The contractor must also prepare a comprehensive Five-Year Commercial Fire Inspection Report identifying buildings due or overdue for five-year inspections required by NFPA standards, with recommended scope of work and cost estimates. Minor repairs and adjustments may be performed during inspections if authorized in advance by the Contracting Officer. All work must be completed within 120 days, with inspections finished by day 90 and all deliverables submitted to the Contracting Officer's Representative within 7 days of completion. The contractor must provide all manpower, equipment, tools, and supplies; properly dispose of waste materials and fluids; maintain regular working hours (7:00 a.m. to 4:00 p.m. Monday-Friday); notify the COR 72 hours in advance for occupied housing units; and have qualified personnel meeting NFPA 72 standards and California code requirements with three years' continuous inspection and testing experience within California.

SCOPE OF WORK — INSPECTION, TESTING AND MAINTENANCE
FIRE PROTECTION, DETECTION AND NOTIFICATION SYSTEMS — DEATH VALLEY NATIONAL PARK
PART 1 – GENERAL INFORMATION
A one-year contract. Contractor shall provide pricing for providing inspection and testing of the following systems and equipment.
Description of Work
(A) Inspect all identified systems per applicable NFPA Code to ensure code compliance and system functionality, and to identify any deficiencies. The provided National Park Service (NPS) asset specific forms shall be completed for each system inspection, in addition to any NFPA required forms. All completed forms shall be provided post inspection to the Contracting Officer's Representative in PDF format (see section 3.2).
(B) Determine when the 5-year inspection is required for each system, if it is past due, and the requirements for those 5-year inspections. Provide a complete report of all buildings requiring 5-year inspections, the dates those inspections are required and the cost associated with providing those inspections and a proposed scope of work by building.
(C) Perform minor maintenance, adjustments, or repairs during inspections.

General Conditions
• Location: This project is located in Death Valley National Park, California. See map for more detailed areas.
• Performance Period: This work shall be completed within 120 days of receipt of order. Inspections shall be completed no later than 90 days after the start of the period of performance to allow enough time preparation, submission, and review of all deliverables. All reports and submittals shall be submitted to the COR for review within 7 days from when the inspections are completed.
• Regular Working Hours: Regular working hours at the park are from 7:00 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working hours.
• Notification: The Contractor shall notify the Contracting Officer's Representative at least 72 hours in advance for all work in occupied housing units or facilities.
• Work Restrictions: The contractor shall be accompanied by a park employee at all times when performing the work of the contract in occupied park housing units. A park representative will be on-site and available for contractor support (primarily unlocking doors) for non-occupied housing units and public use buildings.
• Qualifications & Experience: The Contractor(s) shall be qualified in the inspection, testing, and repair related to their field of expertise, in full compliance with current NFPA standard's (i.e. Fire
Suppression / Fire Detection & Notification, NICET). The Contractor shall have continuously performed inspection and testing in their field of expertise within California for the past three (3) years.
• Supplies & Services: The Contractor shall provide all manpower, equipment, tools and supplies to perform the requested services, complete and in conformity with the contract. The Contractor shall proceed to furnish the services of this contract promptly upon notification by the Contracting
Officer (CO).
• Waste Disposal: The Contractor shall legally dispose of all solid waste materials offsite. If applicable, the Contractor shall make provisions for the proper collection, transportation, and off-site disposal of antifreeze solutions and other fluid additives used for flushing during system testing.
Disposal of these fluids into the ground, drains, waterways, or park wastewater systems will not be permitted. The Contractor shall dispose of water used for flushing during system testing in a manner that is consistent with the park protocol for disposal of gray water.
PART 2 – REFERENCE CODES AND STANDARDS
The following is a list of NFPA codes and standards that may apply to this scope of work. The Contractor shall use the latest version of the NFPA codes and standards listed below for the inspection, testing, and repair of specified fire protection systems.
• NFPA 13 (Standard for the Installation of Sprinkler Systems).
o NFPA 13D (Standard for the Installation of Sprinkler Systems in One- and Two-Family
Dwellings and Manufactured Homes).
o NFPA 13R (Standard for the Installation of Sprinkler Systems in Residential Occupancies up to and Including Four Stories in Height).
• NFPA 14 (Standard for the Installation of Standpipes and Hose Systems).
• NFPA 15 (Standard for Water Spray Fixed Systems for Fire Protection).
• NFPA 20 (Standard for the Installation of Stationary Pumps for Fire Protection).
• NFPA 22 (Standard for Water Tanks for Private Fire Protection).
• NFPA 24 (Standard for the Installation of Private Service Mains and Their Appurtenances).
• NFPA 25 (Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection
Systems).

• NFPA 72 (National Fire Alarm Code).

Although NFPA standards require inspections more than once a year, the contractor is responsible for performing the inspections once a year.
PART 3 – SCOPE OF SERVICES
3.1 Verify Fire Protection Systems Inventory (Appendix A)
The Contractor(s) shall travel to the park and verify the accuracy of the fire protection systems inventory to be inspected and tested as part of this scope of work. Particular attention should be given to the quantity and types of systems outlined by the park. The Contractor(s) shall make corrections to inventory as needed and submit a revised document with markups (in red) to the Contracting Officer (CO) for review. If inventory is substantially correct, the Contractor(s) shall perform the inspection and testing as outlined in Section 3.2. If significant errors or omissions are identified in Inventory which impact the terms of the contract, the Contractor shall bring this to the attention of the Contracting Officer (CO) within
48 hours and shall not proceed with work until this is resolved.
The inventory includes the following systems:
• Fire Detection and Alarm Systems.
• Water Spray Systems.
• Dry Pipe Fire Sprinkler Systems.
• Wet Pipe Fire Sprinkler Systems.
• Emergency Generators.
• Battery-Powered Emergency and Exit Lighting.
• Fire Doors and Dampers.
• Fire Pumps.
• Standpipe and Hose Systems.
• Water Supply Systems.
• Preaction and Deluge Systems.
3.2 Inspection & Testing of Fire Protection Systems
After verifying the accuracy of the systems inventory, the Contractor(s) shall perform the inspection and testing of the fire protection systems identified. This work shall be completed only by qualified personnel as outlined in Part 1 (Qualifications & Experience). This work shall be based on the minimum annual requirements as outlined in applicable NFPA codes and standards. Immediately following the inspection and testing, the Contractor shall complete and submit the NPS inspection forms (which cover the minimum requirements of the NFPA forms) and any pertinent NFPA testing forms for each system. NPS inspection forms (PDF format) will be furnished to the Contractor after contract award.
3.3 Identify System Deficiencies
The Contractor shall identify the deficiencies for each system. Each deficiency shall include the applicable code / standard citation(s) that warrant the repair. Each deficiency shall be identified as "minor", "essential", or "critical" (posing an imminent hazard or threat to employees, visitors, or the resource).
Repairs deemed to be "critical" shall immediately be brought to the attention of the Contracting Officer
(CO).
3.4 Develop Cost Estimates
The Contractor shall develop a Class C cost estimate to remedy the deficiencies and complete the repairs.
The Class C cost estimate shall be developed using historical cost data, RS Means, and/or local vendor quotes, and shall be prepared in accordance with the latest templates on the DSC Workflows website at:
http://www.nps.gov/dscw/dbbpredesign.htm. In addition to fire protection-related repair costs, the cost estimate shall include any patching, painting, trenching, re-vegetation, clean-up, or other finish work necessary to complete the work.
3.5 Five-Year Commercial Fire Inspection Report
The Contractor shall prepare and submit a report identifying which buildings/systems in the inventory are due for, or overdue for, the five-year inspection and testing requirements mandated by the applicable
NFPA standards (including but not limited to the NFPA 25 five-year internal pipe examination, gauge testing/replacement, and dry pipe/deluge/preaction full trip testing; and any NFPA 72–driven multi-year requirements). For each building/system identified, the report shall include:
• Building/facility name, asset number, and system type.
• The specific five-year (or other multi-year) inspection/test that is due or overdue, with the applicable NFPA code/standard citation.
• The date of the last documented five-year inspection where known, or a note that no record was available.
• The Contractor's recommended scope of work to bring the system into compliance with the five-year requirement.
• A Class C cost estimate to complete the recommended work, prepared in accordance with the DSC
Workflows templates (Section 3.4) and including any patching, painting, trenching, re-vegetation, clean-up, or other finish work necessary to complete the work.
Where a five-year inspection or test can be completed concurrently with the annual ITM field work, the
Contractor shall note this in the report and provide separate line-item pricing so the NPS may elect to authorize the work under this contract or a subsequent action. Any work beyond the annual ITM scope shall be authorized in advance by the Contracting Officer.

3.6 Minor Repairs Identified During Execution of ITM Scope
It is the intent of this Scope of Services for the contractor to dispatch technical staff to perform the ITM work with the capability of performing minor repairs, adjustments, or component replacements on sprinkler and alarm systems in conjunction with the ITM work. This includes adequate consideration of the technical expertise of ITM staff plus adequate consideration of dispatching the ITM staff with commonly needed components and parts for the park's alarm and sprinkler systems.
On occasion, while performing the ITM work, systems will be encountered for which minor repair or adjustment is necessary. Prior experience at Death Valley National Park has identified things like battery replacements in alarm systems, broken gauges on risers, communications failure to the monitoring service, etc.
Any repair work undertaken must be authorized in advance by the Contracting Officer. The NPS field technical staff, requisitioning staff, and the Contracting Officer will attempt to make such authorization quickly as soon as a deficiency that is outside of this Scope of Services is identified.
If authorization by the CO cannot be obtained in time to perform the additional minor repair during the
ITM field work, contractor shall include the deficiency in the appropriate cost estimate.
PART 4 – DELIVERABLES
The Contractor shall complete and submit the following deliverables in a timely fashion to the COR:
• Verify Scope of Work / Inventory of Systems (Refer to Part 1 and Section 3.1). Document any discrepancy between NPS data provided and conditions found in the field.
• NPS Annual Inspection Forms for each fire protection system (Refer to Section 3.2). Format: PDF files. Draft inspection reports shall be submitted for review and comment to COR within 7 days of the completion of inspection at each specific site. Final inspection reports shall be submitted within
7 days of receipt of comments from NPS.
• NFPA Testing Forms for each fire protection system tested (Refer to Section 3.2). Format: PDF files.
• Comprehensive list of deficiencies (Refer to Section 3.3). Format: MS Excel Document.
• Class C cost estimate (Refer to Section 3.4). Draft estimates shall be submitted for review and comment to COR within 7 days of the completion of inspection at each specific site. Final cost estimates shall be submitted within 7 days of receipt of comments from NPS.
• Five-Year Commercial Fire Inspection Report (Refer to Section 3.5), identifying the five year inspection date for all buildings/systems, buildings/systems due or overdue for five-year (or other multi-year) inspection/testing, the recommended work, and a Class C estimate to complete the work. Format: MS Excel deficiency/status matrix plus a PDF narrative report. Draft report shall be submitted for review and comment to COR within 7 days of completion of inspection, and the final report within 7 days of receipt of comments from NPS.
It is the responsibility of the contractor to ensure all required reports and cost estimates are finalized and accepted by the COR before the end of the performance period.
PART 5 – GOVERNMENT-FURNISHED INFORMATION
Materials
The NPS will furnish the following materials in support of this contract.
• Inventory of fire protection systems.
• Map of the park identifying the location of the assets / facilities.
• Construction or as-built drawings of the assets / facilities, if available.
• Photos of the assets / facilities and/or fire protection systems, upon request.
• NPS annual inspection forms.
• Backflow test reports upon request.
Services
The NPS will provide the following services in support of this contract.
• Provide a single point of contact for all contract administration.
• Provide additional background information, if necessary.
• Facilitate the logistics of the initial site visit to the park.
• Review vendor product submittals and provide comments in a timely manner.
PART 6 – ROLES AND RESPONSIBILITIES
Key Personnel
• Contractor Site Superintendent - The Site Superintendent shall be designated prior to the start of work. The Site Superintendent must be an employee of the prime contractor (not a subcontractor) and must be onsite anytime a subcontractor is performing work. The superintendent, or a designated representative in his/her absence, shall be available Monday through Friday, excluding
Government holidays, to discuss the work with the Contracting Officer or the COR.
• Fire Alarm/Sprinkler/Backflow Testing/Inspection Personnel – The Inspection Personnel must meet the requirements of NFPA 72 Paragraph 10.5.3 and applicable California codes and approved by the NPS Authority Having Jurisdiction and must have all of the proper certifications to perform the work describe above. Inspections duties may be performed by one or more employees as long as that employee holds the proper certifications for the work. One of the inspector personnel may also serve as the Site Superintendent as long as they are employed directly by the prime contractor.
Government Points of Contact
• Contracting Officer – Direct POC for contract related matters or questions. The CO is the only
Government Employee with the authority to make changes to the contract.
• Contracting Officer's Representative (COR) – Direct POC for Contractor appointed by the contracting officer. Shall review all deliverables and assist with site logistics.
