About this file
This is an Amendment to Solicitation (Amendment 0002) issued by the Department of Interior, National Park Service, Northeast Region (NPNH) for a Request for Quotation (RFQ) related to HVAC system troubleshooting and repair services at the Gate-SAHO facility. The solicitation number is 140P4526Q0010, dated February 13, 2026, with an effective date of February 27, 2026. The contracting office is located at 210 New York Avenue, Staten Island, NY 10305, and all correspondence should be directed to Linda Richardson via email at linda_richardson@nps.gov.
The amendment responds to nine contractor questions regarding the scope of work described in the Statement of Work (SOW). Key clarifications include: confirmation that the revised SOW addresses all condenser units and line sets requiring testing and repair across basement, first floor, and second floor locations; clarification that contractors are responsible for diagnosing and troubleshooting the entire building's HVAC systems, including evaluation of press fittings; confirmation that all piping must be left insulated with existing insulation reused where possible and new insulation installed by the contractor where necessary; and confirmation that the chase containing line sets is not expected to be removed during investigation work. The government declined to add coil cleaning and hail guard installation to the scope or provide separate line items for insulation materials. The submission deadline remains March 11, 2026, at 2:00 PM Eastern Daylight Time, and all other terms and conditions remain unchanged.

The purpose of this amendment is to as follows:
1. To respond to Questions: See the following
I have the following questions that I hope can be answered.
Q1. Attached SOW on page 2 calls out 1 or 2 condenser units tech information yet at today¿s walk through there was another condenser unit on site that needed to be address can we have that information?
A1. Revised SOW covers this
Q2. Attached SOW on {Page 2 calls out 4 units tech information, but I believe at today¿s work though there had been other units not mentioned in the SOW can their tech information be provided as well?
A2. All information the park has was put in PR package, the model numbers were given if available.
Q3. Today I was in the basement, 1st floor &
2nd floor viewing the equipment and line sets can the SOW be updated to reflect all line sets on each floor be tested and repaired.
A3. Revised SOW covers this -
Q4. I saw that there had been pro press fittings used on this project and I see that the fittings are not zoom lock ( meaning these are the wrong press fittings and that is why you have leaks). With that said all the fittings on this job should be checked out and evaluated so you have a complete project when completed. Will the government revise the SOW for this matter?
A4. This is covered under the statement "The
Contractor is responsible for the diagnosis and troubleshooting of the entire buildings HVAC systems." in the SOW

Q5. Most of the fittings on site have insulation on them. To test and figure out what is leaking said insulation must be removed and put back, can we have the sow updated to reflect this, so all bidders are bidding apples to apples? Also noticed were the repairs that had been made had no insulation on the copper pipe nor copper fittings are we the contractor to put insulation back on the items we did not touch? If so, can there be an allowance of insulation (footage) we can use to bid on so all contractors bid alike?
A5. Revised SOW will state that all piping will need to be left insulated, if the existing piping is usable, it can be reused, if not the contractor will be responsible for installing new insulation. The amount of pipes that is not insulated due to the repairs the park made are minimal but the need to insulate those pipes will be included. There will not be a separate line item for this material.
Q6. The existing condensers need their coils cleaned and Hail Guards are missing as well, these items not only extend the life of the equipment, but these units will function better as well. Can the SOW be updated to reflect this?
A6. No, not at this time.
Q7. In the current SOW there was a mention of valves to change out. What size are these valves and what is their location please.
A7. The scope states there may be valves and/or fittings that need to be replaced. There is no known valves that needs to be replaced.
Q8. There is a lot of papers, files, and items in areas where we are to use a torch to silver braze these lines can the contract have the SOW updated to state the Park service will move these items. I am pretty sure the government doesn¿t want contractors accessing touching their records.
A8. The Park will move any items the contractor requests us to.
Q9. There is a chase that lines sets run from basement to second floor is the contractor expected to remove this chase to test all joints and will the contractor be expected to put in back? If so, can the SOW be updated to
