1. (a) Confirm that FAR 52.219-14 (Limitations on

Subcontracting) applies to this contract and that the 15% cost-of-contract performance requirement for general construction is the applicable threshold.

(b) For purposes of the LIMITA_1 reporting calculation, confirm whether subcontractors performing electrical, plumbing, roofing, and window installation work — if they are themselves verified small businesses in the applicable NAICS codes — qualify as 'similarly situated subcontractors' and therefore excluded from the non-similarly situated subcontractor calculation.

(c) What NAICS code(s) is the government assigning to this contract, and what is the corresponding size standard?

(d) When and in what format must the LIMITA_1 report be submitted — at contract completion only, or at each progress payment milestone?

(e) If the prime's own self-performed work plus similarly situated subcontractor work falls below the 15% threshold due to field conditions requiring additional specialty trade work, what is the government's remedy process?

a. FAR 52.219-14 applies.

Contractors will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded.

b. Businesses considered small under NAICS 236220 and $45.0 Million will be considered similarly situated.

2. (a) Confirm whether the government intends to incorporate General Decision No. IN20260054 (Residential) or an alternative Building/Heavy construction wage determination for this project.

(b) Which specific craft classifications will govern the following scope items: (i) fiber cement lap siding installation — Carpenter or a separate Siding classification? (ii) ZIP System R-Sheathing installation — Carpenter? (iii) EPDM roofing — Roofer at $27.22/hr? (iv) aluminum-clad wood window installation — Carpenter? (v) electrical circuit relocation — Electrician at $27.00/hr? (vi) gas/plumbing line relocation — Plumber at $34.01/hr?

(c) The wage determination identifier in the solicitation is not listed — confirm the exact General Decision number and modification number to be incorporated into the contract at award.

(d) If the wage determination is updated between bid and award, confirm the government's process for adjusting the contract price.

3. (a) Will the government confirm the governing color standard — Federal Standard 595c 10032, the Hardie Plank 'Toasted Brown' factory color, or a custom field-mixed match — prior to award?

(b) What is the government's approval turnaround time for paint/siding color submittals and mockups, and will the mockup approval clock start upon submission or upon the government's scheduled review?

(c) If the approved factory color requires special-order product with lead time exceeding 4 weeks, will the government issue a schedule adjustment?

a. This will be done through the submittal process after award.

4. (a) Will the government issue window operating type designations for each of the 22 windows prior to bid, or is the contractor to assume a single operating type for all windows?

(b) Are dimensioned drawings for window rough openings and framing conditions available and will they be issued as part of the solicitation?

(c) If field-measured dimensions differ from Table D, does the contractor bear the cost of any resulting window re-orders or custom fabrication, given that lead times for aluminum-clad wood windows typically exceed 12–16 weeks?

a.Existing windows shall be replaced in kind.

b. All dimensions have been provided with the solicitation but contractor is required to verify all measurements.

c. All measurements must be verified by contractor in the field.

5. (a) Has a licensed structural engineer reviewed and approved the attachment of 2-inch ZIP System R-Sheathing over the existing wall assembly for compliance with the 2024 Indiana Building Code wind load and lateral bracing

a. The 2” Zip System R- Sheathing is not considered a structural element and should be installed per 2024 building code requirements?

(b) Will the government provide a stamped engineering calculation or specification revision confirming the fastener schedule for the over-clad sheathing installation, or is the contractor responsible for obtaining this engineering?

(c) If the existing OSB is determined to be in inadequate condition to receive fasteners per manufacturer requirements, what is the government's direction for substrate preparation or replacement?

b.contractor shall follow 2024 Indian building code c.The specifications require the contractor to inspect and replace 10% of existing OSB and wood frame on each building. Take into consideration a 2” Zip System shall be installed on top of existing OSB and recommended product is approx. 7/16” which will provide an embedment for to receive fasteners per manufacturer’s specification.

6. (a) Has the government conducted a Hazardous Materials Assessment (HMA) or asbestos-containing materials (ACM) survey of the exterior wall assemblies — including existing siding, rigid insulation, joint compounds, and caulking — on B-101, B-104, and B-105 prior to issuing this solicitation? If so, provide the complete survey report including bulk sampling results and laboratory analysis.

(b) If no ACM survey has been conducted, does the government presume the existing siding and associated materials to be asbestos-containing for purposes of this contract, triggering NESHAP notification requirements under 40 CFR Part 61 Subpart M and Indiana 326 IAC 14 prior to demolition?

(c) Has a lead-based paint (LBP) assessment or XRF survey been conducted on the exterior siding surfaces of all three buildings? If so, provide results. If not, confirm who bears regulatory compliance responsibility under 29 CFR

1926.62 and the EPA RRP Rule (40 CFR Part 745) for the siding removal scope.

(d) If ACM or LBP is discovered after siding removal commences, confirm that the contractor is entitled to a full work stoppage, equitable adjustment for abatement costs and schedule impact, and that this constitutes a differing site condition under FAR 52.236-2 — given that no pre-bid survey data was provided to bidders.

(e) Is the contractor required to submit an Indiana NESHAP demolition/renovation notification to IDEM prior to commencing siding removal, and if so, will the government provide the required ownership and facility information necessary to complete that filing?

7. (a) Clarify whether the three buildings (B-101, B-104, B-

105) are currently listed on or are being considered for listing on the National Register of Historic Places (NRHP), a.NEPA & Section 106 have been completed.

and whether Section 106 of the National Historic Preservation Act applies to this project.

(b) If the site is under NRHP consideration, what restrictions apply to the contractor's means and methods (e.g., fiber cement siding selection, window replacement, color requirements)?

(c) Who has final approval authority for product selections

— the COR alone, or a State Historic Preservation Officer (SHPO) or consulting party?

8. (a) Will the government coordinate and obtain all internal building utility shutdown approvals, or is this solely the contractor's responsibility?

(b) Are the buildings continuously occupied during construction, and if so, are nighttime or weekend shutdown windows available for critical utility interruptions exceeding 2–3 hours?

(c) Is any emergency generator or temporary power infrastructure required to maintain building operations during electrical shutdowns, and if so, is that within the contractor's scope?

a.All internal utility shutdowns shall be coordinated with COR.

b. BLDG 101 & 104 are continuously occupied. Any utility disruptions must be coordinated with

COR.

c.Work will be performed Mon thru Fri. Weekend and Holiday work must be approved by contracting officer.

9. Has the government conducted a lead-based paint assessment or XRF survey of the three buildings? If so, please provide the complete report.

If not, (a) who bears responsibility for lead hazard identification, abatement, and regulatory compliance under 29 CFR 1926.62 (OSHA Lead in Construction) and 40 CFR Part 745 (EPA RRP Rule), and

(b) will the government issue a Change Order for any required lead abatement work, or is this considered included in the base bid?

10. Confirm that (a) no as-built drawings or framing surveys exist that would allow bidders to independently verify framing spacing prior to bid,

(b) framing remediation quantities exceeding 10% of walls will be treated as a differing site condition entitling the contractor to an equitable price and schedule adjustment, and

(c) the government will provide written COR direction for each area of additional framing identified post-siding removal before the contractor is required to proceed.
