1. Is the geotechnical report for the project available for review?
A geotechnical report was completed by HDR and is dated March 15, 2022. It is attached for reference.
2. Who pays for soils testing, e.g. compaction, etc., the contractor or the owner?
The Contractor is to employ and pay for services of a licensed third party testing laboratory for all material evaluation and special inspections as required in the specifications.
3. Has the project received full funding? The project is funded and full funding will be in place prior to opening of the bids
4. Could you please specify an anticipated date for the project award? We are taking potential dates into consideration so that we can closely coordinate seasonal-dependent tasks within the specified 270-day performance period.
The anticipated award date will be early summer 2024. A firm award date is dependent on review times once the bid has been opened
5. Will the contractor need to consider permits related to areas adjacent to the project site (such as wetlands permits from the US Army Corps of Engineers), and if so, have these permits already been obtained
Yes, the Contractor must follow all permit conditions including: Ohio EPA National Pollutant Discharge Elimination System (NPDES) – Construction Site Stormwater General Permit and SWPPP; US Army Corps of Engineers Nationwide Permit and Preconstruction Notification. The NPS has applied for both permits.
The NPDES permit has been obtained and the USACE NWP is under-review and expected prior to the project award.
Additionally, the Contractor must adhere to the construction documents as reviewed by the State Historic Preservation Office (SHPO) deemed to have No
Adverse Effect if the work is completed as proposed. The Brandywine Creek Culvert was previously determined eligible for listing in the National Register of Historic Places and is included in the Park’s List of Classified structures. All proposed work must meet the Secretary of the Interior’s Standards.
