About this file

This is a Questions and Answers document for RFQ #140P5126Q0041 addressing equipment design, fabrication, and installation at Fort Pulaski National Monument. The document clarifies key requirements and constraints for hardware assembly development rather than establishing new procurement terms.

The Q&A addresses critical design and installation requirements for the project. Contractors must not alter the granite sill; only reversible adhesives meeting Standards for Interior (SOI) guidelines for historic structures are permissible, and fasteners creating holes are prohibited. Bolts and fasteners may be installed in the main horizontal timber above the door provided they do not compromise structural integrity. The hardware must hold or anchor doors in place but does not require a keyed locking mechanism. Due to the age and era of the structure, all door openings are modular in design with similar but not identical dimensions, requiring modified rather than fully custom designs. The contractor must provide and install one prototype or modified sample assembly for Government review and acceptance prior to fabricating remaining units. For remaining assemblies, the contractor shall provide technical assistance during installation. The contractor is responsible for supplying fasteners, installation templates, specialty tools, installation instructions, adjustment instructions, strike plates, ferrules, and all necessary engineering, detailing, fabrication drawings, templates, and specifications required for fabrication and installation.

Amendment 0003; Attachment 0006 RFQ # 140P5126Q0041

Equipment Design, fabrication, and Installation

Fort Pulaski National Monument

Solicitation #140P5126Q0041

Questions and Answers

Question 1. Could a plate be added to the granite sill?

Answer: No alterations may be made to the granite sill. Specifically, the solicitation mentioned drilling holes, but fasteners which result in holes are not an acceptable alternative since it would require alterations to the granite. Adhesives that are not reversible do not meet the SOI standards and guidelines for the treatment of historic structures.

Question 2. Can bolts or fasteners go into the main horizontal timber over the door?

Answer: Yes, so long as the hole/fasteners are small enough not to compromise the structural integrity of that piece.

Question 3. Does the hardware require an integrated locking mechanism?

Answer: The hardware must hold/anchor the door in place/shut but does not require a keyed lock.

Question 4. Are all the openings the same?

Answer: No. They are modular in design and similar in dimension, but due to the age of the structure and the era in which it was built, the openings will not be exactly the same dimensions.

Question 5. Does this have to be a custom design?

Answer: No. Per the solicitation, the hardware must meet the specifications/requirements but may be a modified stock item.

Question 6. Is the contractor required to complete the installation for all of the units?

Answer: No. Per the solicitation (Section 2.3) The Contractor shall provide and install one prototype or modified sample assembly for Government review and acceptance prior to fabrication of the remaining assemblies.

For the remaining assemblies (Section 2.5) The contractor shall provide technical assistance during installation of the hardware assemblies.

Additionally, (Section 2.4) the contractor is responsible for the following: Fasteners, installation templates, specialty tools, installation instructions, adjustment instructions, associated strike plates and ferrules.

And (Section 2.2) The contractor shall provide all necessary engineering, detailing, fabrication drawings, templates, and specifications required for fabrication and installation.
