About this file
This is a Questions and Answers document for Solicitation 140P8126Q0005, a one-time cleaning services contract for Kelso Depot in Mojave National Preserve issued by the Department of the Interior National Park Service Pacific West Region. The project involves cleaning approximately 11,500-11,600 square feet of building space and is performance-based rather than an ongoing maintenance contract. The solicitation has been amended three times, with Amendment 0003 providing clarifications and responses to contractor inquiries. The quote submission deadline has been extended to April 14, 2026, at 10:00 AM (Pacific Daylight Time), with submissions directed to either michelle_a_harrison@nps.gov or michelle_harrison@ios.doi.gov.
The scope of work includes commercial steam cleaning and shampooing, wet-cleaning of 884 square feet of historic wood sash windows and frames using non-caustic cleaners, cleaning of a large commercial refrigerator/freezer unit in an industrial kitchen, mopping hard floor surfaces including foam padding squares in a basement weight room, and a minimum of two hours of outdoor sun sanitization for books, papers, and drawer contents with weather contingencies managed by the contractor. The contractor must provide paper products for their own use during cleaning operations but is not required to stock the building with paper products or toiletries. Prevailing wage requirements apply as specified in the SAM.gov solicitation. No bid bond is required, site visit attendance was not mandatory, and contractors may submit quotes regardless of site visit participation. Hazardous materials including asbestos and lead-based paint may be present in the building; contractors should take appropriate precautions in areas showing paint wear, such as windowsills. Power and water utilities are fully active and available for contractor use throughout the facility.

Questions and Answers 1
Q1. Who is the current contractor?
A1. There is no current contractor.
Q2. What is the current monthly charge of the current contractor?
A2. N/A - See Q1.
Q3. What is the term of the current contract?
A3. N/A - See Q1.
Q4. What is the square footage of the area(s) to be serviced?
A4. Approximately 11,500 – 11,600 ft² for the building.
Q5. Are there additional locations or scope of work added from the previous contract?
A5. No previous contract.
Q6. Will the awarded contractor provide the paper products/toiletries for this project? If yes, what are those products and what is the monthly consumables value?
A6. The contractor will need to provide the paper products for their use while cleaning.
No paper products are required to “stock” the building (kitchen/bathrooms).
Q7. What is the FREQUENCY, DAY and TIME cleaning schedule for this project?
A7. Per the solicitation and revised SOW, amendment 0001, this is a one-time cleaning.
Q8. Is a bid bond required/mandatory for this project?
A8. No bid bond is required.
Q9. Is there a prevailing wage?
A9. Yes, and it is an attachment to the SAM.gov solicitation.
Q10. HVAC and Worker Safety: The SOW indicates that the new HVAC system is not yet operational. Given the requirement for personnel to wear N95 respirators or equivalent protection, will the Government provide temporary ventilation, or will the Contractor be permitted to open windows and exterior doors to maintain safe working temperatures and airflow within the facility?
A10. Windows and doors can be opened, however workers need to be mindful of opening up anything on the ground floor of the depot, as many are large enough for people to easily enter the building through. Best practice would be to only have ground floor windows open when someone is in the room to monitor them. Windows and doors need to be closed and secured when leaving the building, including on the top floor.
Q11. Active Utilities: The SOW requires the operation of commercial steam cleaning and shampooing equipment. Can the Government confirm that electrical power and a water supply are fully active and available for contractor use at the facility?
A11. Yes, power and water are fully active at the facility, and available for contractor use.
Q12. Quantities for Historic Windows: The SOW references a “large quantity” of historic wood sash windows and frames requiring wet-cleaning with non-caustic cleaners. To ensure accurate labor and material pricing, can the Government provide an approximate count or total square footage of these windows?
A12. 884 ft², see attached document titled “Window Information.”
Q13. Sun Sanitization Weather Contingencies: The SOW mandates a minimum of two (2) hours of outdoor sun sanitization for books, papers, and drawer contents. Is there an approved contingency plan or alternate indoor sanitization method in the event of inclement weather (e.g., high winds, rain) during the 32-day period of performance?
A13. There is no contingency plan or alternate indoor method to the sun sanitization requirement. Contractors will need to monitor the weather and plan their work accordingly.
Q14. Commercial Refrigerator Logistics: Regarding the industrial kitchen, the SOW requires moving and cleaning out a large (triple-wide) commercial refrigerator/freezer. Is this unit currently empty and disconnected from power, and will the Contractor be responsible for any mechanical or electrical disconnection/reconnection required to move the unit safely?
A14. This unit is connected through a standard wall plug that is currently unplugged.
Q15. Basement Foam Padding Squares: The SOW states that hard floor surfaces in the basement, including the foam padding squares in the weight room, must be mopped. Does the Government require the Contractor to lift and remove the foam squares to clean the concrete underneath them, or is the contractor only required to mop the exposed top surfaces?
A15. These are the interlocking foam tiles like in many gyms or playrooms for children. Workers should mop the foam tiles, then remove the foam tiles that are not pinned by large heavy machines, mop the floor underneath, and reassemble the foam tiles once everything is dry.
Q16. Is attendance at the April 1 site visit mandatory in order for an offeror to remain eligible to submit a quote?
A16. No, site visit attendance was not mandatory.
Q17: If a company did not attend the site visit, may it still submit a responsive quotation by the April 9, 2026, due date?
A17: Yes, you may submit a quote even if you didn’t attend the site visit. See the “update” section above for the new closing date.
Q18: Will any site visit notes, sign-in sheet, photos, or clarifying information be distributed to all prospective offerors?
A18: The sign-in sheet is provided/attached with this amendment.
Q19: Are there any additional amendments or updated Q&A responses expected before quotes are due?
A19: Yes, amendments 1 & 2 were already posted. This is the 3rd amendment being posted. All are available at SAM.gov.
Q20: Has a hazardous materials survey been completed for the building, specifically for asbestos containing materials (ACM) and lead based paint?
A20: According to the historic structure report, which was written BEFORE the NPS renovated the Depot in the early 2000s, there was some asbestos abatement done when the historic heater was removed. It is likely we will have done additional remediation since the report was written. The short of it is though that there should not be any asbestos present in the spaces the cleaners are working in. Lead paint is possibly present but should have been painted over, but we're not sure whether it is present, and if so, what sort of abatement may have been performed beyond containment. Anywhere there is apparent wear on the paint, such as windowsills, those would be areas to take appropriate precautions to limit exposure.
The 1997 report indicates that no asbestos was found in the following: wall and ceiling plaster (all layers); floor leveling compound; residual black or brown floor tile mastic; exterior wall plaster (all layers); non-skid stair tread adhesive and associated mastic; drywall, joint tape and compound; or 2 feet by 4 feet [acoustical] ceiling tile. Additionally, roofing materials are presumed to contain asbestos as well as the crawl spaces; neither of these areas are in the cleaning statement of work (SOW).
Q21: Please confirm whether hazardous material handling (including asbestos and lead) is included in scope or handled by a licensed contractor.
A21: See answer #A20.
