About this file
This is a Request for Quotation (RFQ) issued by the National Park Service for a service contract to grade and maintain Pearce Ferry Road at Lake Mead National Recreation Area. The solicitation number is 140P8126Q0022, with an offer due date of June 11, 2026 at 1:00 PM local time. This is a 100% total small business set-aside with NAICS code 237310 and a size standard of $45 million.
The work consists of maintenance and repair of approximately seven miles of dirt/gravel road, 40 feet wide, including grading and smoothing every five weeks (eight times total) beginning after award to discourage corrugation, watering and compacting for dust control, and maintaining existing crown, super-elevation, ditches, and culverts to ensure proper drainage. The base contract period runs from July 1, 2026 to April 7, 2027, with four option years available extending through May 31, 2031. The base contract includes routine maintenance line items (items 00010 and 00020) and three optional services (items 00130, 00140, and 00150) involving aggregate grading, delivery and grading of aggregate material, and monsoon/storm recovery equipment operations. Four additional option years (OY #1 through OY #4) contain similar line items with scheduled exercise dates. The National Park Service intends to award a single firm fixed price contract. Evaluation will be based on price, technical approach demonstrating project management capability and superintendent qualifications, and past performance with three recent project references. A mandatory site visit is scheduled for May 28, 2026 at 10:00 AM at the intersection of South Cove Road and Pierce Ferry Road. The contract incorporates standard FAR clauses and requires liability insurance of $1 million per person/$2 million per occurrence/$1 million property damage. Invoices must be submitted electronically through the Invoice Processing Platform (IPP). The acquisition is currently unfunded with funds expected to become available, at which time a contract will be awarded. Point of contact is Bradley Metler, National Park Service Contracting Specialist, at bradley_metler@nps.gov.
