About this file

This document is a Bidders' Questions and Answers (Q&A) file and revised specification section for a federal EPDM roof replacement project at General Grant National Memorial in New York.

The Q&A clarifies multiple specification discrepancies identified by bidders. Key clarifications include: the EPDM membrane specification was revised from 90-mil reinforced to 90-mil unreinforced white EPDM per ASTM D4637; the roof insulation was changed from EPS/OSB composite to rigid polyisocyanurate foam core with coated-glass fiber-mat facer (Carlisle SecurShield HD or equal); sealant quantities for stone joint repointing total 2,720 linear feet at the dome, 855 LF at the colonnade roof deck, 924 LF at the colonnade roof wall, 155 LF of cornice joints, and 16 LF of reinstalled coping stones, with an additional 250 LF for Option B porch roof work; structural steel work under Option A consists of preparation and painting only (152 LF stone support girders, 880 LF girders, 300 LF tie-rods, 115 LF lattice ring, 12 LF apex steel); roof drains are being replaced with custom soldered copper outlet sleeves extending 12 inches minimum into existing copper scupper liners; and tapered insulation may be required to achieve proper drainage pitch. The specification also confirms a 30-year manufacturer warranty and 90 PSF wind uplift load capacity requirement, ENERGY STAR listing requirement with minimum 0.70 solar reflectance and 0.75 emissivity, Class A fire rating, and a 2-year installer warranty. Mock-ups are required per specification Section 04 03 43, and field flood testing or infrared thermography testing is required post-installation per ASTM D5957 or C1153.

GEGR 247283 - Replace EPDM Roof Bidders' Questions and A/E Responses

Number Question Response 1 The specifications appear to call for a 90-mil reinforced white EPDM membrane. There is no EPDM manufacturer we're aware of produces a 90-mil reinforced EPDM membrane. The thickest reinforced EPDM membrane we're familiar with is 75 mil. Can the Government please look into this specification and provide guidance

Provide 90-mil unreinforced white EPDM membrane. Refer to revised specification section 07 53 23 EPDM ROOFING dated 06/23/26.

2 The insulation assembly specified also raised concerns. Poly iso insulation is the standard insulation typically used in commercial roofing systems and provides a significantly higher R-value than EPS insulation.

Provide rigid insulation panel composed of a high-density, closed-cell polyisocyanurate foam core laminated to a coated-glass fiber-mat facer. Refer to revised specifications section 07 53 23 EPDM ROOFING dated 06/23/26.

3 The specifications appear to call for an EPS/OSB composite assembly. Our accumulated team experience has over 40 years of roofing experience and we have never encountered an EPS/OSB composite product. We're familiar with EPS insulation and OSB individually, but not as a laminated composite assembly. We would appreciate clarification regarding this requirement.

Refer to response to question 2 above.

4 Stone Repointing Quantities: The drawings and specifications call for repointing stone joints at the dome and other locations; however, no measurable quantity is provided.

Please provide the estimated linear feet and/or square footage of stone joint repointing anticipated at the dome, drum, gutter areas, and any other locations shown on the drawings. If quantities are unknown, should bidders carry an allowance for this work?

Sealant was specified for stone joints, which are called out and illustrated on the drawings.

Quantities within the Class A estimate include the following for the Base Bid: 2,720 LF at the dome, 855 LF at the deck of the colonnade roof deck, 924 LF at the wall of the colonnade roof, 155 LF of cornice joints, and 16 LF of reinstalled coping stones. Quantities within the Class A estimate include the following for Option B: 250 LF of joints at the porch roof.

5 Structural Steel Repairs (Option A): Option A includes coating and repairs to structural steel supporting the dome. Please provide anticipated quantities of steel repair, including estimated square footage of steel cleaning/coating and estimated linear feet or square footage of steel requiring repair or replacement. If quantities are unknown, should bidders carry an allowance for this work?

No repairs are anticipated. Work consists of preparation and painting of existing steel structural support elements. If structural repairs are needed it will be reported to the Contracting Officer. Quantities within the Class A estimate include the following for Option A: 152 LF for steel stone support girders, 880 LF for steel girders, 300LF for steel tie-rods, 115 LF for steel lattice ring, and 12 LF for steel at apex.

6 Existing Roof Assembly Verification: The roof plans indicate multiple roof levels and varying conditions. Can the Government provide any available roof core reports identifying existing roof assemblies, insulation thicknesses, deck types, and moisture conditions for each roof area?

This information is not available; probes to investigate existing conditions were not undertaken during the design phase of the project. Information of existing roofing systems and materials noted on NPS-provided archival documentation depicting previous rehabilitation projects is included on the Contract Documents.

7 Drain Scope Clarification: Drain details are shown; however, the extent of replacement is unclear. Are existing drain bodies intended to remain in place with only flashing, clamping rings, and strainers being replaced, or is replacement of drain bowls and associated piping anticipated as part of this project?

Roof drains are being replaced as per details 1, 2, & 3 on Sheet A3.1 of the contract drawings, and Section 22 14 23 STORM DRAINAGE PIPING SPECIALTIES. Existing copper scupper liners are to remain, provide custom fully soldered copper outlet sleeve from new roof drain body to extend 12" min. into existing liner as per details.

John G. Waite Associates, Architects PLLC 1 06/23/26

8 Historic Masonry Mockups: Historic preservation requirements are included within the project specifications. Are masonry repointing and sealant mockups required prior to production work? If so, please provide the required size, quantity, and acceptance criteria.

Mock ups to be completed as per Specification Section 04 03 43 HISTORIC STONE MASONRY REPOINTING, Para. 1.5 Quality Assurance subpar. E. Mockups. Specific areas to be coordinated with the Contracting Officer’s Representative prior to commencement of masonry activities.

9 Access / Scaffold Requirements: No specific access methodology has been identified within the contract documents. Will attachment of scaffold systems to the structure be permitted, or must all access systems be free-standing? Please identify any restrictions regarding scaffold tie-ins to historic stone surfaces.

Refer to specification section 01 15 00 TEMPORARY FACILITIES AND CONTROLS Para. 1.4 for scaffolding requirements.

10 Material Staging and Dumpster Locations: The project site has limited access and staging areas. Will dumpsters be permitted within the designated laydown/staging area shown on the drawings, or will dumpsters be required to remain on adjacent public streets? If street placement is required, are permits and associated costs the responsibility of the Contractor?

Refer to sheet C1.0 Revision 1 dated 06/16/26 for clarification on existing site conditions.

Per Specification Section 015000 TEMPORARY FACILITIES AND CONTROLS, para 1.4.C, dumpsters are to be located within staging area inside construction fence. If the Contractor chooses to locate dumpsters on the street the Contractor will be responsible for all necessary permissions and permits.

11 Hazardous Materials: No hazardous materials survey was found within the bidding documents. Has testing been completed for asbestos-containing materials, lead-based paint, PCBs, or any other hazardous materials associated with the existing roofing, flashings, coatings, sealants, and structural steel? If so, please provide copies of all available reports.

Refer to Specification Section 02 42 97 SELECTIVE REMOVALS AND SALVAGING for project requirements regarding hazardous materials. Testing for hazardous materials was excluded from the scope of work during Title I/Title II services.

12 Roofing Warranty Compliance / Detail Clarifications: During review of the drawings with the roofing manufacturer, several details were identified that may impact the ability to obtain the specified 30-year manufacturer warranty.

See below:

Detail 6 / Sheet A3.0 Carlisle has indicated that the paver configuration shown in Detail 6 may not qualify for the specified warranty as detailed. Please clarify whether the pavers are intended to remain as shown or if modifications to the assembly will be permitted to meet manufacturer warranty requirements.

Per discussion with the specified manufacturer, historic roof pavers may be retained in place for re-roofing and considered an appropriate substrate for a 30-year warranty as specified. Substrate preparation should ensure that the pavers to remain should be smooth, clean and dry, per manufacturer's recommendations.

Detail 5 / Sheet A3.1 shows coverboard extending vertically with sealant applied at the top termination. Carlisle has advised that this condition may not meet their 30-year warranty requirements due to long-term sealant deterioration and potential moisture intrusion.

Please confirm whether an alternate manufacturer-approved termination detail may be utilized to maintain warranty eligibility.

Refer to sheet A3.1 Revision 1 dated 06/16/26 for clarification on roofing details at this location.

John G. Waite Associates, Architects PLLC 2 06/23/26

13 Required Roof Insulation R-Value: The roofing specifications appear to indicate a roofing assembly consisting of one layer of 2.5-inch insulation, coverboard, and EPDM membrane;

however, a minimum required thermal value is not clearly identified. Please confirm the minimum roof assembly R-value required for this project.

Roofing system was not designed to achieve a specific minimum R-value.

14 Detail 2 / Sheet A2.2 – Government Personnel Window Access: Detail 2 on Sheet A2.2 references window access for Government personnel only. Please clarify the intent of this detail. Is the existing window to remain in place and be utilized for access, or is a new access window or modified assembly required as part of the project scope?

Refer to sheet A2.2 Revision 1 dated 06/16/26 for clarification on the intent of this detail.

15 SPECIFIED INSULATION ASSEMBLY The specifications appear to require a 3-inch EPS/OSB composite insulation board incorporating a 7/16-inch OSB facer, factory tapered insulation at 1/4-inch per foot, and an additional manufacturer-approved cover board. Based upon our review of the existing structure and available drawings, the existing concrete roof deck appears to contain significant built-in slope intended to direct water toward the drainage system. Because of this apparent structural slope, we question whether a full tapered insulation package is necessary throughout the project. Our concern is that the specified EPS/OSB composite board is substantially more rigid than traditional polyisocyanurate insulation systems. Due to the existing deck geometry, achieving proper contact between the insulation assembly and the concrete deck may require extensive field modifications, relief cuts, and additional labor. In our experience, a polyisocyanurate composite board is generally more adaptable to existing roof conditions while also providing a higher thermal value per inch.

Refer to response to question 2 above. Assume that tapered insulation may be required to achieve required pitch for drainage, as investigative probes were not authorized during the design phase to confirm existing conditions.

16 COVER BOARD REQUIREMENT We respectfully request clarification regarding the requirement for an additional manufacturer-approved cover board above the EPS/OSB composite board. If the intent of the composite board is to provide a durable structural substrate, the necessity of an additional cover board is unclear and may result in increased material costs, labor costs, assembly thickness, and overall roof weight.

Refer to response to questions 3 above.

17 WARRANTY AND WIND UPLIFT REQUIREMENTS The specifications require a 30-year manufacturer warranty and a minimum 90 PSF wind uplift rating. Last Is First LLC discussed the proposed assembly with representatives from our manufacturer. During those discussions, our manufacturer's representatives advised that they could not confirm that the specified EPS/OSB insulation assembly would satisfy the warranty and wind uplift requirements without further engineering review and manufacturer evaluation.

Accordingly, we respectfully request written confirmation from the design team and roofing manufacturer that the specified insulation assembly qualifies for the required 30-year warranty and 90 PSF wind uplift criteria.

Refer to revised specification section 07 53 23 EPDM ROOFING dated 06/23/26.

John G. Waite Associates, Architects PLLC 3 06/23/26

18 MEMBRANE SPECIFICATIONS CLARIFICATION The specifications appear to require a 90 mil white reinforced EPDM membrane. During discussions with our manufacturer, our manufacturer's representatives advised that they were not aware of a manufacturer membrane product matching that exact description. We were advised that the manufacturer currently offers white reinforced EPDM membranes and white non-reinforced EPDM membranes; however, the Manufacturer's representatives could not identify a 90 mil white reinforced EPDM product matching the specification as written. We respectfully request clarification regarding the intended membrane specification and confirmation of the acceptable manufacturer-approved product intended to satisfy the project requirements.

Refer to response to question 1 above.
