About this file
This document contains clarification questions and responses for a federal contract solicitation to rehabilitate the Consolidation Point facility at Lake Mead National Recreation Area. Key details include that the contractor will be required to remove an existing wind turbine and solar power system, install a new pre-fabricated shelter with minimum 32-inch and maximum 48-inch door, erect a new tower with radio antennas mounted between 20 and 30 feet above ground level, and design tower foundations and grounding systems for normal soil conditions. The contractor will also need to dispose of existing equipment and arrange work schedules to minimize downtime for microwave radio systems during the transition to new equipment. Standard commercial door locks, onsite concrete mixing if strength requirements are met, and perimeter fencing no less than 40 feet by 40 feet are also addressed.

2 Door size for the Pre-Fab shelter Min 32in max of 48in 3 SOW States width and length what is the height. Interior height of 8ft required.
Make/model of the microwave antennas as well as elevations on the new tower. What is the sites AMSL

AMSL
5 Confirm that the wind turbine is not to be reinstalled The wind turbine is to be removed and disposed of
Concrete batch trip time could be problematic. Is onsite truck mixing of concrete allowed
As long as concrete breaking strength required by foundation design is achieved this would be allowed with the caveat that all OSHA and EPA guidelines are followed for clean up and containment.
7 Is the solar power system equipment to be re-used Existing solar power system is to be removed and disposed of. New equipment will be required.
What are the foundation and grounding systems to be designed for
Tower foundation and site grounding systems are to be designed for "Normal Soils" for the site location
In lieu of heavy equipment assisting deliveries to the site is the contractor allowed to make improvements to the access road
The Chief of Maint supports improvements to the road as long as it is within compliance.
10 What shelter door security is required Standard commercial door locks with a deadbolt that has a changeable core.

What are the dimensions for the optional perimeter chainlink fence. 40ft x 40ft square as a minimum
Construction process flow for removal of old equipment
Work schedule to be arranged so that the new tower/shelter and power systems are in place and operational prior to the radio equipment being transferred from the old tower/shelter in order to limit the amount of down time to the microwave radio system.
