RFP #140P8319R0001: Rehabilitate water plant, Kalaloch Olympic NP Attachment 14: Clarifications #3
This document is transmitted with RFP Amendment #4 and provides answers to questions received by e-mail. The items herein continue the numbered list in Attachment 8, Site visit notes; Attachment 9, Clarifications #1; and Attachment 12, Clarifications #2.
The deadline for submitting new questions was five days prior to solicitation closing date. We will accept and answer additional questions only if they have a profound impact on pricing or project execution.
30. Drawing sheet E1.3 shows a typical elevation drawing of a lift station with a 100A utility meter base. Drawing sheet E4.0, Detail 2 only shows one utility meter, not installed at the same location. Should we provide an additional utility meter base at the lift station per E1.3, or ignore and install per E4.0?
The one-line diagram shown on sheet E4.0 (Detail 2) is correct in that only one new utility sub-meter needs to be installed to meter the new building. A separate meter and meter base for the lift station, as shown in Detail 2 and called out as Keynote 8 on drawing sheet E1.3, is not required and can be eliminated from the scope.
31. Specification Section 26 24 16, paragraph 2.2.A.1. states, “A. Manufacturers: Subject to compliance with requirements, provide product by one of the following: 1. Square D;
Schneider Electric, I-Line or CO approved equal.” Please confirm that Eaton is an approved equal.
The specifications identify Schneider Electric’s Square D I-Line as an approved manufacturer because the panelboards installed at the existing water treatment plant in 2016- 2017 are I-Line panelboards and the park is seeking to have systems with compatible components. For an alternative manufacturer to be considered approved as an equal, that manufacturer must make components approved as compatible with the Schneider Electric’s Square D I-Line, in accordance with the National Electrical Code.
32. Specification Section 26 24 16, paragraph 1.3.L. mentions time current curves to be provided by the contractor/manufacturer for breakers. Is the contractor required to perform an arc flash and protective device coordination study for this project?
No, the Contractor is not required to perform an arc flash and protective device coordination study for this project. The requirement for time-current curves is to provide information for inclusion in the Operation and Maintenance Manual. If time-current curves are not readily available from the manufacturer for an approved breaker, the Contractor will not be required to generate them.
33. Specification Section 22 00 00, paragraph 1.1.A. requires all plumbing work be performed by or under the direct supervision of a plumber licensed in the state of Washington. This seems to unnecessarily limit options for a mechanical plumbing contractor because to get a State of Washington Plumbers license requires 2 years of apprenticeship plus examination. Since this is a federal contract, would it be possible to waive the Washington State plumbing license requirement as long as the mechanical plumbing contractor can meet all applicable code requirements of the state?
Plumbers licensed in other states will be considered equivalent to a plumber licensed in the State of Washington if they can demonstrate that they are licensed in another state, meet the Washington State plumbers certification exam requirements for work experience according to the requirements of the trade, and perform all work in accordance with applicable Washington State code requirements.
34. Specification Section 26 24 16, Section 2.1.C.4. requires 200% rated neutral bussing for the panelboards on this project. All of the loads appear to be linear loads and this requirement seems unnecessary. Please confirm whether this requirement should remain, or can be removed.
The requirement for 200% rated neutral bussing for the panelboards on this project is waived.
Alternatively, 200% rated neutral bussing may be aluminum instead of copper.
35. What Standard 52.2 Minimum Efficiency Reporting Valve (MERV) range would you like the dynamic blower filter to be 96% efficient at?
The dynamic blower intake filter shall be at least 96 percent efficient when tested in the MERV Std 52.2 range of 13 – 16.
36. For the base/mounting plate of the blowers, can you provide dimensions or material call-outs?
As noted in Section 44 42 19, paragraph 2.11 A., each blower unit shall be mounted on all-welded structural steel or cast-iron base complete with vibration isolators with published load rating. The base plate shall have vertical jacking screws to facilitate leveling. Dimensions shall be sufficient to support the specific blower in accordance with blower manufacturer’s recommendations.
37. Specification Section 33 36 13.13 requires a precast concrete overflow storage tank, with grease interceptor, to be connected to the wastewater grinder pump lift station system.
This structure and appurtenances are not shown on the plans. Please confirm that this requirement does not apply to this project.
Specification Section 33 36 13.13 Precast Concrete Tanks was originally prepared for a separate project and was not properly updated for this project. This entire specification section has been corrected and is included as Attachment 13. Additional pertinent information on precast concrete vault and valve box associated with the sewage lift station can be found in Section 33 32 00 Wastewater Utility Pumping Stations.
38. Specification Section 44 44 13 – 2.1 E. states “…Capable of operating on 110/130VAC 50/60 Hz, or 208/250VAC 50/60 Hz, single phase supply, user configurable via a pump A/B selection switch located in the junction box.” Directly below this section of the specification on 44 44 13 – 2.1 E.1.a. states “Reversible DC gear motor rated for continuous duty.” These statements are direct contradictions of one another. The pumps cannot run on VAC and have a DC gear motor. Also, the gear motor cannot be reversible with a single phase. Clarification of what is needed to comply to the requirements of the specification is required to properly choose the equipment.
Please note that the peristaltic chemical metering pumps only need 120V power – other voltages listed for powering these pumps may be disregarded. These units have an internal transformer that takes the AC power and converts to a steady DC current to operate the drive head. Both statements are correct, but the first is for the entire unit and the second is referring to the attached drive head to flex the tubing for delivery of chemicals. The A/B switch is a holdover from an early original design where there would be enough pumps supplied so if one went bad, an operator could switch over to the other pump without interrupting operations. The A/B switch is not needed in this case, but the rest of the specification is accurate.
39. Please confirm the NPS understands a gear motor is a singular piece of equipment with the reducer integrated into a motor, AKA gear motor. Otherwise, they would need a gear reducer and motor combination to accomplish the same function. These two questions must be answered to ensure the chosen equipment complies with the specification requirements.
Please see answer to question 38 above.
40. Page 27 of 30 in the Asbestos Report shows electrical and mechanical equipment surface mounted on walls where asbestos abatement is taking place. Will surface mounted utilities be removed prior to abatement of asbestos?
Contractor shall be responsible for removing surface-mounted components inside the existing pump room prior to scheduling asbestos abatement. Surface-mounted components such as the existing surface water plant Motor Control Center shall not be removed until the new water treatment plant is operational.
41. Tonka Water invoicing schedule is 20% for submittals, 20% upon release of fabrication, and 60% before shipping. Estimated purchase order pricing, $750K plus.
This places an unrealistic financial burden on a small business. Will the NPS work with the Contractor on pre-payments if Tonka Water refuses to deviate from their terms?
See Clause 52.232-5—Payments under Fixed-Price Construction Contracts (May 2014).
Contractor may invoice the NPS on a monthly or more frequent basis, as needed, for work accomplished that meets the standards of quality established under the contract. If seeking payment for materials delivered to the Contractor at locations other than the project site (such as the PWTS manufacturer’s facility), the Contractor must furnish evidence that it has acquired title to such material and that the material will be used to perform this contract.
42. Due to the current cost volatility of materials, the Tonka Water quote is only valid for 14 days. Thereafter they will provide revised pricing.
Prospective offerors should carefully assess the risk of supplier price changes that may occur between the closing date for receipt of offers and contract award and price offers accordingly.
For additional guidance, see Clause 52.236-3, Site Investigation and Conditions Affecting the Work (APR 1984).
43. Drawing E3.1 shows the sewer lift station control and monitoring devices connected to the PWTS control panel. In speaking with the PWTS supplier, this doesn’t make sense.
Please confirm that the sewer lift station has a separate packaged controller which controls and monitors just the sewer lift station, and the PWTS control panel will not need to monitor or control the sewer lift station.
The PWTS control panel will not need to monitor the lift station; connections shown between the lift station controller/floats and the PTWS control panel on sheet E3.1 may be disregarded. The sewer lift station shall be installed with a separate dedicated controller that will not connect to the PWTS control panel.
44. Drawing E3.1 and G5 show level transmitters installed in the existing wells. We cannot locate the specifications for these level transmitters in the project specifications.
Speaking with the PWTS vendor, they have no idea why this would be included, or what to provide. Please provide clarification about this device. Is the contractor required to open the wells and install this device inside the well? Is it existing? If it’s existing, what mfr/model is it?
The purpose of the well level transmitters is to monitor and track drawdown of the aquifer over time. Contractor shall be required to furnish and install one (1) pressure transducer inside each well to measure water depth. Specifically, contractor shall provide one (1) Global Water WL400 Level Sensor (or equal) with 100’ cable per well, and one (1) Global Water EZ100 with 18VDC power supply (or equal) per well. Level sensors will go inside each well;
EZ100s shall be mounted inside new water treatment building next to PWTS control panel.
Provide 14/2 TSP from each well sensor to each EZ100 in 1” PVC conduit. It is anticipated that the electrical contractor shall be responsible for furnishing and installing these components as part of a fully functional system.
45. Speaking with the PWTS vendor, they have no ability to coordinate or communicate between their panel and the existing Booster Station Master Control panel. The response to Amendment 3, PPI#19 indicates that the government expects the panels to communicate, “basic system information with each other.” We have no information regarding the software, version, current configuration, or number of screens or points which is to be shared between the two systems. This requirement leaves the contractor with a significant amount of risk. Can this requirement be better defined, or removed?
The PWTS control panel is capable of sending a fault signal, but it does not include its own dialer. Therefore, use of the alarm panel and dialer system associated with the Booster Station Master Control panel will be necessary. The only connection required is a 14/3 cable from the PWTS control panel to the existing Booster Station Master Control panel to report trouble/alarm conditions and call-out notifications via the existing system present in the Booster Station Master Control panel. The existing system uses an Allen-Bradley PanelView Plus 7 Standard Terminal with 7-inch Touch configured with FactoryTalk View Studio software. This operator interface monitors and controls devices connected to a CompactLogix 5370 L2 Controller on an EtherNet/IP network. A Raco Verbatim Auto Dialer 8CH provides remote alarm autodialing of pre-programmed emergency telephone numbers to communicate user-recorded messages. Existing system programming was completed by Taurus Power & Controls, Inc. in 2017. Contractor will be expected to physically connect the two control panels and re-program the existing system and remote alarm autodialer for up to eight additional alarm conditions communicated from the new PWTS control panel.
46. Amendment 3, PPI #19 mentions that the contractor is responsible for connecting the clearwell level sensor control signal to the existing Booster Station Master Control panel. We have no information about the software, PLC, version, or configuration of this panel. If the contractor is responsible for programming this panel to accept this input, please provide this information.
The response in Amendment 3, PPI #19 intended to clarify that the new clearwell level sensor shall be used as the basis for operating the existing well pumps via the new PWTS control panel, and Contractor shall be responsible for ensuring this programming and integration occurs onsite. The only connection between the new PWTS control panel and the existing Booster Station Master Control panel is for the purpose of communicating fault signals and alarms because the Booster Station Master Control panel is equipped with a dialer system to notify operators of alarm conditions. Information about this existing auto dialer system is provided in the response to question 45.
47. Drawing sheet G5 indicates three locations for pH measurement in the process flow.
Does this need to be included with the PWTS, and should there be an I/O for these on the PWTS control panel?
The requirement for pH measurement represents locations where operators will be required to conduct field testing for the purpose of process control. Contractor shall provide a dedicated portable pH meter, Hach HQ11D or equal, for field water testing. Therefore, no I/O for this function is required on the PWTS control panel. Contractor shall include a sample tap on filtered water line upstream of air release valve for the purpose of collecting pH measurements, as shown in G5.
48. Tonka Water says that they are not providing any VFDs or Soft Starters as part of their package. Can you clarify?
In speaking with Tonka Water, they have clarified and re-confirmed that they will include VFDs and starters with their package water treatment system in accordance with their own specifications to ensure compatibility with other components. To clarify, the PWTS manufacturer shall be responsible for furnishing the VFDs and starters, and the electrical contractor shall be responsible for installing components as part of a fully functional system.
49. We seek clarity on the Lift Station Duplex control panel, who is providing it? Can you provide specifications for operation of the unit shown on sheet E1.3?
The contractor is responsible for providing the duplex pumping station control panel in accordance with specification Section 33 32 00, paragraph 2.2 F. (Pump Controls). Electrical contractor shall be responsible for mounting/connecting components onsite.
50. We seek clarity on the Intrinsically Safe J-Box, and Barriers. Who is providing these components shown on sheet E1.3?
It is anticipated that the electrical contractor shall be responsible for furnishing and installing these components as part of a fully functional system.
51. We seek clarity on the PWTS control panel. Who is providing it, and what are the specifications and size of the units?
The PWTS manufacturer is responsible for furnishing the PWTS control panel, and the electrical contractor shall be responsible for installing this panel as part of a fully functional water treatment system.
52. We seek clarity on the combination starters for the well pumps. Who is providing them, and what are the specifications and size of the units?
It is anticipated that the electrical contractor shall be responsible for furnishing and installing combination starters for the well pumps as part of a fully functional system. Combination starters shall be 240/3, NEMA 3R, Thermal HOA, Reset, Red Run, NEMA Size 00 by Square D, Eaton, ABB, or approved equal.
53. We seek clarity on the “Gems Floats”. Who is providing them, and who is responsible for setting floats for proper operation?
It is anticipated that the electrical contractor shall be responsible for furnishing and installing these components as part of a fully functional system.
54. We seek clarity on the (24” x 24” x 12”) Traffic Rated J-Box, what model would you like?
Traffic rated J-Box shall be Old Castle 17301336 or approved equal.
55. We seek clarity on the TSP cable. Who is providing it, and what type or specification is required?
It is anticipated that the electrical contractor shall be responsible for furnishing and installing the TSP cable as part of a fully functional system. Cable shall have full shield, drain wire, insulation for installation in conduit below grade. Size and quantity of conductors shall be per drawings.
56. Specification Section 44 44 13, paragraph 2.1 A., requires “All chemical service pumps (qty 2) and spare chemical pumps (qty 2).” Does this mean you are looking for 2 pumps for each chemical, and 2 spare pumps for each chemical? We’re trying to determine an accurate quantity to bid.
There was a typo in the specifications, which should have read a quantity of seven (7) chemical service pumps and two (2) spares for a total of nine (9) pumps since they are all the same model.
57. Specification Section 44 44 13, paragraph 2.1 A., requires a chemical pump capacity of
4.75 gpm. However, the M3 pump is not capable of this volume. Is it referring to GPH by chance?
The correct pump capacity should read 4.75 GPH and not GPM.
58. Specification Section 44 44 13, paragraph 2.1 G., refers to “Dual pump systems”, but the plans indicate single pump skids. Can you clarify whether these are single or dual skids?
All of the chemical feed systems should be single pump skids rather than dual.
59. The plans seem to indicate 7skids total: 1 sodium hypochlorite pretreatment, 1 sodium hydroxide pretreatment, 1 ferric pretreatment, 2 polymer, 1 sodium hypochlorite post, and 1 sodium hydroxide post. Can you confirm that this assessment is correct?
This assessment is correct.
60. In specification Section 33 32 00, paragraph 3.2 C.2., it says there should be a minimum of one thousand gallons of water to successfully start and operate the grinder pumps, but it has 2000 in parenthesis. Which is correct?
A minimum of two thousand (2,000) gallons of water shall be used to start and operate the grinder pumps.
61. Specification Section 44 41 13, paragraph 1.5 A. requires that shop drawings for structural design of steel tankage shall require a professional engineering stamp from a PE licensed in the State of Washington. Is a professional engineering stamp from a PE licensed in the State of Washington required for seismic design? How about process design?
It is the intent of these specifications that a single Package Water Treatment (PWT) System manufacturer/supplier experienced in the design, manufacture, assembly, and production of the PWT Systems of the type specified, shall have complete responsibility for the final design, furnishing, coordination, assembly, and installation supervision of all components in the PWT System. The final design shall be certified by a registered engineer and the PWTS equipment supplier shall make all adjustments, alterations, replacements, and tests specified and required, for a complete, satisfactory, and trouble-free operating installation. Illustrative drawings are provided in the project plans to help clarify minimum design drawing requirements, as well as for clarifying PWTS system components. Structural and seismic design shop drawings for the packaged water treatment system (PWTS) shall require a professional engineering stamp from a PE licensed in the State of Washington.
62. Specification Section 13 34 19, paragraph 1.7 K. requires certification verifying the metal roof system has been tested and approved by Factory Mutual as FM 1-180, but paragraph 1.7 J requires certification verifying the metal roofing system has been tested and approved by Underwriter’s Laboratory as Class 90. Which certification is actually required, since they are different?
Disregard the requirement for FM 1-180 as this does not apply for this project.
63. Specification Section 13 34 19, paragraph 2.3 F. allows various finishes for Primary Framing, but paragraph 2.4 requires Secondary Framing components to have a Gray Primer finish. Is there any flexibility that these components could have the same finish as the Primary Framing?
Yes, secondary framing components may have the same finish as primary framing, which in accordance with paragraph 2.3 F. can be red-oxide or gray primer, or galvanized.
64. On Sheet C3.2, there are no pipe sizes for the lift station and valves except for the reference to a 2” SDR11 HDPE force main pipe after the coupling. What size should the pipe and valves be?
The Goulds 1GD submersible grinder pump has a 1-¼” discharge outlet, which will require an adaptor, but the rest of the piping and valves should all be 2” since this lift station is only handing backwash and process wastewater from the water treatment process.
