About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) and accompanying Questions and Answers document for Solicitation #140P5126Q0021, issued by the National Park Service (NPS) Southeastern Region serving Mammoth Cave National Park. The amendment provides responses to 21 contractor inquiries regarding the project scope, technical requirements, and operational procedures.
The solicitation addresses maintenance repairs for elevator cables and painting of the elevator structure at Mammoth Cave National Park, with a period of performance from May 18, 2026 to March 1, 2027. The contractor must replace all existing elevator cables (including governor safety cables) using controlled hoisting procedures and clean and coat all steel, permanent, non-moving structures in the elevator shaft, including the emergency ladder. The approved coating system consists of Noxyde red primer (20 mils wet) and Noxyde federal gray finish (20 mils wet) as provided by Rust-Oleum or approved equal, with a total dry film thickness of 20 mils. Contractors must adhere to specified SSPC (Society of Protective Coatings) standards for surface preparation and ASTM testing standards for application and verification. The existing coatings are non-hazardous, and SSPC/AAMP QP-1 certification is not required, though applicable SSPC sections must be followed. Cable replacement must be completed before coating application. The work area is limited to behind the elevator building for staging and parking. Standard work hours are Monday through Friday, 7:00 AM to 6:00 PM, though weekend, holiday, and nighttime work may be approved with 24-hour verbal notice to the Contracting Officer Representative (COR). A licensed elevator technician or approved equivalent (such as TKE) must be on-site to open doors, manually stop the elevator for upper-shaft access, and certify elevator cables. The ambient temperature in the shaft remains consistently approximately 55 degrees Fahrenheit (±5 degrees). The elevator is currently inoperable. Prevailing wage requirements apply to all workers, including elevator mechanics and technicians. Contractors may use Prior Performance Questionnaires (PPQs) from other agencies if recent and relevant to the solicitation terms. As-built drawings, equipment drawings, and elevator shaft plans are provided as attachments to the amendment.

Solicitation #140P5126Q0021
Questions and Answers
Question 1. Will it be acceptable to use PPQ’s from other agencies?
Answer: Yes, if they are recent, relevant, and in accordance with the terms and conditions of the solicitation.
Question 2. Can the Owner provide as-built drawings of the framework?
Answer: The available as-builts drawings are provided as attachment 0007 of this amendment.
This is all the park has for this structure.
Question 3. Clarification of what is included in the “framework” as they have pictures of the motors and stands, ladders, platforms, etc. and curious what the actual limits of the cleaning and coating are?
Answer: All steel, permanent, non-moving structures in the elevator shaft are what is included in the scope to be clean and coated, including emergency ladder.
Question 4. Where will the staging area be located?
Answer: The staging and contractor parking area will be limited to behind the elevator building.
Question 5. Are the existing coatings hazardous? If so, will SSPC/AAMP QP-2 certification be required of the Contractor to disturb, handle, and dispose of the waste?
Answer: a. The existing coatings are non-hazardous. Lead abatement was completed in 2015.
Original construction in the 1950’s might have contained lead, but since then, multiple cleaning and coating projects have been completed without lead based products being used. The Contractor is responsible to conduct appropriate testing of their own and complying with the requirements of OSHA for the protection of its workers.
Question 6. Will SSPC/AAMP QP-1 certification be required for the coatings application on this project?
Answer: No, but the applicable SSPC sections are required to be adhered to, see below.
Question 7. What is the ambient temperature throughout the elevator shaft? Does that stay constant or does it fluctuate with season or depth?
Answer: Approximately, 55 degrees Fahrenheit, +-5 degrees consistently.
Question 8. The safety requirements refer to personnel being trained in elevator shaft safety, is there a specific training certification?
Answer: No, the contractor is responsible for ensuring that employees are physically qualified to perform their assigned duties in a safe manner. This includes being able to climb the ladder(s) adjacent to the elevator structure from the bottom to the top of the elevator shaft, and to be able to walk from the bottom of the elevator to the Carmichael Entrance. The elevator shaft is a hard hat area. Barriers must be provided at the top of the elevator shaft that will prevent unauthorized people from entering the work area.
Question 9. Regarding the paint system for this project, are there approved products to meet the rust inhibitive primer and high-performance epoxy or that pending submittal approval?
a. Yes, see below. The coating materials will be Noxyde as provided by “Rust-Oleum” or approved equal. Applicable ASTM requirements will need to be followed.
a. Is it noted in Item 12 – 2.1 Paint System that “noxyde primer and finish are to be applied” but these are not epoxy coatings, and instead a water based elastomeric coatings. So, we are curious which system governs?
Answer: See response to Question 9 above.
i. In discussions with Sherwin Williams given the structure and environment it is in, they have recommended (2) systems for approval to satisfy each system identified.
1. System #1 Primer – Sherwin Williams Macropoxy 646
2. System #1 Topcoat – Sherwin Williams Macropoxy 646
3. System #2 Primer – Sherwin Williams Macropoxy 646
4. System #2 Topcoat – Sherwin Williams Fast Clad HB
Answer: Please see table above in question #6. If these systems adhere to the requirements cited in Question #5, the submittal will be approved.
Question 10. Is a bid bond required for this project?
Answer: No.
Question 11. What are the allowable workdays and hours?
Answer: Mon-Fri, 7:00am to 6:00pm is the typical work hours, but due to the now emergency nature of this project, work on weekends, holidays, and nighttime can be approved via 24-hour verbal notice to the COR.
Question 12. Is the elevator currently operable?
Answer: The elevator is currently in-operable.
Question 13. Can the cable replacement be done post coatings application to ensure protection without masking?
Answer: No, the priority is to replace the cable first.
Question 14. Is the backside of the framing facing the elevator shaft insulation to be cleaned and painted?
Answer: Yes.
a. In order to access this area, due to the tight clearance, the panels may need to be removed and replaced. If required, please provide details on how they are affixed to the cave walls.
Answer: The contractor is only responsible for painting the exposed structures. These “panels” are an enclosure around the elevator and structure to guard against the water infiltration from the rock (sweating and occasional water courses), as well as rock fall protection. Behind the white panels is wire mesh netting, that can be seen from the other as-builts, and they are connected to the rock surface every 50-ft. They would be complicated to remove and replace for this project.
Question 15. Due to the stated complexity of this SOW, the environmental constraints and the sited SSPC standards required, will the USDA be verifying the Contractor AMPP Certifications required to responsibly perform this project?
Answer: USDA verification is not required.
Question 16. Are you going to require a licensed elevator tech to be on sight with the contactors during the entire project? To run the elevator manually for them, while the painting etc., is going on in the elevator shaft?
Answer: Yes, TKE, or approved elevator technician, will need to be on-site for certain critical functions. Such as opening the doors, manually stopping the elevator at the bottom for upper-shaft work, and certification of elevator cables (if necessary).
Question 17. Who is required to attend progress meetings and/or what meetings are subcontractors required to attend throughout the project?
Answer: Prime Program Managers (s) and active site superintendent’s and Quality Ccontrol (QC) managers.
Question 18. Is a licensed elevator technician required to be on site during the surface prep/painting/ shaft protection portion of the project? The entire project? Or only during their portion of the project?
Answer: The elevator technician would need to be onsite essentially every morning to open the doors (as they would have the key), and they would need to override the elevator functioning.
The elevator remains at the top of the shaft, so it’ll automatically return there. To have access to the upper part of the shaft, a technician would need to override that and keep it at the bottom.
Question 19. Pictured on page 18 of the SOW is a picture of the governor. Is the governor rope being replaced? - it is not hoisting rope and 13.2 states "all existing cables under controlled hoisting." While the governor cables are not hoist cables, they are safety cables - Should these be replaced as well?
Answer: Yes.
Question 20. Regarding the prevailing wage form, elevator mechanics/technicians aren't listed.
Does this include them?
Answer: Yes.
Question 21. Is the stripe coat to be applied with the primer, topcoat, or both?
Answer: Park facilities and resource management are unclear what a stripe coat is, and do not believe it is necessary, unless “stripe coat” is known by another more common name
