Fire and Intrusion Alarms Replacement – INDU
Questions and Answers listed below: Questions 2-31 were sent as an RFI during Q&A period
QUESTIONS:
Question # Question Answer/Response 1 .5/30/25 1. The delivery schedule states 180 days after
Notice to Proceed. Is there any flexibility with this timeline, or is an extension possible?
2. Are there any liquidated damages associated with this project?"
The PoP is the set number of days in which to complete the project
Liquidated damages were not used in this requirement
2. 5/30/25 General Scope and Condition- Can you confirm whether site access to all locations is unrestricted during normal working hours, or are there any seasonal closures or restricted areas?
Except for the Dunes Learning Center, Paul H Douglas Center, Chellberg Farm, West Beach Fee Collection, West Beach Contact Station, Calumet Dune Pumphouse, Bailly Chellberg Contact Station and the Portage Lakefront Pavilion all the other areas are open to the public except for the mechanical or electrical rooms.
3. 5/30/25 General Scope and Condiditon- Must all existing non-operable systems be removed before installing new systems at specified locations, or can they be removed in parallel?
Parallel removal is highly recommended to reduce public disruption and ensure monitoring, especially at the Dunes Learning Center when children are present.
4. 5/30/25 General Scope and Condition- Can the owner confirm if any specific phasing plan is required, especially across multiple PMIS locations?
The park will prefer to complete first the Base contract portion first and them the options. A project schedule is required for park approval.
5.5/30/25 General Scope and Condition- For buildings utilizing existing networks for alarm communication, can the owner confirm the network status and availability at each location?
Except for the DLC, Portage Lakefront and Paul Douglas Center None of the alarm will touch any of the NPS network in this project.
6.5/30/25 Historic Preservation- (Chellberg Farm)- Are there any specific methods or materials required
Use ASTM C926 3 coats of paint.
for restoring historic plaster or finishes beyond those specified in Division 09?
7.5/30/25 Historic Preservation (Chellburg Farm)- Will a preservation specialist or CO representative be present during any work affecting historic structures?
The COR will serve as the main contact and will communicate directly with the Park's Historic Architect.
8.5/30/25 Intrusion and Access Control- Can the government confirm if any specific hardware models or manufacturers are preferred or required for intrusion detection?
All equipment, and materials shall be as approved or listed by the following: (Unless approval or listing is not applicable to an item by all acceptable manufacturers.)

9.5/30/25 Intrusion and Access Control- Are the access control systems expected to interface with existing building systems (e.g., HVAC, lighting) or be standalone?
The access control systems should be standalone systems.
10.5/30/25 Utilities and Existing Conditions- Can you confirm the availability and capacity of existing electrical panels to support new alarm and access control systems at each site?
we have electrical capacity in all locations except the Chellberg Farm.
11.5/30/25 Utilities and Existing Conditions- Are as-built drawings or utility maps available to help identify existing conduit pathways or utility interferences?
All the available drawings have been included as part of the contract documents.
12.5/30/25 Utilities and Existing Conditions- Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
There are no soil boring reports available. There is no guarantee that any excavation will be free of rocks and obstructions, even though the primary soil in this area is sand.
13.5/30/25 Environmental and Regulatory Compliance- Is there any known presence of asbestos or lead paint in any of the work areas, especially in older or historic buildings?
No asbestos or lead has been found in any working areas related to this project. If the contractor discovers any materials that seem to contain lead or asbestos, they must notify the Contracting Officer Representative (COR) immediately.
14.5/30/25 Environmental and Regulatory Compliance- Are there any specific decibel limits or additional local restrictions on work during regular hours?

15.5/30/25 Environmental and Regulatory Compliance- Is this project tax exempt?

Although the federal government is tax-exempt, this exemption does not apply to contractor material purchases unless the federal agency directly purchases those materials.

16.5/30/25 Submittals and Approvals- What is the anticipated review and approval time for initial submittals and shop drawings?
Specifications require a minimum of 15 days for approval. The park typically approves submittals within 5 days after the approval process.

17.5/30/25 Submittals and Approvals- Will substitutions for fire/intrusion system components be considered if equivalent to specified items? What is the timeline for review?

18.5/30/25 Logistics and Temporary Facilities- Are contractors permitted to use adjacent paved areas for staging and storage, and are any additional permits required?
Staging areas have been identified in the drawings if additional space is required coordination with the COR will be required.
19.5/30/25 Logistics and Temporary Facilities- Will portable toilets be required at all locations, or are there any existing facilities that may be temporarily used?

20.5/30/25 Administrative and Project Management- Do the Superintendent, SSHO, and QC Manager need to be three separate individuals?
A Superintendent, Site Safety and Health Officer (SSHO), and Quality Control (QC) Manager may be the same person for this project, although the contractor must adhere to any applicable local or state regulations (see Specification 26 05 00, Section D).
21.5/30/25 Administrative and Project Management- The contractor must reach out to
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

The contract office will provide a copy of the site visit attendance sign-in sheet.
23.5/30/25 Administrative and Project Management- When do you anticipate on-site work starting?
Site work shall start after NTP and submittals have been approved.
24.5/30/25 Administrative and Project Management- Are third-party inspections required?

25.5/30/25 Administrative and Project Management- Is permitting required?
NPS does not require a permit for this project; however, the contractor must follow Specification 26 05 00 Section D regarding all other necessary permits and licenses.
26.6/2/25 What is the FT symbol in the rectangle? It’s not shown on the symbol list. Looks like a pull station by where I see them on the drawings, but the symbol legend shows just an F in a rectangle and the riser shows both. Please clarify intent.
The FT in a rectangle is fire alarm pull station. F within a rectangle and a triangle above it is a combination audio/visual device, These symbols are keyed on sheet E0.0.
27.6/2/25 What is keynote number 4 supposed to be on the fire alarm riser? There’s a key note tag #4 on the fire alarm riser but no corresponding note #4.
I understand that Keynote 4 should be the NAC Panel, 28.6/2/25 Is wireless intrusion an option or are we required to hardwire to everything?
Wireless intrusion is an option for those areas specified in the drawings. Otherwise anything else need to be hardwire.
29.6/2/25 In the specifications, it’s showing they want fire alarm to dial the main office. Are they their own AHJ or can we have the dialer call out to a central station that can alert them? Please clarify intent.
The park is the Authority having Juridtion.
30.6/2/25 Can the door hardware schedule for the access control be provided?
The contractor needs to provide the hardware.
31.6/2/25 Is Lenel S2 Elements an acceptable alternative to Lenel S2 Onguard?
Per IT and LE review, contractor will be required to demonstrate how Elements meets or exceeds Onguard salient characteristics.
33. 6/4/25 On the Bailly Chellberg Farm outbuilding drawings on E8.1 and E8.2 they’re asking for wireless fire alarm devices and no trenching allowed. Question: is there
The barn, and the sugar shack have power, but no the chicken coop or the granary.
existing power going to the barn, granary, chicken coop or sugar shack? Reason for asking is that there is a wireless fire alarm panel option, but the distances between buildings might not allow the devices to be connected (still researching on my end as well).
34. 6/4/25 If wireless is not an option due to distance(s) do they want no protection or, referring to question 1 above, would they want an individual panel in each outbuilding with existing power?
