Questions and Answers
140P5325Q0015 Amendment 2
1. Question: Do we have a full equipment list with model and serial numbers?
Answer: Yes, to some extent. We have the full make and models, as well as capacities for each HVAC unit within the Visitor Center, as well as historical FMSS Database information, that can provide installation dates, serial numbers, and model numbers. Other components of the HVAC systems are not as thorough and specific information needed by the contractor will have to be requested on an as-needed basis. MACA HVAC Specialist may have to be consulted based off the information requested.
2. Question: Is there access to mechanical drawings for the space?
Answer: Yes, Hardcopies kept at the Facility Management office. O&M Manuals for complex rehabilitation, as well as warranty information is available. As-builts are attached.
3. Question: Is the full system needing the water balance?
Answer: Yes.
4. Question: Is there any mechanical work besides preventative maintenance in the scope?
Answer: Yes o VAV Optimization: The HVAC system contains 15 Variable Air Volume (VAV) units, which regulate airflow to different zones within the visitor center. To improve efficiency and comfort levels, the contractor shall inspect and optimize the operation of each VAV unit, ensuring proper air distribution throughout the facility.
o WATER BALANCING: the contractor may perform a comprehensive water balance for the HVAC system. Water balancing ensures that the correct flow rates are maintained throughout all hydronic components, preventing inefficiencies in the cooling and heating process
5. Question: Please clarify proper sequence of operation.
Answer: We set up the Scope of Work breakdown in the SOW to reflect the sequence in which the work should be performed, based off our understanding of the state of the system from our SME. Please see below for the sequence:
• (1) Network System Upgrade (Qty: 1, TAG: NET) o The contractor shall upgrade the existing JACE 8000 controller to the latest version of Tridium Niagara, the building automation software that manages the HVAC control system. This upgrade will enhance system performance, improve user interface functionality, and provide better system monitoring and automation capabilities.
o Software Upgrade & Compatibility Verification: The contractor shall install the latest version of Tridium Niagara, ensuring full compatibility with the existing system hardware.
o Database Verification & Correction: Upon upgrading, the contractor shall verify that all data points, control logic, and setpoints remain intact and operational. Any corrupted or missing data points must be corrected.
o Graphical Interface Enhancements: The contractor shall implement customer-requested graphical modifications, including customized user dashboards, equipment status displays, and system performance analytics.
o This upgrade will provide more efficient system automation, enhanced troubleshooting capabilities, and improved energy management for the HVAC system.
• (2) Variable Air Volume (VAV) System Balancing (Qty: 15, TAG: VAV) o The HVAC system contains 15 Variable Air Volume (VAV) units, which regulate airflow to different zones within the visitor center. To improve efficiency and comfort levels, the contractor shall inspect and optimize the operation of each VAV unit, ensuring proper air distribution throughout the facility.
o Inspection of Control Boxes: Each VAV control box shall be thoroughly inspected for mechanical or electrical issues, loose connections, or failed components.
o Airflow Balancing: The contractor shall test and adjust airflow rates for each VAV unit to maximize system efficiency. This will ensure that all areas of the visitor center receive consistent and appropriate airflow based on occupancy and environmental conditions.
o Proper balancing of the VAV system will help reduce energy consumption, enhance comfort levels, and extend the life of HVAC components.
• (3) HVAC System Assessment Report (Qty: 1, REPORT) o Following the network system upgrade and Variable Air Volume (VAV) system inspections, the contractor shall compile the findings into a comprehensive HVAC System Assessment Report. This report will document the current condition of the HVAC controls, outline any identified deficiencies, and recommend corrective actions for long-term system efficiency.
o Photos of inspected components (if applicable).
o Airflow balancing test results for each VAV unit.
o Screenshots of updated graphical interface with changes highlighted.
o The HVAC System Assessment Report shall be submitted to the Contracting Officer’s Representative (COR) within 10 business days of completing inspections.
o The contractor shall schedule a review meeting with park personnel to discuss findings and answer any questions.
o This report will provide critical data for future maintenance planning, ensuring the HVAC system remains efficient and reliable for park staff and visitors.
• (4) Control Software Training (Qty: 1, TAG: TRAINING) o Once the system has been upgraded and balanced, the contractor shall provide comprehensive training to designated park personnel on the upgraded control software and overall HVAC system operation.
o Duration: A total of 8 hours of hands-on training will be provided.
o Training Topics: The training shall cover the following areas:
o Navigation of the upgraded Tridium Niagara interface.
o System monitoring, alarm notifications, and data logging.
o Adjusting control setpoints, scheduling, and troubleshooting common issues.
o Reviewing energy efficiency best practices to optimize system performance.
▪ Training Format: The contractor shall conduct training onsite, using real-time system data and live demonstrations. Training materials, including user manuals, shall be provided to all attendees.
• This training will ensure that park staff can confidently operate, monitor, and maintain the upgraded HVAC system.
• (5) Water Balance (Qty: 1, TAG: WATER BALANCE) o The contractor will perform a comprehensive water balance for the HVAC system.
Water balancing ensures that the correct flow rates are maintained throughout all hydronic components, preventing inefficiencies in the cooling and heating process.
o System Assessment: The contractor shall analyze chilled and hot water circulation to detect any imbalances, blockages, or flow restrictions.
o Coil Performance Testing: The contractor shall evaluate water flow through the HVAC coils, ensuring optimal heat exchange and temperature regulation.
o Efficiency Adjustments: Any necessary valve adjustments or pump recalibrations shall be made to optimize performance.
o If exercised, this task will help improve cooling efficiency, reduce energy consumption, and prevent mechanical strain on the system.
6. Question: Requesting building drawings (Hvac equipment layout-Fan coils,Vavs,Ahus.Etc)
Answer: All existing as-built records, specification drawings, and reference materials are archived in hard copy on-site and will be made available to the contractor upon award. As- Builts Attached to amendment 2.
7. Question: Is any of the work required to be accomplished after hours?
Answer: No
8. Question: The solicitation shows that water balance is a CLIN but also states that it is Option 1 in A.2 Price/Cost Schedule. We were told today that it will be part of the contract but wanted to confirm. Please advise.
Answer: Price as an option to be awarded as part of the total contract. The work is to include water balancing.
9. Question: Is it possible to receive the original design criteria for balancing and commissioning?
Answer: This information being requested is stored on the system that is to be upgraded.
