About this file

This document is an Amendment (Amendment 0001) to a Request for Quote (RFQ) for HVAC equipment replacement at the Tuskegee Airmen National Historic Site. The amendment includes a detailed Questions and Answers attachment that clarifies specific technical requirements for the project. Key details include replacing a 7.5 Ton Heat Pump Split System with an American Standard system (Condenser Model TWA09043AAAE02P, Air Handler model TWE09043AAAP01H), with an IEER rating of 12.4. The project allows alternative refrigerants like R454B or R32, requires a new 4" concrete pad, and mandates a formal air balancing report. The park specifically seeks a humidity measurement control system and wants rigid conduit for wiring, with careful attention to neatness given the historical site context.

The contract period of performance is from 04/07/2025 to 06/06/2025, issued by the National Park Service Southeast Region (NPS SER EAST MABO) in Atlanta, Georgia. The solicitation addresses several technical nuances, including wiring installation, refrigerant type, and system specifications. Contractors are advised that while a Wage Rate Determination exists for the project, they will not be required to submit official payroll records. The amendment provides clarity on system requirements, installation methods, and specific technical expectations for potential bidders on this HVAC replacement project.

Questions and Answers

Question 1. It says “humidifier” just trying to confirm this or if it was supposed to be a “dehumidifier”?

Answer: It was supposed to mean just humidity control. This area would be more of a de-humidifier.

Question 2. Asking for R410A but with the new refrigerant out now 410a equipment is getting hard to come by. So, would it be okay to quote R454B or R32?

Answer: Yes, a like supplement refrigerant would be ok. This would also be more environmentally friendly.

Question 3. With Trane the system will come with communicating control and shielded cable will have to be run. With the historical site are we able to run wire in conduit up the outside wall near unit?

Answer: Running rigid conduit is ok because the site already has like kind there. Just needs to be very neat.

Question 4. What are the furnace BTUs and tonnage and what efficiency you would like to go with?

Answer: Brand – American Standard 7.5 Ton (Like Kind), System Type – Heat Pump Split System, Condenser Model Number - TWA09043AAAE02P, Air Handler model number – TWE09043AAAP01H, Electric Heater Kit model number – BAYHTRN325A, IEER rating – 12.4

Question 5. Refrigerant type is listed as 410A. Can R454B or R32 equipment be used for new equipment?

Answer: Please see response to question number 2 above.

Question 6. Do you want certified test and balance performed or air-flow verification with CFM values?

Amendment 0001; RFQ # 140P5125Q0011 Attachment 0007

Answer: Yes, The park would like a current test and balance performed or something with valves before and after.

Question 7. Scope of work calls for a humidifier which is not typical for this area. Do you want a humidifier or a dehumidifier?

Answer: The park would like a humidity measurement control, so it can understand what that valve is.

Question 8. Please clarify the requirement for a "Automatic Humidifier". Should this be a De-humidifier to reduce excess moisture in areas with high humidity levels.?

Answer: Just a humidity measurement control where we can monitor the humidity within the building.
