About this file

This is a Scope of Work document for one-time deep cleaning services at Kelso Depot, the flagship visitor center for Mojave National Preserve. The objective is to enhance visitor experience and address health and safety issues resulting from the facility's closure over the past five years due to HVAC failure. The approximately 11,500 square-foot depot requires comprehensive cleaning prior to reopening, as years of accumulated dust, dirt, and rodent contamination (urine and feces) present hantavirus concerns. Although recent testing showed no hantavirus presence, protective measures including N95 masks and respirators are recommended for workers.

The cleaning requirements encompass most building areas except three locked rooms housing historic exhibits (two on top floor, one on ground floor) which NPS staff will clean separately. Specific tasks include steam cleaning and shampooing all carpeted areas; mopping all hard floor surfaces with anti-viral sanitizing cleaner (flooring cannot be swept prior to mopping due to hantavirus concerns); moving and cleaning under/behind movable furniture; cleaning affixed items inside and outside with non-caustic cleaners; wet cleaning historic wood sash windows and frames with non-caustic cleaner; opening and cleaning drawers of rodent droppings; and placing items in direct sunlight for minimum two-hour sanitization. The scope details three floors: the top floor contains five offices, mailroom, lunchroom, large office, employee restrooms, closets, elevator area, storage room, exhibit areas, walk-in closet, map/reading rooms, and hallway; the ground floor includes ticket office, baggage room, hallway, bookstore, exhibit rooms, main lobby with historic features, industrial kitchen, back entry, and auditorium with approximately 26 upholstered chairs requiring steam cleaning; and the basement comprises weight room with equipment, billiard room, multiple restrooms, storage rooms, maintenance closet, janitor's closet, and service areas with various flooring types including foam padding squares.

Scope of Work – Kelso Depot One-Time Cleaning in preparation for reopening

Mojave National Preserve requires one-time deep cleaning services for the depot after years of closure

Objective

To enhance the park visitor experience, and address health and safety issues of visitors, park employees and partners.

Project details

The Kelso Depot is the flagship visitor center for Mojave National Preserve but has been closed for most of the last five years due to HVAC failure. A new HVAC system has been installed but is not yet operational.

However, the depot is also not ready to open yet due to a lack of cleanliness. Years of dust and dirt have accumulated, and rodents have left behind significant amounts of urine and feces.

Although recent testing of rodents did not find any evidence of hantavirus, the risk remains, and the building must be cleaned accordingly. At approximately 11,500 square feet total, this is a task beyond the ability of park staff to complete in a timely manner. For this cleaning purpose recommend the wearing of N95 masks and they may want to wear some type of respirator protection.

Areas in need of cleaning under contract:

Most areas of the building would be included, except for three rooms housing historic exhibits.

These three rooms, two on the top floor and one on the ground floor, are locked and will be cleaned by NPS staff according to museum guidelines.

Cleaning Requirements

This is a one-time deep cleaning of Kelso Depot, prior to its re-opening.

All carpeted areas will need to be steam cleaned and/or shampooed.

All hard floor surfaces (to include the foam squares in the basement) will need to be mopped with a sanitizing (anti-viral)floor cleaner. Flooring cannot be “swept” before mopping due to

Hantavirus concerns so these areas may require more than one mopping to be fully clean.

Movable furniture, found in several rooms, shall have the furniture moved and cleaned under and behind with a sanitizing cleaner (anti-viral); non-caustic where noted.

Affixed items shall be cleaned inside and outside with a sanitizing cleaner (anti-viral); non-caustic cleaners where noted.

Historic wood sash windows & frames themselves (large quantity) will need to be “wet cleaned” with a non-caustic cleaner. They are not airtight and large amounts of dirt/dust have accumulated on the wood.

Drawers will be opened and cleaned of any rodent droppings or urine with a sanitizing cleaner

(anti-viral); non-caustic where noted. Items in the drawers and on shelves need to be placed outside in the sun for sanitization purposes.

Sun sanitization will be for a minimum of two (2) hours. Items being placed outside will need to be monitored to ensure they don’t blow away or visitors don’t take them.

The top floor consists of the following rooms/spaces that would need to be cleaned.
