About this file
This is Amendment #1 to a federal solicitation for road maintenance services at Pearce Ferry Road in the Lake Maho area, issued by the National Park Service (NPS), Power Resources (PWR) office located in Boulder City, Nevada. The solicitation number is 140P8126Q0022, with the amendment effective June 8, 2026, and the new closing date for receipt of offers extended to June 15, 2026 at 1300 PDT. The contract period of performance runs from July 1, 2026 to April 7, 2027.
The amendment addresses vendor questions and clarifications regarding the contract requirements. Key details include: payment for exercised options will be made upon completion of each option period rather than monthly; the South Cove area may be used for water access from the lake; NPS has provided a 40' x 38' warehouse for contractor equipment and fuel tank storage at coordinates 36°00'37.8"N 114°04'51.1"W with 24/7 access; fuel surcharge price increases above the June 8, 2026 rate will not receive additional contract funding; NPS will repair all culverts prior to contract start; diversion dikes may be constructed along the road; pilot cars are permitted for traffic control at contractor discretion; and maintenance is scheduled on a set five-week calendar cycle except for emergencies. The NPS will not fund sediment pond construction as part of this contract, though diversion dikes may be constructed to concentrate road damage to smaller areas.

AMENDMENT #1 6-08-26
• There is a total contract amount per year. When options are exercised, can the payout be monthly, or will the payout for an option come as the total for the entire year? Payment for an exercised option will come at the completion of the exercised option.
• Can the South Cove area be used to access water from the lake? Yes
• Where is the NPS yard located and what space is available for equipment? Also, can fuel tanks be stored and filled at that location? What are the hours/days of access? The NPS has a large empty warehouse, roughly 40’ x 38’ at this location that is acceptable for contractor use and storage: 36°00'37.8"N 114°04'51.1"W.
Fuel tanks may be stored there as long as the meet all proper safety requirements. Hours and days of access are 24/7.
• Do you have any jurisdiction over fuel sur charges for this project? If the fuel surcharges rise above the current rate as of June 8, 2026, will there be additional funds available in the contract to cover those costs? We have no jurisdiction over fuel surcharge pricing and won’t have additional funds as the project continues to cover past the original contract amount.
• We have current documented images to show damage to the culvert pipes along the road? Is the NPS planning to repair the culverts before the contract begins or should we plan on assisting? Would this include headwall repairs on both the inlet and outlet sides? The NPS will repair all culverts along the road prior to the contract beginning.
• Are there certain locations where you would prefer sediment ponds for road building are created, such as in the wash area? We are aware that this area receives large amounts of rain during the monsoon season and requires repair often. We believe this would be a good location to create a sediment pond because in addition to helping build the elevation of the road surface we could create diversions to promote longevity of the road over time. The NPS will look into constructing these as this is not part of the contract. Diversion dikes may be constructed along the side of the road to concentrate road damage to smaller areas.
• May a pilot car be used for traffic control in lieu of cones, flagmen etc. to keep traffic moving more freely to and from the lake? Road construction signs can be used to alert drivers as well. Yes, traffic control can be conducted at the discretion of the contractor as long as it is provided.
• We recommend the use of a water truck to help bind aggregate fines for the longevity of the road surface in the busy season and throughout the year. Noted.
• Is it possible to maintain the road more times i.e.: every 3 weeks in the busy season and less often in the winter months? This does not include road washouts etc. This can be considered as a contract mod after award.
