About this file

This file is a Request for Information (RFI) Q&A document containing 25 clarifications regarding a vault toilet facility construction project at Marconi Station (a National Seashore location). The project involves installation of a modular double vault toilet system with associated site work including approximately 30 linear feet of concrete walkway, accessibility features, and environmental compliance measures.

Key project requirements include: a non-flush, modular double vault toilet system with minimum 2,000-gallon capacity (2 × 1,000-gallon vaults) that meets MassDEP, ABAAS, and NPS standards; contractor flexibility in manufacturer selection subject to submittal approval and MassDEP permit acceptance. The 30 linear feet of concrete walkway is approximate for bidding purposes, with final length field-verified by the contractor to meet accessibility and drainage requirements at no separate cost. The vault toilet system includes a manufacturer-provided, self-contained solar-powered tank level alarm system and non-electrical utilities. Critical contractor responsibilities include survey and layout verification, utility identification using GPR, development and implementation of a Stormwater Pollution Prevention Plan (SWPPP), construction waste management plan, and coordination of MassDEP permit requirements including submittal of sealed drawings by a Massachusetts licensed professional engineer. Environmental protections, seasonal restrictions, public access maintenance, and traffic control measures apply throughout construction. Closeout documentation must include as-built plans and MassDEP certifications per contract sections 01 77 00, 01 78 23, and 01 79 00.

RFIs 1-25

RFI-01: Concrete Walkway Quantity and Layout

The specifications indicate approximately 30 LF of new concrete walkway; however, final grades are to be field verified.

• Is the 30 LF quantity to be considered a fixed bid quantity, or will final length be field-determined based on grading and accessibility requirements?

• Should contractors carry allowance for adjustment based on field conditions?

Response RFI-01: The referenced 30 LF is an approximate quantity for bidding purposes.

Final layout, length, and grades shall be field verified by the Contractor to meet the accessibility and drainage performance requirements specified in Section 01 11 00. No separate allowance will be provided. All costs shall be included in the base bid.

RFI-02: Double Vault Toilet Manufacturer / Basis of Design

• Is there a specified manufacturer or approved equal for the double vault toilet system?

• Or may the contractor propose any unit that meets MassDEP, ABAAS, and NPS requirements?

Response RFI-02: No specific manufacturer is named. The Contractor may propose any modular double vault toilet system that meets the requirements of Section 33 39 00, MassDEP, ABAAS, and NPS standards. All proposed systems are subject to submittal review and approval. The proposed system shall be acceptable to MassDEP as part of the Contractor’s permit application.

RFI-03: Vault Capacity Requirements

• What is the required vault capacity (gallons) for the system, considering high seasonal visitor volume at this location?

Response RFI-03: Refer to Section 01 11 00. A minimum capacity of 2,000 gallons (2 × 1,000-gallon vaults) is required. Final capacity and configuration shall be approved by MassDEP as part of the Contractor’s permitting responsibility.

RFI-04: Utility Room Functionality

Drawings reference a utility room within the structure; however, specifications indicate no electrical service.

• What utilities or systems are intended to be housed within this room?

• Should this space be considered passive storage only?

Response RFI-04: Configuration shall be consistent with the selected manufacturer’s system and permit requirements. No electrical or active utilities are required. The space shall be provided as part of the manufacturer’s standard configuration and may be used for passive storage or system components as applicable to the selected unit.

RFI-05: Detectable Warning Surface Requirements

• What color, material, and manufacturer requirements apply to the truncated dome detectable warning surface?

• Are there NPS aesthetic or historical integration standards that must be followed?

Response RFI-05: Detectable warning surfaces shall comply with ABAAS and applicable standards referenced in the contract. Color and material shall be selected to be durable and compatible with the site context and are subject to submittal approval.

RFI-06: Vegetation and Material Disposal

• Is there a requirement for salvage, reuse, or on-site stockpiling of removed vegetation or materials?

• Or is off-site disposal acceptable in accordance with standard construction waste practices?

Response RFI-06: Removed vegetation and materials shall be disposed of off-site in accordance with applicable regulations unless otherwise directed. No on-site stockpiling is anticipated.

RFI-07: Temporary Power and Generator Use

Temporary power is not available per project notes.

• Is generator use permitted on-site?

• Are there restrictions on noise levels, emissions, or hours of operation due to the National Seashore setting?

Response RFI-07: Generator use is permitted subject to compliance with Section 01 57

19.12 and project work restrictions, including hours of operation and applicable noise requirements.

RFI-08: Existing Underground Utilities

• Are there any known underground utilities beyond those identified through DigSafe?

• Please confirm whether undocumented irrigation, low-voltage, or legacy systems may exist within the work zone.

Response RFI-08: Only utilities identified through available information and Dig Safe are known. The Contractor is responsible for utility verification, including GPR, in accordance with Section 01 11 00.

RFI-09: Power Shutdown Coordination

• Who is responsible for scheduling and coordinating any required utility shutdowns?

• What is the required lead time for coordination?

Response RFI-09: The Contractor is responsible for coordination. Provide reasonable advance notice to the Contracting Officer. No specific outages are anticipated.

RFI-10: Archaeological Monitoring and Discovery Protocol

Given the historic nature of the Marconi Station Site:

• Is archaeological monitoring required during excavation?

• What is the protocol in the event of an unexpected discovery?

Response RFI-10: No archaeological monitoring is anticipated. In the event of a discovery, cease work and notify the Contracting Officer immediately.

RFI-11: Erosion and Sediment Control Requirements

• Is a formal erosion and sediment control plan required for submittal and approval prior to construction?

• Or is the implementation of measures shown in the contract documents sufficient?

Response RFI-11: A SWPPP is required and shall be developed and implemented by the Contractor in accordance with permit requirements and Section 01 57 23.

RFI-12: Fire Hydrant Line Conflict

• If existing fire hydrant infrastructure conflicts with the proposed work, is relocation permitted?

• If so, should this be included in the base scope or handled via modification?

Response RFI-12: No conflicts are currently identified. If encountered, notify the Contracting Officer. Resolution will be addressed in accordance with contract procedures.

RFI-13: ADA Push Button / Accessibility Controls

• Is an ADA-accessible push button or automated entry feature required as part of the installation?

Response RFI-13: Vault toilet systems shall be non-flush, consistent with Section 01 11 00 design assumptions. Fixtures and accessories shall comply with ADA/ABAAS and manufacturer standards for this type of facility. No site electrical service or external utilities are required.
