About this file

This is a Questions and Answers document for federal contract solicitation 140P5426Q0004 regarding the fabrication and delivery of signs for CASA and FOMA parks. The question deadline was February 18, 2026 at 4:00 PM EST.

The document addresses seven clarifying questions from prospective contractors covering contractor responsibilities, material specifications, and design requirements. Key clarifications include: the contractor must provide complete fabrication including all frames, poles, posts, and hardware with park staff only responsible for installing hardware; park staff may verify measurements if needed based on contractor documentation; ADA and pedestrian signage should use direct print to aluminum rather than reflective materials, with vinyl not recommended for pedestrian signs; "No Smoking" signs should follow the same material guidance as other pedestrian signage; contractors should refer to the FOMA signs and quantities document for pricing images in extra drawings; background colors for signs should follow attachment A2 (CASA 2021-1185-MP-03 Fabrication Details); and for CASA 43.1 Pay to Park signage, the requirement specifies 2 of each sign design with posts based on the CASA Signs & Quantities Document, without specifying a preference between the 9x18" or 24x22" design options mentioned in the question.

QUESTIONS AND RESPONSES

CASA & FOMA – FABRICATION AND DELIVERY OF SIGNS

– 140P5426Q0004

Note: The following questions were received prior to the deadline for questions which was 02/18/2026 at 04:00PM EST as per the solicitation.

1. Are we just shipping to the parks? Are the parks employees assembling frames and installing?

Yes. The contractor is providing all of the frames, poles/posts, hardware, etc. Park staff shall only be required to install hardware (bolts, nuts, screws, …). The park staff shall not be required to cut, bend, weld, … All fabrication work shall be completed by the contractor.

2. Is park service to verify measurements or do we field verify?

Documentation should have the correct measurements. If verification needed, park staff could verify.

3. For ADA signage - Would you prefer Photopolymer or direct print? Compression Form? High pressure laminate? Acrylic with Applique?

Only road signs should be reflective. Do not make reflective pedestrian signs. If these are rigid panels, suggest using direct print to aluminum so they’ll match all other signs in the requirement.

Vinyl is not recommended for pedestrian signs. Recommendation is to require aluminum as indicated in the fabrication specifications.

FOMA Questions:

4. Extra drawings - No smoking signs need to be vinyl stick On's or Image transfer on Aluminum

0.08"? Retroreflective exterior?

Only road signs should be reflective. Do not make reflective pedestrian signs. If these are rigid panels, suggest using direct print to aluminum so they’ll match all other signs in the requirement.

Vinyl is not recommended for pedestrian signs.

5. Extra drawings - Do all images in "extra drawings" need to be quoted? With what quantity?

Material?

Please refer to FOMA signs and quantities.

6. What is the preferred colored background NOT called out signs, if needed? (Example; CASA

10.0 will be in a built frame, is the dark brown preferred or the lighter background beige preferred? If a back color is even requested or leave exposed aluminum?)

Please refer to the attachment A2 – CASA 2021-1185-MP-03 Fabrication Details. For example, CASA D 4.0.

CASA Question:

7. 43.1 - Pay to park is there a decision as to which design won? 9x18" or 24x22"?

Based on CASA Signs & Quantities Document: CASA 43.1 Pay to Park & Enforced, 2 of each sign with posts.
