About this file

This is Amendment 0001 to Request for Proposals (RFP) Number 140P4326Q0064 for fire alarm detection and suppression system inspections, maintenance, and repairs at Salem Maritime National Historical Park (including the replica ship Friendship of Salem) and Saugus Iron Works National Historic Site. The amendment, effective August 26, 2026, provides responses to eight questions received from potential offerors regarding system specifications, contractor responsibilities, wage determinations, and proposal submission requirements.

Key clarifications include: replacement fire alarm communication protocols now utilize Starlink cell radio at the Custom House and Narbonne House (monitored by NOREL) and AES Radio at St. Joseph Hall (monitored by American Alarm and Signal); contractors are responsible for connection testing and verification to existing central security alarm monitoring stations under base contract lines, with responsibility for establishing or modifying replacement reporting paths only if optional CLINs 00060-00065 are awarded; on-site fire watch supervision requires contractor staff presence during system testing, with minimal staffing needed if unexpected offline periods occur; contractors must furnish AES transceivers, antenna systems, and related equipment, with flexibility to substitute cellular radio if cost-effective; equivalent professional manufacturer training or third-party marine gaseous suppression system certifications are acceptable alternatives to factory-direct Kidde Marine certification; material markup percentages for unscheduled repairs should be entered in Attachment 2 Bid Schedule Row 58; contractors must propose a single baseline labor rate compliant with both Essex County (WD 2015-4067) and Middlesex/Suffolk Area (WD 2015-4065) wage determinations for on-call time and materials repair line items; there is no current incumbent; and device counts are available in the November 2025 fire alarm inspection and June 2026 sprinkler inspection reports provided as part of the amendment. The amendment also includes comprehensive fire alarm inspection reports from November 2025 documenting all tested devices, equipment specifications, and system inventories across eight Salem Maritime and one Saugus location.

Request for Proposal Number 140P4326Q0064 Fire Alarm/Sprinkler System Inspection, Testing, Maintenance, and Repair at Salem Maritime National Historical Park and Saugus Iron Works National Historic Site Amendment 0001

DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions received for the Solicitation Number 140P4326Q0064, Fire Alarm/Sprinkler System Inspection, Testing, Maintenance, and Repair at Salem Maritime National Historical Park and Saugus Iron Works National Historic Site.

1) Salem Replacement Reporting Mechanism (SOW Section 1.2 & SOW Section 4.1) The Statement of Work notes that the municipal fire alarm master boxes in the two Salem locations were discontinued in June 2026, and that "the replacement reporting mechanism is not yet established". To ensure accurate pricing under the scheduled base line items

(CLIN 00010):

(a) What is the active replacement communication protocol or signal reporting mechanism currently utilized for the Salem buildings?

Answer: Starlink cell radio has replaced city fire box as primary communication in the Custom House (main panel that covers this building and 5 others) and Narbonne House and these locations are being monitored by NOREL. AES Radio has replaced city fire box (in conjunction with 2 phone lines) for St. Joseph Hall and is being monitored by American Alarm and Signal.

(b) Is the awardee responsible for establishing, installing, or programmatically modifying any replacement reporting path, or will the contractor's scope be limited strictly to connection testing and verification to the existing central security alarm monitoring station?

Answer: Base contract lines CLINs 00010, 11, 12, 20, 21, 22) for annual inspection and PMs include the latter (“connection testing and verification to the existing central security alarm monitoring station”). If and only if one or all of options in CLINs 00060, 61, 62, 63, 64 or 65 are awarded will the contractor be responsible for the former (“establishing, installing, or programmatically modifying any replacement reporting path) in the locations awarded.

2) On-Site Supervision & Fire Watch Requirements (SOW Section 1.2) The SOW states that the awardee is responsible for "supervision of buildings while fire alarms are disconnected, for all base and option lines". Given the historical landmark status and irreplaceable collections in these structures:

(a) Does this "supervision" require the contractor to provide dedicated, continuous on-site personnel to perform a physical, continuous Fire Watch in each building while systems are offline for testing? Answer: If the contractor staff is in the building and performing testing this requirement is met, If they need to leave briefly and the system is not functioning, they must coordinate the watch requirements themselves or with the COR.

(b) If a contractor-provided Fire Watch is mandatory, could the Government specify the minimum staffing and hourly surveillance coverage requirements expected during offline testing windows? Answer: In the rare and unexpected event this is required, one person would be sufficient, and watch details and payment would be coordinated with the COR. Contractor will make all reasonable efforts to avoid

National Historical Park and Saugus Iron Works National Historic Site Amendment 0001 situations where fire watch is required outside of business hours and is related to fixed price lines under this contract.

3) AES Radio Installation Options and Equipment Sourcing (CLINs 00060–00065 & SOW

Section 1.2) For the options to install code-compliant AES radio communications, please clarify the following technical parameters:

(a) Is the contractor required to furnish the AES transceivers, antenna systems, coaxial cabling, and power supplies, or is this equipment provided as Government-Furnished Property (GFP)? Answer: Contractor supplied.

(b) If Contractor-Furnished, does the Park have pre-approved manufacturer brands and specific model numbers compatible with the local municipal receiver network? Answer: If installed, awardee would take over monitoring after installation, so it must be compatible with their network.

(c) Given the strict historical preservation rules, are there specific exterior antenna placement limitations or non-destructive mounting methods that must be factored into our installation labor pricing. Answer: specific requirements in SOW to meet historic preservation rules must be followed, but bidders should assume this installation would be close proximity to the panels working within the standard kit antenna wire length of approximately 25’, and also placed in building interiors in the same or similar and adjacent spaces to where the panel is located. If signal is not strong enough to support functionality in such a location and longer wire runs and/or exterior antenna placement becomes required, NPS understands additional discussions and funds will be required.

NOTE: In reply to a question/suggestion posed at the walk-through on 9/3/26: For CLINs 00060–00065, bidders may substitute Cellular Radio for AES if they believe it can be done at a lower cost and improves or has the same likelihood of receiving sufficient signal when installed in such a location as described in 3)c) above. If bidders opt to do this, please include this cost in the proposal and note that pricing is for Cellular Radio. Alternately they can include both the aes and cellular radion price clearly marked for each CLIN, and NPS will calculate the total contract value using the higher number.

4) Kidde Marine FM-200 Specialized Training (SOW Section 1.4.5 & Factor 1) SOW

Section 1.4.5 states that the senior inspector "must document that they have been trained to service Kidde marine FM-200 systems". Will the Government accept equivalent professional manufacturer training or third-party specialized marine gaseous suppression system certifications (such as certified technicians on NFPA 2001 systems), or is a factory-direct certification issued exclusively by Kidde Marine mandatory to be deemed technically acceptable under Factor 1?

Answer: Other equivalent certifications and training will be accepted.

National Historical Park and Saugus Iron Works National Historic Site Amendment 0001

5) Time & Materials (T&M) Material Mark-up Proposal Structure (SOW Section 3.3.10.2)

SOW Section 3.3.10.2 (Material Costs) states that bidders will include with their proposal the percentage of material markup to be applied to supply and equipment purchases for unscheduled repairs. However, Attachment 2 (Bid Schedule) does not contain a dedicated field, formula cell, or CLIN for the entry of this percentage markup. Could the Government clarify where within the submission package or Excel sheet bidders should formally document their proposed material markup percentage?

Answer: Attachment 2 - Bid Schedule, Row 58 contains the cells for material mark-up percentages.

6) Location-Specific SCLS Wage Rate Applicability (DOL Wage Determinations) The solicitation incorporates two distinct DOL Wage Determinations: Essex County (WD 2015-4067) for Salem Maritime and Middlesex/Suffolk Area (WD 2015-4065) for Saugus Iron Works. For the on-call, unscheduled Time & Material repair line items (CLINs 00070–00072), should the contractor separate and propose distinct labor rates by location/county, or will one baseline wage determination govern the consolidated repair CLINs?

Answer: Repairs under these line items may be for either location. Therefore, there should be a single proposed labor rate that is in compliance with both wage determinations.

7) Is currently an incumbent? If so, who was the previous awardee, contract number, and value?

Answer: There is no current incumbent.

8) Could you provide a device count for fire alarm systems for all buildings?

Answer: Device counts can be found in the reports from annual inspections. Annual Inspections from November 2025 Fire Alarms, and June 2026 Sprinklers are provided as part of this amendment.

In reply to a question/suggestion posed at the walk-through on 9/3/26: Please also see photos of the Ship combined fire alarm and security alarm panel, as requested on the walk through 9/3/26.
