About this file
This document contains questions and answers related to solicitation number 140P8121R0009 to replace a water well supply line at Lake Mead National Recreation Area. The solicitation requests replacement of approximately 6 inches of C900 water supply piping. Bidders may use experience from both government and private sector projects in their proposals. Major water disruptions require 3 business days notice to the National Park Service. There are no liquidated damages associated with this project and the final 10% of payments will be retained until receipt of operation and maintenance manuals, as-built drawings, final inspections, and permit closeouts. The notice to proceed will allow 5 days to begin mobilization and preliminary work, with the preconstruction meeting determining the final start date. Omission of a fax number will not render a proposal technically unacceptable if a contact phone number is provided instead.

Submitted Questions:
1. Is it required that relevant project experience be with the government? Or can we use projects performed in the private sector?
Example Projects do not all have to be all government projects. Private sector work will be considered.
2. Project Specifications 1.5 paragraph 5 ask for 8” C900. 1.1 paragraph 4 calls out 6”. Should the C900 be 8” or 6”?
The 8” pipe size shown in the estimate quantities is a typo mistake. The size of the pipe should be 6”.
3. How many days notification does the NPS need before water is shut off?
3 business days are requested for major disruptions in service requests. See section 1.3 QQ Item 2.
4. Do liquidated damages apply to this project? If so what are they?
There are no liquidated damages.
5. What percent retention is held on this project?
The final 10% of the project funding and billing is retained for receipt of O&M manuals, as‐builts, final inspections and permit closeouts.
6. The solicitation in block 13 states contractor shall begin performance 5 days after NTP.
Specifications section 1.6 states 30 after NTP. Which one applies?
A pre‐construction meeting will be scheduled upon request of the contractor and upon receipt of all Division 1 items and permits for start of construction. After the pre‐con meeting is held, a NTP date will be decided upon and approved by the CO.
The statement stating that field work should state 5 days after NTP should be followed.
This work may include mobilization, equipment delivery, field surveys/staking and utility marking.
7. Section L (2) (ii) & (iv) of the solicitation ask for a facsimile number. Will we be considered technically unacceptable if we did not list a facsimile number? Will a phone number be sufficient?
If a contractor does not have a facsimile number and leaves it off, the proposal will still be accepted. A contact phone number is needed and will be sufficient.
