RFP 140P6218R0015

A. To be eligible for this Historically Underutilized Business Zone (HUBZone) contract, the Offeror must be an SBA-Certified HUBZone small business concern both at the time of its initial offer and at the time of contract award. If Offeror is not a HUBZone concern at the time of its initial offer, or if the offeror is not already registered and active in the System for Award Management (SAM) (www.sam.gov), and/or have not completed the Representations and Certifications prior to submission of its offer to the Contracting Officer, the offer will be ineligible for consideration. The Offeror’s SAM registration, Representations and Certifications, and SBA HUBZone certification will be verified by the Contracting Officer during the Contracting Officer’s initial review of offers received. If it is found the Offeror is not registered and active in SAM, has not completed the required Representations and Certification, or if the Offeror is not found to be an SBA-certified HUBZone small business concern in accordance with 13 CFR Part 126, the Offeror will be notified that its offer is ineligible for consideration.

Note: As part of the Offeror’s proposal submission, in the Clauses and Provisions of the solicitation, under Provision 52.204-8 Annual Representations and Certifications, paragraph (b)(2), Offeror is to select either block (i) or (ii), as applicable, and submit that page with its proposal. If block (2) is checked, the Offeror must then also submit the completed individual representations and certifications with its offer.

B. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation. The response shall consist of three (3) separate parts: Factor I – Technical Proposal, Factor II – Past Performance, and Factor III – Price Proposal. Proposals shall be submitted via email to the Contracting Officer, Kathryn Logsdon, at kathryn_logsdon@nps.gov. All documents submitted in Offeror’s proposal shall be provided in Adobe PDF Format. Response to this solicitation must be submitted so they are received by the due date and time specified below:

Due Date Due Time

Wednesday 5/16/2018 3:00 p.m. Central Time

C. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer’s opinion, price competition is insufficient to support a determination of price reasonableness, additional price information or a detailed breakdown of pricing information to support a price reasonableness determination will be requested from the Offeror, at which time the Offeror shall promptly furnish.

D. SPECIFIC INSTRUCTIONS:
