all utility connection fees.

Because the new utility meters will be NPS-owned sub-meters, there is no new service connection, and no utility connection fees are anticipated as part of this project.

23. Can you provide qualifications for “Qualified Scuba Entrance” for all clearwell (existing storage reservoir) work? The only place that this is referenced is Section 01 27 00, paragraph E.1.h., Contract OPTION B.

Work inside the clearwell shall be conducted in accordance with American Water Works Association (AWWA) technical standard C652 for the disinfection of water storage facilities, which includes SCUBA-certified diver requirements.

24. Can you provide specs on the stainless steel ladder (and anchor method) to replace the C.I.P. stairs for the existing water storage vault as well as specs on grout/seal for step removal?

The stainless steel ladder may be a commercial off-the-shelf item. Exact length will need to be determined based upon actual measurements in the tank. It is anticipated that this ladder would be bolted to the tank wall with stainless steel bolts to resist corrosion and would include a stainless telescoping safety post to facilitate access. The grout/seal patch product used to patch holes created by removal of existing rungs may be any concrete-based material that meets NSF/ANSI 61 certification for use with potable drinking water systems.

25. Can you provide more information on the Clearwell vent, Section 01 27 00, paragraph E.1.h. such as a detail or spec?

The clearwell vent is located adjacent to and due north of the clearwell manhole opening. A detail of this vent can be found in the 1973 as-built drawings (Attachment 6) on sheet 18 and is included here:

26. Can you please verify the onsite voltage for the pump station in Section 33 32 00? There is a discrepancy. The Goulds grinder pump model called out is 3-phase, but the Xylam CentriPro control panel is single-phase.

The new lift station duplex control panel shall have 30A three phase 240V NEMA 3R service entrance rated main disconnect switch, in accordance with drawings sheet E1.2. The specific part (D1GD2CJL) identified as an acceptable pump control model may not be current information; however, in accordance with Section 33 32 00, paragraph 2.2 I., duplex pump control “shall be designed for lift station pump applications and shall match the specific pump selection.” Xylam CentriPro does offer three-phase pump control panels compatible with the Goulds grinder pump that meets the specification.

27. Specification Section 32 11 23, paragraphs 3.5 and 3.6, call out “Material, and Installation provided by the Park”. Paragraph 2.1 Aggregate Base Course also notes, “Work under this item shall be furnished and installed by the Park except for remedial work required due to erosion to re-install and re-compact material.” Are we to assume after we clear/grub, the park will supply and install the native fill to bring the site up to aggregate subbase, and then install the aggregate base course as well?

The specification section referenced is actually Section 32 12 16 Asphalt Concrete Paving;

the footer was mistakenly not updated to match the specification section and misleadingly refers to the previous section. The reference to material and installation being provided by the park is also inaccurate. This entire specification section has been corrected and is included as Attachment 11.

28. Specification Section 33 32 00 is for the wastewater utility pumping stations. Reading through this spec, it sounds like this is to be a “pre-packaged” unit that shows up onsite.

Is it acceptable to build the pump station onsite? We usually install the structure pieces in the field, grout and line the station, install the pumps/piping, etc.

The wastewater utility pumping station shall be pre-engineered such that all prefabricated components are integrated and compatible with each other for a fully functional system in accordance with the drawings and specifications. This could be a “pre-packaged” unit, but the specifications were prepared to provide sufficient information for the pump station to be built onsite.

29. Drawing E4.0 shows the electrical system as 120/240V/3-phase/4-wire. Is this a high-leg or center tap electrical system? Is the system voltage 120/208V/3-phase?

It appears that the electrical system is 120/240V/3-phase/4-wire throughout, and as such, it is probably a high-leg system without any 120V circuits tied in the B-leg of the system. There do appear to be some 120V circuits listed in the panelboard schedule for the B-leg. However, there are enough spares within the panelboard that they can be moved around without any other changes needed. Contractor is not expected to use 120/208V/3-phase since this is mostly used in non-industrial settings that don’t have the sizes and types of motors associated with the Kalaloch water treatment process.
