About this file
This document is a Questions and Answers (Q&A) file addressing five contractor inquiries (Questions 26-30) regarding a federal contract for construction of a modular vault toilet building at a park facility.
The structural specifications for the precast concrete toilet unit are provided in Section 33 39 00 and must be designed and certified by a Massachusetts licensed professional engineer in compliance with the International Building Code and Massachusetts State Building Code, including specified design loads, materials, and performance criteria. Tank and vault installation requirements are detailed in Section 33 39 00, Part 3, Execution, and Section 01 11 00, and must conform to contract documents, manufacturer recommendations, and Massachusetts DEP requirements. The contractor is responsible for obtaining all required federal, state, and local permits, including MassDEP approvals, inspections, and as-built documentation, with the contractor bearing all associated fees. Work is restricted during a seasonal restriction period identified in Section 01 11 00, Paragraph 1.6, as modified by previous addenda, and no onsite work is permitted during this period. The site plan on Drawings D-1 and S-1 is provided for general coordination purposes only and is not to scale; contractors must conduct field verification of existing conditions, establish benchmarks and control points through survey work, and use contract documents and site visits to support layout and cost estimating.
