About this file
This is a Statement of Work for troubleshooting and repair of an HVAC system at Building 26 in the Sandy Hook Unit of Gateway National Recreation Area, located at 26 Hudson Road, Fort Hancock, New Jersey 07732. The document is dated February 2026 and is issued by the National Park Service, Northeast Region.
The contractor must diagnose and repair two separate Daikin VRV-IV Heat Pump systems: a 12-ton unit on the first floor (Model RXYQ144XATJA, requiring R410A refrigerant at 18.1 lbs.) and a 14-ton unit on the second floor (Model RXYQ168TTJU, requiring R410A refrigerant at 17.2 lbs.). The first floor system has a suspected leak and low refrigerant charge. The second floor system had previous repairs to a leaking elbow and two couplings but still fails to hold a charge. The contractor must provide all materials and labor for complete system diagnostics, repairs to line sets and fittings, pressure and vacuum testing, and recharging with R410A refrigerant (estimated not to exceed 75 lbs. total). All fittings and refrigerant lines must be brazed, not compression-fitted. The Park assumes up to six faulty valves or fittings may require replacement; any additional issues discovered must be immediately reported to the Contracting Officer's Representative (COR). All piping insulation removed during work must be reinstalled or replaced with new properly-sized insulation, including approximately four feet of currently uninsulated piping. The contractor must hold all required mechanic licenses, follow all manufacturers' guidelines and applicable codes, and provide manufacturer specifications, manuals, and warranty information for all materials supplied. Work must commence within two weeks of contract award and be completed within 21 days of the notice to proceed, performed Monday through Friday between 7 a.m. and 5 p.m., excluding Federal Holidays.
